Sri Lanka’s first Science and Technology for Society (STS) Forum took place from 7 to 10 September in Colombo. Organized by the Prime Minister’s Office and the Ministry of Science, Technology and Research, it was one of the largest gatherings of its kind to be hosted by Sri Lanka.
Modelled on Japan’s well known annual STS forums, the event was attended by over 750 participants coming from 24 countries – among them local and foreign scientists, inventors, science managers, science communicators and students.
I was keynote speaker during the session on ‘Using Social Media for Discussing Science Topics’. I used it to highlight how social media have become both a boon and bane for scientific information and thinking in Sri Lanka. This is due to peddlers of pseudo-science, anti-science and superstition being faster and better to adopt social media platforms than actual scientists, science educators and science communicators.

Sri Lanka takes justified pride in its high literacy levels and equally high coverage of vaccination against infectious diseases. But we cannot claim to have a high level of scientific literacy. If we did, it would not be so easy for far-fetched conspiracy theories to spread rapidly even among educated persons. Social media tools have ‘turbo-charged’ the spread of associated myths, superstitions and conspiracy theories!
I cautioned: “Unless we make scientific literacy an integral part of everyone’s lives, ambitious state policies and programmes to modernize the nation could well be jeopardized. Progress can be undermined — or even reversed — by extremist forces of tribalism, feudalism and ultra-nationalism that thrive in a society that lacks the ability to think critically.”
It is not a case of all doom and gloom. I cited examples of private individuals creatively using social media to bust myths and critique all ‘sacred cows’ in Lankan society – including religions and military. These voluntary efforts contrast with much of the mainstream media cynically making money from substantial advertising from black magic industries that hoodwink and swindle the public.

Session: Using Social Media for Discussing Science Topics
With 30 per cent of Sri Lanka’s 21 million people regularly using the Internet, web-based social media platforms have become an important part of the public sphere where myriad conversations are unfolding on all sorts of topics and issues. Facebook is the most popular social media outlet in Sri Lanka, with 3.5 million users, but other niche platforms like Twitter, YouTube and Instagram are also gaining ground. Meanwhile, the Sinhala and Tamil blogospheres continue to provide space for discussions ranging from prosaic to profound. Marketers, political parties and activist groups have discovered that being active in social media is to their advantage.
Some science and technology related topics also get discussed in this cacophony, but given the scattered nature of conversations, it is impossible to grasp the full, bigger picture. For example, some individuals or entities involved in water management, climate advocacy, mental health support groups and data-driven development (SDG framework) are active in Sri Lanka’s social media platforms. But who is listening, and what influence – if any – are these often fleeting conservations having on individual lifestyles or public policies?
Is there a danger that self-selecting thematic groups using social media are creating for themselves ‘echo chambers’ – a metaphorical description of a situation in which information, ideas, or beliefs are amplified or reinforced by transmission and repetition inside an “enclosed” system, where different or competing views are dismissed, disallowed, or under-represented?
Even if this is sometimes the case, can scientists and science communicators afford to ignore social media altogether? For now, it appears that pseudo-science and anti-science sentiments – some of it rooted in ultra-nationalism or conspiracy theories — dominate many Lankan social media exchanges. The keynote speaker once described this as Lankan society permanently suspending disbelief. How and where can the counter-narratives be promoted on behalf of evidenced based, rational discussions? Is this a hopeless task in the face of irrationality engulfing wider Lankan society? Or can progressive and creative use of social media help turn the tide in favour of reason?
This panel would explore these questions with local examples drawn from various fields of science and skeptical enquiry.
Drawing from my recent interactions with the IGF Academy, as well as several academic and civil society groups, I position the current public debates on web’s socio-cultural impacts in the context of freedom of expression.
With 30 per cent of our population now using the Internet, it is no longer a peripheral pursuit. Neither is it limited to cities or rich people. So we urgently need more accurate insights into how society and economy are being transformed by these modern tools.
My basic premise: many well-meaning persons who urge for greater regulation of the web and social media overlook that governments in Sri Lanka have a terrible track record in stifling dissent in the name of safeguarding the public.

I argue: “As a democracy recovering from a decade of authoritarianism, we need to be especially careful how public sentiments based on fear or populism can push policymakers to restrict freedom of expression online. The web has become the last frontier for free speech when it is under pressure elsewhere.
“When our politicians look up to academics and researchers for policy guidance, the advice they often get is control or block these new media. Instead, what we need is more study, deeper reflection and – after that, if really required – some light-touch regulation.”
I acknowledge that there indeed are problems arising from these new technologies – some predictable, and others not. They include cyber-bullying, hate speech, identity theft through account hijacking, trolling (deliberately offensive or provocative online postings) and sexting (sending and receiving sexually explicit messages, primarily via mobile phones).
I cite some research findings from the work done by non-profit groups or media activists. These findings are not pretty, and some of them outright damning. But bans, blocks and penalties alone cannot deal with these or other abuses, I argue.
I end with these words: “We can and must shape the new cyber frontier to be safer and more inclusive. But a safer web experience would lose its meaning if the heavy hand of government or social orthodoxy tries to make it a sanitized, lame or sycophantic environment at the same time. We sure don’t need a cyber nanny state.”
A popular TV programme genre in Sri Lanka that is being mass produced on the cheap is tele-dramas or television serials. Therein lies a problem: the local tele-drama industry is trapped in a vicious circle of low budgets and low production values. An estimated 5,000 to 6,000 Lankans who earn their living from this industry – as actors, script writers, directors and technical crew – are desperately searching for ways to break free.
So far, many have opted for the protectionist path. The Tele Makers Guild (TeleMG, http://telenisasl.org), an industry alliance, has been lobbying for the taxing of imported tele-dramas. They claim these are flooding the local market and undercutting their business.
In this week’s Ravaya column (appearing in the print issue of 24 April 2016), I discuss problems and challenges facing the tele-drama production industry of Sri Lanka.
As a viewer, I am opposed to cultural protectionism because it reduces my choice. So when TeleMG invited me as keynote speaker at their annual meeting held in early April, I urged them pursue the path of professionalism instead. Their big challenge, I said, is to make better shows with the existing budgets. That requires lots of creativity and resourcefulness.
In this week’s Ravaya column (appearing in issue of 17 January 2016), I critique the public communications practices President Maithripala Sirisena of Sri Lanka – and call for better listening and more engagement by the head of state.
I point out that Sirisena is in danger of overexposure in the mainstream media, which I call the ‘Premadasa Syndrome’ (as this bad practice was started by President R Premadasa who was in office from 1988 to May 1993). I argue that citizens don’t need to be force-fed a daily dose of presidential activities on prime time news or in the next day’s newspapers. If public documentation is needed, use the official website.
Like other politicians in Sri Lanka, Sirisena uses key social media platforms like Facebook and Twitter to simply disseminate his speeches, messages and photos. But his official website has no space for citizens to comment. That is old school broadcasting, not engaging.
This apparent aloofness, and the fact that he has not done a single Twitter/Facebook Q&A session before or after the election, detracts from his image as a consultative political leader.
On the whole, I would far prefer to see a more engaged (yet far less preachy!) presidency. It would be great to have our First Citizen using mainstream media as well as new media platforms to have regular conversations with the rest of us citizens on matters of public interest. A growing number of modern democratic rulers prefer informal citizen engagement without protocol or pomposity. President Sirisena is not yet among them.

“Every citizen – including activists and academics — can play a part in shaping the future of our democracy. In this, technology is not the only key driver; what matters even more is the strategic use of our imagination and determination.
“We may not yet have all the detailed answers of our digital future, but one thing is clear. In 2015, we the people of Sri Lanka embarked on a progressive digitalization of our politics and governance.

Since then, things have evolved further. In this essay, I look at how the Elections Commission, political parties, election candidates, civil society advocacy groups and individual cyber activists have used various social media tools and platforms in the run-up to, during and immediately after the Parliamentary Election.
“What role (if any) did social media play in the recently concluded General Election on 17 August 2015?
“Many are asking this question – and coming up with different answers. That is characteristic of the cyber realm: there is no single right answer when it comes to a multi-faceted and fast-evolving phenomenon like social media.
“Shortly after the Presidential Election of 8 January 2015 ended, I called it Sri Lanka’s first cyber election. That was based on my insights from over 20 years of watching and chronicling the gradual spread of information and communications technologies (ICTs) in Sri Lanka and the resulting rise of an information society.
“That was not the first time social media had figured in Lankan election campaigns. The trend started slowly some years ago, with a few tech-aware politicians and advertising agencies using websites, Facebook pages and twitter accounts for political outreach. However, such uses did not reach a ‘critical mass’ in the general and presidential elections held in 2010, or in the provincial and local government elections held thereafter.
“By late 2014, that changed significantly but this time the frontrunners were politically charged and digitally empowered citizens, not politicians or their support teams.”
The above is an extract from an op-ed I have just written and published in Daily Mirror broadsheet national newspaper in Sri Lanka (3 Sep 2015).
In this week’s Ravaya column, (in Sinhala, appearing in issue of 26 July 2015), I review how Lankan politicians and political parties are using social media in the run-up to the general election to be held on 17 August 2015.
In particular, I look at how President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe are using Facebook and Twitter (mostly to ‘broadcast’ their news and images, and hardly ever to engage citizens). I also remark on two other politicians who have shown initiative in social media use, i.e. former President Mahinda Rajapaksa and JHU leader Champika Ranawaka (both of who have held live Q&As on social media with varying degrees of engagement).
I raise questions like these: Can political parties afford to not engage 25% of Lankan population now regularly using the web? When would election campaigners – rooted in the legacy media’s practice of controlling and fine-tuning messages – come to terms with the unpredictable and sometimes unruly nature of social media?
While politicians, their campaigners and parties struggle to find their niches on social media, politically conscious citizens need to up their game too. Cyber literacy has been slower to spread than mere internet connectivity in Sri Lanka, and we need enlightened and innovative use of social media in the public interest. Every citizen, activist and advocacy group can play a part.
Can social media communications influence voting patterns?
I just took part in a public screening of HOME, the 2009 documentary that offers a new view of our planet — from slightly above.
French photographer, journalist and activist Yann Arthus-Bertrand and his team travelled around the planet over 18 months to make this film. They filmed interesting natural and human-made locations in 50 countries — all from the air. This offers a different perspective to our growing impact on the planet’s natural processes and balances.
Technically outstanding and aesthetically enjoyable as it is, does HOME overstate the case for planet-saving action? Or does it gloss over deep-rooted causes of today’s ecological crisis? These and other questions were raised and discussed at our screening.

I was encouraged by over 60 people turning up – a mix of students, professionals, retirees and others – and staying transfixed for the two full hours – plus another 45 mins of Q&A. This is just a summary of wide ranging discussion moderated by filmmaker and film buff Sudath Mahadivulwewa.
We discussed both style and substance. I personally dislike the patronising narration by actress Glenn Close – who reminds me of an all-knowing old matron. But a few felt that this theme demanded just such a voice and delivery.
We agreed that HOME isn’t a typical natural history or environmental documentary. Its scope is vast (story of our planet and human civilisation), its vantage viewpoint extraordinary.
With all its stunning views and haunting music, HOME projects a strong message of anthropocentrism – that human beings are the central or most significant species on the planet (at least in terms of impact). This is now a dominant view among scientists who study the planet (hence the new name for our times, Anthropocene).
I sometimes wonder – as did some in my audience – whether we take too much credit for our signature on the planet. We sure are the most damaging species, but I worry about environmentalism turning into a religion-like dogma. I have always stayed clear of ‘Mother Earth’ kind of romanticising – we don’t need to turn the planet into a gigantic matriarchy to be motivated to care for it!
Besides, some geological processes — such as volcanic eruptions, earthquakes and tsunamis — are not triggered by human action. When I hear die-hard greens trying to link these phenomena to humanity (never mind the absence of any evidence), I consider it environmental advocacy going crazy.
I also drew my audience’s attention to Alan Weisman’s 2007 best-seller The World Without Us, which offers an original approach to questions of humanity’s impact on the planet: he envisions our Earth, but without us. We may be a formidable presence right now, but if we disappear, the planet would slowly but surely reassert itself…
Is HOME political enough? Some argued the film left too much for individual thought and action when, in fact, much of today’s resource crises and environmental problems stem from structural anomalies and deeply political disparities in the world. Is this an attempt to absolve the governments and corporations of responsibility and heap it all on individuals?
Opinion was divided, but it got us talking – and thinking. I don’t know Yann Arthus-Bertrand, but perhaps he kept the message at personal level so his film can be non-threatening and benignly subversive? There are times when harsh delivery can alienate part of the intended audience.
All considered, an evening well spent. As I’d tweeted in advance, we had a slightly out of this world experience with Arthur-Bertrand as our guide – and no reality altering substances. Indeed, the stark reality facing humanity can be very sobering…

Who were the earliest citizen journalists in Sri Lanka? In this week’s Ravaya column (in Sinhala), I argue that ordinary people expressing themselves in a public space without gatekeepers — which fits the basic definition of citizen journalism — can be traced back to at least 6th century AD. That’s the earliest date for a visitor graffiti on the famous ‘mirror wall’ in Sigiriya, Sri Lanka’s “rock fortress in the sky” built by a maverick 5th century King Kasyapa (reign: 477 – 495 AD).
