The recently concluded general election in India saw thousands of candidates contest to enter the Indian Parliament. Among the candidates I watched closely were writer Shashi Tharoor (who ran on the Congress ticket and was elected from Kerala state) and dancer Mallika Sarabhai (who ran as an independent candidate in the Gujarat state and didn’t win).

The classical dancer turned social activist had one of the more colourful campaigns in the world’s largest election: her public rallies included dance numbers, and her website (UPDATE in March 2013: no longer online) – featuring interactive elements like blogging, flickr images and online fund raising – was ranked the best by a communication research agency.

But where Mallika – whose performances I have enjoyed watching on successive visits to her home town of Ahmedabad – really stood out was in whom she opposed. She was the independent candidate from Gandhinagar, one of India’s most high-profile constituencies, a state capital that has been polarized along Hindu-Muslim lines since riots in 2002. Her opponent was Lal Krishna Advani, the prime ministerial candidate of the BJP.

The two candidates couldn’t have been more different. The 82-year-old veteran politician epitomised Hindu nationalism and majority hegemony with its attendant intolerance of minorities. Mallika, hailing from an upper class Indian family of freedom fighters, industrialists and intellectuals (her father Vikram Sarabhai was father of the Indian space programme), stood for pluralism, non-violence and tolerance. When she entered the fray in March 2009, she described her candidature as a Satyagraha against the politics of hatred.

She didn’t win the election, but lost with grace and dignity. Within days, she wrote in Outlook magazine one of the most remarkable pieces coming out of the cacophonous Indian election. She made it into an open letter addressed it to L K Advani, her main opponent.

“As a proud Hindu and a proud Indian, I feel vilified by you,” she wrote. “You have reduced the great Sanatana philosophy to a Taliban-style Hindutva. As an Indian, you have tried to reduce my identity to a single factor—Hindu or not. You let your goons, saffron-clad terror units wielding lathis and worse, terrorise us and live above the laws of this country.”

For me, the most insightful paragraph is this where she takes on what it means to live with the huge cultural, social and political diversity that makes up India: “I am a post-Independence Indian. I was brought up to value and treasure my unique Indianness, to value our Constitution, which gives equal rights to all Indians, irrespective of belief, culture, practice or language. I learnt to revel in the differences that made us a rainbow country. We are a salad-like melange of cultures and not a soup where all variations get reduced to a homogeneous pulp—this, to me, is our greatest strength.”

Salad or soup – that’s an interesting way of framing the challenge. And not just in the delightful melting pot that is India, but in many other mixed-up, tossed up cultures and societies of today…not the least in my native Sri Lanka, where we have seen the primitive forces of tribalism over-ride all other considerations in recent years. One released, it’s very hard to put this genie back in the bottle.

And how I wish our own privileged upper middle classes would take to the rough and dirty game of politics, if only to stand up against the peddlers of hatred and hegemony. If only…

Mallika could easily have continued her cultural work through the Darpana Academy of Performing Arts and her social activism. She decided to take the plunge this year because she thought the time had come to get into active politics. She was encouraged by her friends, mainly social activists, united under the banner of Friends of Democracy. Mallika is one of the several petitioners demanding justice in the post-Godhra riot cases. She was quoted in The Times of India as saying she decided not to join any party as she believed that there was no party free of corruption, criminalization and horse-trading.

As the Washington Post reported during her campaign trail: “Sarabhai, one of a handful of professional people running as independents in the upcoming elections, rejects the standard Indian political appeals to caste, religion and linguistic ethnicity, and speaks of empowering voters to unseat corrupt and ineffective politicians. Her campaign, she said, seeks to reclaim the shrinking space left for ordinary people’s voices in a democracy dominated by political parties that too often rely on mudslinging, muscle-flexing and money power.”

She and other courageous Indians have miles to go before they can sleep. Encouragingly, she has pledged that her campaign will continue.

As she says signing off her essay in Outlook: “I may have lost this election, but I will continue to work for the disadvantaged and dispossessed, and to ensure that their voice shall be silenced no more.”

‘Can you hear us now?’ India’s bottom millions connect to information society

At the end of the world’s largest general election that lasted nearly a month, Indians have just re-elected the Congress Party to govern over the world’s largest democracy for another five year term.

It’s too early to discuss what role, if any, the recently enhanced telecommunications services played in this outcome. But there is no doubt that access to telephones – especially mobiles – has revolutionised the life of the billion plus Indians in the past few years.

Farmer Sayar Singh epitomises this change. Earlier this year, we filmed a day in the life of Sayar, a resident of Pushkar Nala in India’s Rajasthan state. This was part of a profiling of telephone users at the bottom of the (income) pyramid – or BOP – in emerging Asian economies, undertaken by TVE Asia Pacific on behalf of LIRNEasia.

Sayar is definitely BOP: growing wheat and flowers on his ancestral land, he makes around INR 6,000 (USD 115) a month – on which income he sustains an extended family that comprises his wife, four children, elderly father and an unmarried sister. Life isn’t easy for this 33-year-old, but his spirit of enterprise is as abundant as his praise for his newly acquired mobile phone.

He only bought a mobile in mid 2008, but eight months later, that investment had definitely improved business and social life for him. So much so that his life’s narrative is clearly divided as Before Mobile and After Mobile.

“Our life before the mobile phone was hard,” he says. “I took two days to do what I can now do in a day. Now I can get in touch immediately and all my work happens faster and more easily!”

He now tracks market prices and moves his produce quickly for better profits. With workload reduced and income doubled, Sayar has reaped dual benefits from his mobile.

This isn’t Sayar’s first experience with owning a telephone. Earlier, he was frustrated with a fixed phone that didn’t work half the time. The service was so bad that he gave up the phone after a while.

He recalls: “Phone wires in our village were often faulty. They used to be out of order for 2 or 4 days, sometimes even half a month! All my work was affected. I couldn’t talk to my brothers and sisters. Call charges were also high. When my phone line was down, I had to call from STD booths or neighbours’ phones.”

In our interview, Sayar kept referring to his fixed phone connection as ‘government phone’ – a reflection of the state-owned former monopoly. It was a reminder of just how bad telecom services were in India until only a few years ago.

As Shashi Tharoor, the former UN Undersecretary General – who, incidentally, has just been elected into Indian Parliament from his native Kerala state – has remarked, India had possibly the worst telephone penetration rates in the world.

He wrote in 2007: “Bureaucratic statism committed a long list of sins against the Indian people, but communications was high up on the list; the woeful state of India’s telephones right up to the 1990s, with only eight million connections and a further 20 million on waiting lists, would have been a joke if it wasn’t also a tragedy — and a man-made one at that.”

Tharoor recalled the infamous words of Prime Minister Indira Gandhi’s communications minister in the 1970s, C.M. Stephen. In response to questions decrying the rampant telephone breakdowns in the country, the minister declared in Parliament that telephones were a luxury, not a right. He added that ‘any Indian who was not satisfied with his telephone service could return his phone’ — since there was an eight-year waiting list of people seeking this supposedly inadequate product.

According to Tharoor, Mr Stephen’s statement captured perfectly everything that was wrong about the government’s attitude: ignorant, wrong-headed, unconstructive, self-righteous, complacent, unresponsive and insulting. “It was altogether typical of an approach to governance in the economic arena which assumed that the government knew what was good for the country, felt no obligation to prove it by actual performance and didn’t, in any case, care what anyone else thought.”

All this didn’t change overnight, and as Tharoor reflects, the key contribution of the government was ‘in getting out of the way’ — in cutting license fees and streamlining tariffs, easing the overly complex regulations and restrictions that discouraged investors from coming in to the Indian market, and allowing foreign firms to own up to 74 per cent of their Indian subsidiary companies. “The Telecom Regulatory Authority of India (TRAI) has also been a model of its kind, a regulatory agency that saw its role as facilitating the growth of the business it was regulating, rather than stifling it with rules and restrictions.”

It still took time for this revolution to be felt at the bottom of the pyramid. As LIRNEasia says: “Just five years ago, the Indian telecom industry’s massive momentum barely included the poor. The country had slightly over seven access paths (fixed and mobile connections) per 100 people, but in rural India 100 people were served by only 1.5 access paths. Even in urban India, the poor were unconnected.”

Then things started changing rapidly. According to LIRNEasia’s latest teleuse@BOP survey, 45 per cent of Indian BOP teleuser households had a phone in late 2008: 37% had a mobile only; 5% had a fixed phone only; and 3% had both. This is massive progress from the 19 percent of BOP homes with a phone just two years ago. Read more about BOP telephone penetration and use in India.

Tharoor has called this the “mobile miracle” — one that has accomplished something socialist policies talked about but did little to achieve: empowering the less fortunate. Rapid mobile penetration in my native Sri Lanka has had a comparable social transformation – in a commentary last year, I called the ubiquitous mobile ‘Everyman’s new trousers’.

Of course, the mobile revolution is far from over. There are many more millions yet to be connected, and those already connected expect affordable, reliable and value-added services.

“Indian BOP is still in the mobile 1.0 mode using mainly voice and missed calls functionality. Messaging is being used by only a third of the BOP population. Mobile payment and government services use is almost non-existent,” Rohan Samarajiva, chairman and CEO, LIRNEasia, was quoted as saying soon after the latest study was presented in India in February 2009.

How far and how much value added mobile services can penetrate the BOP remains to be seen. Sayar Singh, for example, currently spends US$ 8.6 to 9.5 a month on phone services – over 8% of his enhanced monthly income.

“I haven’t subscribed to any services like cricket news or astrological forecasts. I don’t need them…and I don’t want to spend on them,” he said in our interview.

But mobile telephony is an area where the boldest projections have been exceeded – so never say never.

Message placement: Gates Foundation discovers TV soaps are good for health!

In the developing (or majority) world, we have been doing it for years: embedding subtle messages on health, environment, family planning or civic behaviour in popular, highly-rated entertainment shows on television.

In parts of Asia, Africa and Latin America, there is a long history of collaboration among non-formal educators, advocacy groups and broadcast companies to mix entertainment with public education — a difficult balance to achieve without putting off viewers who tune in for entertainment. See, for example, my coverage of the BBC World Service Trust’s work in India.

Now, it seems, this ‘edu-tainment‘ approach is also being tried out seriously in the home of ‘soap operas’ or television drama: the United States.

A recent report in the New York Times describes how the Bill and Melinda Gates Foundation is working with video production companies and broadcast networks to shape story lines and insert health-related messages into popular entertainment like the television shows “ER,” “Law & Order: SVU” and “Private Practice.”

Already, the foundation’s messages on HIV prevention, surgical safety and the spread of infectious diseases have found their way into these shows.

The report, written by Tim Arango and Brian Stelter, said: “Now the Gates Foundation is set to expand its involvement and spend more money on influencing popular culture through a deal with Viacom, the parent company of MTV and its sister networks VH1, Nickelodeon and BET.”

They called it “message placement”: the social or philanthropic corollary to product placement deals in which marketers pay to feature products in shows and movies. Instead of selling Coca-Cola or G.M. cars, they promote education and healthy living.

Some viewers in television-saturated US might say: it’s about time! In the past, many American companies producing entertainment content have resisted approaches from social activists to use the mass medium for public good.

In the late 1980s, when I shared some Asian experiences of mixing television drama and public education at an international science communication conference in Spain, American academics and journalists in the audience were intrigued. “But this can never happen in the United States…we keep our education and entertainment separate, and with good reason!” one of them said during question time.

Clearly, those hard attitudes have been changing slowly. As the NYT article says: “The efforts of philanthropies to influence entertainment programming is not new…. The Kaiser Family Foundation, which focuses on health issues, has been doing such work for a dozen years. It has worked story lines about H.I.V. and AIDS into programs on CBS and UPN (now known as the CWnetwork), including the reality show “America’s Next Top Model.”

The Norman Lear Center at the University of Southern California’s Annenberg School for Communication is at the forefront of blending entertainment with public education. “There’s a lot of research that shows that when a character in a series says, ‘I’m going to be an organ donor,’ it’s effective, more effective than giving out a pamphlet,” said Martin Kaplan, director of the Centre.

The Centre has a Hollywood, Health & Society programme that provides entertainment industry professionals with accurate and timely information for health storylines. It organises meetings between health specialists and script writers for entertainment shows – not just drama, but also reality and variety shows.

“Our view is you don’t have to sacrifice entertainment value to be accurate,” Kaplan is quoted as saying in the NYT article.

That’s a view – and experience – shared by TV writers, producers and programme managers from Mexico to South Africa, and from India to the Philippines. In fact, this is an approach the Gates Foundation should consider rolling out in the majority world countries where they are already a key player in selected areas of health and development. Despite the recent spread of broadband internet, broadcast television is still the dominant mass medium – and primary source of news and entertainment – for most people in much of the developing world. That’s billions of eyeballs we’re talking about – and the cost of producing quality entertainment (even with education subtly embedded in some places) is significantly less than in the west.

In short, Gates can get a bigger bang for its bucks on the airwaves in the global South. And there’s really no need to convince TV industry gate-keepers and producers on how edu-tainment works: they’ve been at it for years, using whatever resources they can find.

When traffic moves: Which is the biggest carbon emitter of all?

In January 2008, I wrote about two short videos made by Pradip Saha and colleagues at the Centre for Science and Environment (CSE) in India on the auto industry’s contribution to worsening traffic congestion, air pollution and public health in metropolitan India.

Now Pradip & Co have come out with another revealing short video. It answers a simple question: of the various types of motorised transport on our roads, which one emits the most carbon dioxide per person that slowly but surely bakes our planet?

Their blurb says:
Watch video to find out who wins in this race to emit more. A blue graph will appear shortly on your screen. Do not be alarmed. It is an attempt to illustrate the Carbon each of us emits while traveling to work everyday.

This short video reminds of what we can do with broadband-enabled online video to raise awareness and catalyse discussion on matters of public interest. I haven’t specifically asked Pradip about this, but it seems like a low-cost, quick-turnaround effort. It’s certainly effective in making a single, important point that has far-reaching policy and practical implications.

Missing Mothers: How acronyms and jargon can kill innocent women

iwd_5“This year alone, more than 500,000 women will die during pregnancy or childbirth. That’s one woman missing every minute of every day. We call these women ‘missing’ because their deaths could have been avoided. In fact, 80 per cent of maternal deaths could be averted if women had access to essential maternal health services.

“We know where and how these women are dying, and we have the resources to prevent these deaths. Yet, maternal mortality is still one of the most neglected problems internationally.”

This sobering message from Unicef is worth reflecting upon as we mark another International Women’s Day.

Unfortunately, critical issues like these often don’t make the news – or worse, are relegated to the background as inevitable. As Joseph Stalin said in a different context, one death is a tragedy; a million deaths a mere statistic.

The challenge to the development community is to go beyond simply counting deaths in cold, clinical terms. UNICEF has recently released a two minute video, “Missing Mothers” as a tool for international development professionals to use in raising awareness of the issue of mothers dying needlessly.

Having a baby is both a very natural process and a joyous occasion for the parents and extended family concerned. Yet having a baby still remains one of the biggest health risks for millions of women worldwide.

As Unicef’s 2009 State of the World’s Children report reminded us recently, 1,500 women die every day in the world due to complications arising during pregnancy and childbirth. The chances of a woman in developing countries dying before or during childbirth are 300 times greater than for a woman in an industrialised country like the United States. Such a gap does not exist in any other social indicator.

The largest number of maternal deaths in the world is in South Asia. In India alone, an estimated 141,000 women die each year during pregnancy or childbirth. Recently, my Indian journalist friend Kalpana Sharma wrote a perceptive column on this topic in The Hindu newspaper.

She noted: “The solution has been known for years. The problem is the will to make it work. We also know that the solution would benefit everyone, not just women. Yet, affordable and accessible health care, for instance, has not received the thrust that is needed.”

The Missing Women video suggests to activists and campaigners that action can start with five steps: 1. Educate girls, young women and yourself; 2. Respect their rights; 3. Empower them to participate; 4. Invest in maternal health; 5. Protect against violence and abuse. The Unicef website, meanwhile, lists 10 ways in which concerned individuals can make a difference.

All very commendable and necessary — but not sufficient. With all the good intentions in the world, Unicef’s experts and officials come across as, well, detached and geeky. They don’t connect well enough to the real world people whose needs and interests they are genuinely trying to serve. Their messages are lost somewhere in their precise terms, jargon and endless acronyms.

Just take, for example, the very phrase of maternal mortality itself. Precise but also very stiff and dry. Who outside the medical and development circles uses such terms in conversation? When I write or make films about the issue, I prefer to call it ‘mothers dying needlessly while having babies’. Yes, it’s more wordy and perhaps less exacting. But most ordinary people would get what I’m talking about.

If the jargon-ridden language reads dry in text, it completely puts off people when they watch such words being spoken on video. Such films may pander to the Narcissism of Unicef mandarins, but they completely flop in terms of public communication and engagement.

This is the same point I made in October 2008 when commenting on the Unicef-inspired first Global Handwashing Day: “Passion used to be the hallmark of UNICEF during the time of its legendary executive director James Grant, who strongly believed in communicating messages of child survival and well-being. He gave UNICEF a head start in working with the media, especially television.”

Jim Grant’s deputy, journalist Tarzie Vittachi, who came over to the UN children’s agency after a stint at the UN population fund, used to say: “Governments don’t have babies; people do”. We might extend that to: inter-governmental agencies don’t have babies; real women do. That may be why Unicef insists on delivering its life-saving messages so riddled in politically and scientifically correct, but so sterile language.

Unicef’s YouTube channel has a number of short videos related to what they insist on calling maternal mortality. Here’s an example where Unicef’s Chief of Health Dr. Peter Salama says it’s really an unconscionable number of deaths, and a human tragedy on a massive scale:

Reducing by three quarters the number of mothers dying needlessly while having babies is one of the Millennium Development Goals or MDGs, the holy grail in international development since the United Nations adopted these in 2000, setting 2015 as the target date.

We have now passed the half way mark, but progress has been patchy and unimpressive. And it will remain so as long as the UN agencies and other development players insist on peddling jargon and acronyms. Considering the issues of life and death involved here, we must view bad communication as a killer — joining the ranks of unsafe drinking water and violence against women and girls.

Writing an editorial for SciDev.Net in September 2005, I noted: “All development workers and UN officials should take a simple test: explain to the least technical person in your office the core message and relevance of your work. Many jargon-using, data-wielding, acronym-loving development workers would probably fail this test. But unless development-speak is translated into simpler language, the MDGs will remain a buzzword confined to development experts and activists.”

I don’t believe in ghosts, but it’s time to bring back the spirits of Jim Grant and Tarzie Vittachi to Unicef to again humanise the agency so mired in its own ‘geekspeak’. The intellectual rigours of evidence-based, scientific analysis must be balanced with clarity and accessibility. It’s fine to be informed by science, but learn to say it simply, clearly and concisely.

The lives of half a million women and millions of children depend on it.

‘The Final Inch’: Real ‘Oscar’ would be polio’s global eradication!

The Final Inch didn’t win the Oscar for the best short documentary film made in 2008. But the nomination has given a boost to the film and its cause: even before its official release in April 2009, it is already raising global awareness on the major public health challenge of banishing polio from the planet.

The Final Inch is a testament of the health workers around the world laboring to make polio the second globally eliminated disease behind small pox, says director Irene Taylor Brodsky.

The 37-minute film, due to air on HBO on 1 April 2009, looks at the “the final stages of a 20 year initiative” to eradicate polio. It focuses the polio vaccine efforts in India and Pakistan, which are among the last four countries where polio is still endemic (the other two being Afghanistan and Nigeria).

The campaign to eradicate polio is now 21 years old. World Health Organisation (WHO), UNICEF and Rotary Foundation embarked on this campaign in earnest in 1988, and as a young (and equally earnest) science journalist, I remember writing about its early strategies, goals and targets. But the virus has proven to be a lot more stubborn than originally expected.

Well, the campaign has scored remarkable victories, and a little over 1,600 people in the world were stricken by polio in 2008. (AIDS and malaria, in contrast, killed more than three million people.) Compare that with 350,000 cases per year when the global onslaught started, and we see there has indeed been progress.

But the virus – and the crippling disease it causes – persists in several poor, densely populated countries in Asia and Africa. Updates are available from Global Polio Eradication Initiative.

Thus it’s the ‘last inch’ – or last mile, if you like – that’s proving the hardest to traverse. In a perceptive essay published in Newsweek in January 2009, Fred Guterl noted: “It’s not easy to wipe a disease off the face of the planet—especially one like polio, which spreads easily and quickly through contact and occasionally through contaminated food and water. Only one in 200 children who contract the virus shows symptoms (usually paralysis), which makes the other 199 silent carriers.”

It’s not just biology that polio eradicators are up against. Indeed, human superstition and religious dogma have made the final inch particularly contentious and treacherous for public health workers.

In 2005, TVE Asia Pacific started distributing a global documentary on immunisation called Fragile Lives: Immunization at Risk. It showed how at least 2 million children die every year from diseases that that vaccination could easily prevent.

At one point, the film takes us to Uttar Pradesh, in northern India, to show how polio, eradicated in most of the world, stubbornly persists in a few countries. This very poor state with its 272 million inhabitants had two thirds of the world’s polio. We talk to the glamorous young cricketer, Mohamed Kaif, who helps publicise a massive campaign to get every single child to the vaccination booths. The film discovers the strange reason behind why so many Muslim parents refuse to have their children vaccinated.

The Final Inch features the heroic efforts of Munzareen Fatima, a field worker in Meerut, Uttar Pradesh, who is a part of UNICEF’s Social Mobilisation Network for ensuring vaccination coverage. She reaches out to her target group through personal and public intervention programmes.

As she told IANS: “It has been a tough journey for me over the last five years to convince 470 families at Dufferin block in Khairnagar to administer polio drops to their children. I met with resistance from the families, who initially refused to immunise their children. The conservative community also belittled me for stepping out of home to campaign against polio.”

India is not alone. If anything, misplaced resistance to polio vaccination has been stronger in Pakistan. As IPS reported in August 2006, the country’s drive against polio was hit by both rumours and litigation.

The news story, filed by Ashfaq Yusufzai in Peshawar, noted: “The reliability and safety of oral polio vaccine (OPV) has been put under scrutiny in Pakistan after wild rumours that it causes impotency snowballed into a writ petition in a high court.”

Religion-inspired superstitions have often stood in the way of achieving sufficient vaccination coverage, leaving room for viruses to spread again. Religious leaders sometimes strengthen the hand of those making pseudoscientific claims, says South African science writer George Claassen. Writing in SciDev.Net in April 2008, he noted: “Attempts to eliminate polio in Nigeria, for example, ran into problems when Datti Ahmed, the chair of the Supreme Council for Sharia in Kano state, referred to the Global Polio Eradication Initiative as ‘modern-day Hitlers… who have deliberately adulterated the oral polio vaccines with antifertility drugs and contaminated them with certain viruses which are known to cause HIV and AIDS.'”

This brings up an interesting scenario of virus vs. virus. Richard Dawkins, the well known British evolutionary biologist and writer, has called religion the most malevolent form of a ‘mind virus’. According to Dawkins, faith − belief that is not based on evidence − is one of the world’s great evils. He claims it to be analogous to the smallpox virus, though more difficult to eradicate.

Of course, the mistrust of vaccines is not just limited to the developing world, nor is it always inspired by religion or superstition. Sometimes over-protective moms can be just as irrational. Fragile Lives, for example, took us to Dublin, Ireland, where there have been two serious outbreaks of measles – largely due to mothers rejecting vaccination because of the MMR controversy. In some parts of Ireland only 60% instead of the necessary 95%, have been vaccinated.

Few films in recent years have generated as much buzz as Slumdog Millionaire, the British-Indian film based in the slums of Mumbai. It has won five Critics’ Choice Awards, four Golden Globes and seven BAFTA Awards, and is nominated for ten Academy Awards, including Best Picture.

Much has been written about the movie’s depiction of India’s stark urban realities of poverty, organised crime and street children. But there is another face of India that the movie captures: how information and communication technologies (ICTs) are changing culture, economy and social relations in the world’s largest democracy.

Early on, film critic Ben Walters spotted this aspect. He asked in The Guardian on 9 December 2008: Is Slumdog Millionaire the first truly 21st-century film? Among his reasons: “Jamal works in a call centre decorated with London Underground paraphernalia and whose employees are kept up to date on EastEnders plotlines to improve their chances of successful small talk with their customers. Aptly enough, the customers are mobile phone users – another emblem of 21st-century connectivity – and a mobile plays a crucial part in the story’s climax.”

Indeed, the mobile phone combined with live broadcast television both feature in the story’s climax. The film was partly shot on the actual studio set used by Kaun Banega Croreparti (KBC), the Indian version of Who Wants to be a Millionaire. As I wrote earlier, the cerebral world of quizzing blends seamlessly with the rough world of Mumbai slums to produce an enthralling 120 minutes.

And now it turns out that a real life ICT experiment triggered the idea of the Slumdog story.

Indian author Vikas Swarup, on whose 2005 novel Q&A the movie is based, has recently revealed how he was inspired by the hole-in-the-wall project. This was an initiative by Dr. Sugata Mitra, chief scientist at NIIT, a leading computer software and training company in New Delhi. Mitra embedded a high-speed computer in a wall separating his firm’s headquarters from an adjacent slum, he discovered that slum children quickly taught themselves how to surf the net, read the news and download games and music. He then replicated the experiment in other locations. Each time the results were similar: within hours, and without instruction, the children began browsing the Internet.

Swarup told Indian Express in January 2009: “That got me fascinated and I realised that there’s an innate ability in everyone to do something extraordinary, provided they are given an opportunity. How else do you explain children with no education at all being able to learn to use the Internet. This shows knowledge is not just the preserve of the elite.”

Dr Mitra’s project was the subject of a 2002 documentary film, called Hole in the Wall, made by the New York based production company GlobalVision.

The film was introduced as follows: A revolution in information technology is redefining poverty, as how much you know is becoming just as important as how much you own. “The Hole in the Wall” examines one possible solution to the growing technological gap between rich and poor — the so-called ‘digital divide’ — that threatens to consign millions to an “information underclass.”

The film was made by Rory O’Connor and Gil Rossellini. An 8-min version was broadcast by PBS in October 2002 in their program Frontline/World. A 60-min version was screened at the United Nations in New York City in December 2002. The film has been widely screened, and won several awards.

Shooting wildlife or wild-life: Environmental film-makers’ dilemma

The Wildscreen film festival got underway at the British Council Colombo this morning.

The keynote address was delivered by Sri Lankan minister of environment and natural resources. The British Council asked me to speak a few words at the opening as TVE Asia Pacific is a local partner for this event.

Here’s what I said, which sums up why we are in this business:

We are delighted to be partners in hosting Wildscreen film festival in Sri Lanka. We thank our friends at the British Council and Wildscreen festival for this opportunity to join hands.

May I say a brief word about ourselves. We’re Television for Education Asia Pacific — trading as TVE Asia Pacific. We’re a regionally operating media foundation anchored in Colombo and engaging developing countries of Asia. We were set up in 1996 by a group of Asian and European filmmakers and TV professionals to cover the full range of development issues using broadcast television, narrowcast video and now, the web.

We are driven by a belief that what is happening in the world’s largest and most populous region has far-reaching implications not just for our region — but also for the entire planet.

When introducing our work, I like to recall the words of Mahatma Gandhi. Once, when asked by a visiting foreign journalist for his views on wildlife in India, he said: “Sadly, wildlife is declining in our jungles, but wild – life is increasing in our cities.”

It is precisely this wild–life that interests us more. In our work we keep asking: when life itself is going wild, what hope and prospects are there for wildlife, Nature and environment?

For example, we’ve literally just finished a short film looking at environmental restoration of Afghanistan. This will be screened to the environmental minister from around the world who will gather shortly for the UN Environment Programme’s Governing Council meeting in Nairobi.

Capturing wild-life is now the focus and concern of wildlife and environmental film makers everywhere. There was a time, not too long ago, when films used to simply capture the beauty of Nature and the diversity or behaviour of plants and animals. Such documentation is still very necessary and useful — but it’s no longer sufficient.

In the past couple of decades, all film makers have been challenged to look at how our own ‘wild’ ways of living affects:
– each other in our own human species;
– the rest of Nature and other species; and
– also, the future of life on Earth.

We see this transformation reflected in the content of films entering Wildscreen and other film festivals. I saw early signs of this when I served as a juror at Wildscreen 2000 festival. This process has gathered momentum since.

To remain relevant and topical, films can no longer just cover ‘green’ subjects — they have to acknowledge the ‘brown’ issues as well as the harsh black-and-white, life-or-death concerns such as climate change.

At the same time, we have seen a rapid diversification of formats or genres — especially with the emergence of online and mobile platforms. These now compete with broadcast television to engage audiences. This is both good news and bad news for us engaged in film making and film outreach. Yes, we now have more ways of reaching people than ever before. But engaging audiences is harder: people have more choice — and more distractions!

Of course, we can’t just give up the good struggle and walk away into those beautiful sunsets. At TVE Asia Pacific, we believe that making good films is only half the job done. Distributing them far and wide is just as important. This is why the slogan of our own organisation is: Moving images, moving people!

In that process, film festivals such as this one play a key role. We’re very happy to add an extra day of screenings to this event. On Saturday in this auditorium, we’ll be showing a number of films on climate change and sustainable development drawn from our own catalogue of films we distribute to broadcast, civil society and educational users across Asia.

These are small efforts in a big world. I can only hope all these help us in winning history’s greatest race – which, according to H G Wells, is one between education and catastrophe!

Wildscreen, the world’s largest and most prestigious wildlife and environmental film festival, will be touring India and Sri Lanka in February 2009.

Nine wildlife or environmental filmmakers from the UK will be coming to India and Sri Lanka as part of this event, organized by the British Council. The festival will also see screenings of wildlife and environmental films from across the world, some of them winners of the Wildscreen festival’s Panda Awards, the environmental equivalent of the Oscars.

The Wildscreen Festival was founded by Sir Peter Scott in 1982. It has been organised every alternate year for the past 25 years, and is now considered to be the world’s largest and most prestigious wildlife and environmental film festival. Held in Bristol, UK, it attracts hundreds of delegates from around the globe who work in film, television and new media, as well as those involved in environmental conservation.

The Festival is coming to Sri Lanka for the first time. The programme, held at the British Council Colombo on 12 – 13 February 2009, will screen several award winning films on climate change and wildlife, showcasing the best of current environmental film making worldwide. On 14 February 2009, TVE Asia Pacific will present a selection of films on environment and sustainable development drawn from their global catalogue, which includes some Sri Lankan and South Asian titles.

“Can you help us to film a child’s leg being broken?”

In his long years of journalism in India, my friend Darryl D’Monte had faced all sorts of questions and situations. But this was one question that stunned and left him speechless for a while.

A visiting Canadian TV crew made this request in the 1970s, when Darryl was resident editor of The Times of
India
. He was giving them some insights on the extent of poverty in his city of Bombay, since renamed as Mumbai. The crew had heard of the deliberate maiming of street children, before being employed as beggars. A disabled child would evoke more sympathy, increasing the daily collection for gangsters operating them from behind the scenes.

Darryl wasn’t willing to be associated with this ‘staging’. “Well, it’s going to happen anyway,” was the film crew’s cynical answer.

Now, fast forward 30 years to the present. At one point in the British-Indian movie Slumdog Millionaire, we see a young girl being blinded by a gangster who shelters and feeds a small army of children — all unleashed on Mumbai on a daily basis to tug at the heart strings of its teeming millions.

The film’s protagonist Jamal escapes the same fate by making a mad dash for freedom with his brother, Salim. But years later, they cross the gangster’s path again, with devastating results – for him.

Set and filmed in India, Slumdog Millionaire is the story of a young uneducated man from the slums of Mumbai who appears on the Indian TV’s version of Who Wants to Be a Millionaire? (Kaun Banega Crorepati) and does so well to reach the final question that the game show host and the police suspect him of cheating.

Some Indians feel their country’s ugly underbelly has been magnified by locating and filming part of the story in the slums of Mumbai. But director Danny Boyle, who sees his film as a Dickensian tale, says he shot in real, gritty locations “to show the beauty and ugliness and sheer unpredictability” of the city.

Indian diplomat Vikas Swarup, who wrote the 2005 novel Q and A on which the movie is based, has a similar view. “This isn’t social critique,” he told The Guardian in an interview. “It’s a novel written by someone who uses what he finds to tell a story. I don’t have firsthand experience of betting on cricket or rape or murder. I don’t know if it’s true that there are beggar masters who blind children to make them more effective when they beg on the streets. It may be an urban myth, but it’s useful to my story.”

To me, Slumdog Millionaire feels like a cross between the acclaimed Brazilian slum movie City of God (Portuguese name: Cidade de Deus, 2002) and Quiz Show, the 1994 American historical drama film about TV quiz scandals in the 1950s.

City of God is a Brazilian crime drama film directed by Fernando Meirelles and Kátia Lund, released in its home country in 2002 and worldwide in 2003. It was adapted by Bráulio Mantovani from the 1997 novel of the same name written by Paulo Lins.

The film’s depiction of narcotic drug rings, hold-ups, street violence and police corruption may not have been what the upper middle class Brazilians wanted to showcase to the rest of the world, but the film’s stark if grisly authenticity resonated with movie audiences around the world. Most of the actors were residents of favelas (slums) of Rio de Janeiro, such as Vidigal and the Cidade de Deus itself. City of God became one of the highest-grossing foreign films released in the United States up to that time.

The makers of Slumdog Millionaire adopted a similar approach. Its co-director Loveleen Tandan says she likes to get as close to reality as possible. This drove her to the slums of East Bandra to look for young children who resembled the protagonists in the story.

As she recalled in a recent interview with Tehelka: “I was very keen to get real slum kids, which is why I convinced them (producers) to do one-third of the scenes in Hindi. I made a scratch tape with real street kids. The team was surprised that Hindi actually made it brighter and more alive.”

Indeed, Slumdog doesn’t feel like a ‘foreign film’ despite it having a fair number of English subtitles, which only enhance the overall cinematic experience.

But how realistic should films try to become, before the local realities are distorted or local sensibilities are affected? Where does documentary end and drama begin? These questions will continue to be debated across India and elsewhere while Slumdog enthralls millions on its first theatrical release.

Feature film makers can exercise their creative license far more than factual film makers. I doubt if the creators of authentic, close-to-the-ground movies like City of God and Slumdog Millionaire set out with any specific social agenda. They are in the business of entertainment, and just happen to find plenty of drama in real life in places like urban slums. We might argue that in the right hands, dramatised movies can draw mass attention to development issues and challenges far more effectively than the often dull and dreary documentaries.

“If through (the movie) the world gets a peek at an India inhabited by millions of people who continue to live their lives without clean water, sanitation or electricity, what is the problem?” asks another Indian friend and long-time Mumbai resident Kalpana Sharma.

In a perceptive essay titled Shantytowns of the Mind, written in The Indian Express in early January 2009 before she saw the film, Kalpana flagged important concerns: “Slumdog Millionaire’s success raises some deeper questions. How do we depict poverty as writers, filmmakers, journalists? Is it fair to expect us all the time to give a full, balanced, sensitive portrayal? Or is it inevitable that we write, film, for our audiences? And if, as a byproduct, people are sensitized, so be it. Also, if they are annoyed, so be it. If we are considered exploitative, so be it.”

Kalpana speaks with authority, and not just because she lives in the megacity of Mumbai (population: 13 million and rising) which, she points out, is half made up of slums. In 2000, she wrote a book titled Rediscovering Dharavi: Stories from Asia’s Largest Slum. Far from being a cold, clinical analysis of facts, figures and trends, it’s a book about the extraordinary people who live there, “many of whom have defied fate and an unhelpful State to prosper through a mix of backbreaking work, some luck and a great deal of ingenuity”.

Kalpana ends her essays with these words: “In the end you realise as a writer, a journalist or a filmmaker, that the best you can do is to shine a torch, a searchlight, on an entrenched problem. But the solution will not be found merely by that illumination. For that, there are many more steps to be taken.

Slumdog Millionaire has focused its lens on the children of India’s slums through a work of fiction. What we do to change their future is the non-fiction that has yet to be written.”
