Communicating Disasters: ZiF Conference in BielefeldHow do we cope with a warming planet while living in an increasingly WikiLeakable world? Exactly one year ago, I explored this in my talk given at the University of Colombo during the LEAF Conference.
As I reflected then: “We live in a crisis-ridden world where we have to cope with multiple emergencies unfolding at the same time, impacting us on different fronts. This illustration captures three of them: crisis in biodiversity, man-made climate change, and the new reality of living in a rapidly WikiLeakable world — what I called the Global Glass House.”
I also built on ideas initially discussed in my 2007 book, Communicating Disasters, which was part of the reference material used during th ZiF research project.

Breaking News on a Restless Planet: Covering Disasters in a Networked Society

Communicating disasters — before, during and after they happen — is fraught with many challenges. The increased volume and flow of information, enabled by the proliferation of information and communication technologies (ICTs), fills some gaps — but not all. Other critical elements such as institution building, training and awareness raising are needed at all levels to create societies that are better informed and prepared.
The news media, driven by their quest for what is new, true and interesting, can be useful allies for disaster managers. But the nexus between these two groups has always been contentious, and the acceleration of the news cycle has made it more so. Having to sustain 24/7 coverage for their fragmented and distracted audiences places enormous pressures on news media to break news first — and reflect later. In this scenario, how can empathetic, ethical and balanced reporting happen?
As disasters increase in frequency and intensity partly due to climate change, mainstream media practitioners across Asia struggle to keep up. Disasters are more drawn out (e.g. Pakistan floods, 2010 & Thailand floods, 2011), geographically scattered (Indian Ocean tsunami, 2004) and economically devastating (Tohoku/Fukushima, 2011) than before. This stretches the capacities and resources of many news organisations. Saturation coverage of unfolding disasters can also cause ‘compassion fatigue’ and apathy in audiences.
In today’s networked society, news media are no longer the sole gatherers or distributors of news. Without the trappings and inertia of the institutionalised media, citizen journalists are quick to adopt ICT tools and platforms. What does this mean for communicating disasters that requires care and sensitivity? In which ways can we find synergy between mainstream and new/social media to better serve the public interest on a warming planet? What value-additions can the mainstream media still offer to the coverage of disasters near and far?
We examine these and other larger questions with reference to recent disasters in Asia.
In this column, which appears in Ravaya newspaper on 30 October 2011, I pay tribute to the late film and TV professional Titus Thotawatte. I recall how he founded and headed the effort to ‘localise’ foreign-produced programmes during the formative years of Sri Lanka’s national TV, Rupavahini, launched in 1982. In particular, I describe how Titus resisted attempts by intellectuals and civil servants to turn the new medium into a dull and dreary lecture room, and insisted on retaining quality entertainment as national TV’s core value.

I point out that a certain speech said to be uttered by a native American chief is, in fact, a latter day script by a filmmaker.
One man, one resolve -- and history is changed!“When people speak of great men, they think of men like Napoleon – men of violence. Rarely do they think of peaceful men. But contrast the reception they will receive when they return home from their battles. Napoleon will arrive in pomp and in power, a man who’s achieved the very summit of earthly ambition. And yet his dreams will be haunted by the oppressions of war. William Wilberforce, however, will return to his family, lay his head on his pillow and remember: the slave trade is no more.”
Those words are uttered by the character Lord Charles Fox in the British House of Commons towards the end of the 2006 movie Amazing Grace. They sum up the singular accomplishment of William Wilberforce (1759 – 1833), British politician, philanthropist and leader of the movement to abolish the slave trade.
The movie, based on his true story, is not just a well-made period drama. It also offers dramatic insights into one of the most successful – and consequential – social justice campaigns in history. It reminds us that a determined man or woman can, indeed, make a difference in our complex world.
Inspired by a recent visit to Yorkshire, where Wilberforce hailed from, I’ve just watched the movie — and am amazed to find how many such striking parallels there are to evidence-based policy change and law reform in a very different world of ours more than two centuries later.
But first, here’s the storyline from the Internet Movie Database (IMDb):
“In 1797, William Wilberforce, the great crusader for the British abolition of slavery, is taking a vacation for his health even while he is sicker at heart for his frustrated cause. However, meeting the charming Barbara Spooner, Wilberforce finds a soulmate to share the story of his struggle. With few allies such as his mentor, John Newton, a slave ship captain turned repentant priest who penned the great hymn, “Amazing Grace,” Prime William Pitt, and Olaudah Equiano, the erudite former slave turned author, Wilberforce fruitlessly fights both public indifference and moneyed opposition determined to keep their exploitation safe. Nevertheless, Wilberforce finds the inspiration in newfound love to rejuvenate the fight with new ideas that would lead to a great victory for social justice.”
Wikipedia has a good summary of how Wilberforce and his few determined friends sustained a campaign against this inhuman yet highly lucrative trade.
Wilberforce was every bit the resolute campaigner: used every trick in the book, and then some. He diligently amassed incriminating evidence about the mass-scale abuse of human rights taking place in far-away Africa and on the high seas transporting captured African slaves. He wrote and spoke extensively using facts and figures as well as appeals to human emotions. He collected eye witness testimonials, and gathered over 300,000 signatures in a petition from ordinary people calling for abolition of slavery — which countered the political argument that people didn’t care.
William Wilberforce by Karl Anton Hickel, circa 1794Wilberforce must have been among the first to realise the power of collective consumer action. On his urging, conscientious consumers in Britain boycotted sugar grown in the Caribbean with slave labour. One of the most sucessful campaigns the Abolition Movement was responsible for was the Sugar Boycott. According to one source: “In 1791 the society distributed leaflets encouraging the public, and especially women, not to buy or use sugar produced in the West Indies by slaves. As a result about 300,000 people boycotted sugar and sales began to drop. In an effort to increase sales, some shops stocked only sugar imported from India, which had not been produced by slaves, and goods were labelled to show this.”
He also worked on and with influential religious and political connections. He surrounded himself with a few trustworthy friends who stay the course despite multiple setbacks, ridicule and character assassination. He was passionate to the point of being obsessive. Yet he also knew when to speak and when to make a tactical retreat. His timing was impeccable as were his patience and commitment.
He wasn’t successful with every social justice campaign he took up. First elected to Parliament in 1780, he campaigned unsuccessfully for penal and electoral reform. It was in 1787, at the encouragement of William Pitt the Younger — his long-long friend and Prime Minister — that he took up the cause of abolition at Westminster. But his humanitarian and ethical arguments had to meet the economic interests of those who had made vast fortunes from the slave trade or the use of slave labour. Many of his fellow Parliamentarians had deep vested interests that wanted to see the status quo continue. Others were in the pay of slave traders.
It was not until 1807 — full 20 years after Wilberforce first started his campaign — that the Abolition Bill was finally passed. Just before that, Wilberforce wrote his famous ‘Letter on the Abolition of the Slave Trade, Addressed to the Freeholders and Other Inhabitants of Yorkshire’, justifying his preoccupation with abolition against claims that he was neglecting their local interests at Westminster, and setting out all his arguments against the slave trade.
Then, as now, elected people’s representatives have to perform this difficult balancing act — between their constituency’s immediate, everyday needs and the greater good or national interest. Which is why all progressive legislators and social justice campaigners should watch Amazing Grace, and read the Wilberforce biography.
Times have indeed changed, but their challenges have not.
Taya Diaz conducts film making master class during Wildscreen 2011 in Colombo
“Taya Diaz has the shortest name in Sri Lanka but is a big man with a personality to match and a bushy black beard. Apart from being an excellent guide with good knowledge of all aspects of Sri Lankan Wildlife, he’s also a writer and film maker and is excellent company.”
That’s how a bird-watching website once described Taya Diaz, Sri Lankan conservationist turned wildlife film maker.
During the past two decades, Taya has collaborated in making over 20 full-length international wildlife documentaries, all showcasing Sri Lanka’s rich biological diversity and ecosystems. He has been a scientific investigator, presenter, narrator or Sinhalese scriptwriter.
One of his earliest involvements in international film making was with The Temple Troop. Made in 1997, for the BBC and Discovery Channel, it documented a year in the life of a troop of monkeys living in Sri Lanka’s ancient city of Polonnaruwa. These monkeys have been the subject of a long-running study by the Smithsonian Institution’s Primate Biology Program.
Trained as a scientist, Taya has worked in a number of field based conservation projects including the Smithsonian study of monkeys. But it’s as a wildlife and natural history that he now makes a name both in Sri Lanka and overseas.
The Urban Elephant (2000, for PBS/National Geographic), and The Last Tusker (2000, for BBC/Discovery) are two other productions that used Taya’s ground knowledge and scientific expertise. He has provided local liaison for broadcasters such as New Zealand TV, Canal+, Discovery channel, and BBC1.
Taya Diaz: Enough stories to last a lifetime!For all these reasons, Taya was a natural choice when TVE Asia Pacific was asked to recommend a Sri Lankan film maker to present a master class when the Wildscreen traveling film festival held in Colombo from 17 to 19 February 2011. His master class, titled “Untold Stories of Sri Lanka”, looked at Sri Lanka’s as yet largely untapped potential for authentic, factual stories related to wildlife, natural history and the environment.
He explained the premise for his master class: “Sri Lanka is a pot of plenty in every aspect — the opportunities for a documentary filmmaker are astounding. But sadly, what most audiences see on the airwaves is very standard and boringly similar, touching on the same topics year in and year out.”
Taya feels that documentary films and TV programmes are also essential for educating Sri Lankans about their own natural heritage. Sri Lanka has an impressively high number of plant and animal species for its relatively small land area — which makes it one of the most biologically diverse countries in the world.
“Sri Lankan naturalists, wildlife experts and environmentalists should collaborate more closely with film makers and/or broadcasters to make more local films aimed at local audiences,” he said during a panel discussion I moderated on February 17. “This is essential for raising awareness on environment and sustainable development issues as Sri Lanka pursues rapid economic development after the war.”
Space Shuttle Challenger's smoke plume after in-flight breakup that killed all seven crew members
Today marks the 25th anniversary of the Space Shuttle Challenger disaster. It was the worst accident in the history of manned space exploration up to that time. All seven crew members died in the disaster — among them was Christa McAuliffe, who was selected to be the first teacher in space, and the first strict civilian to go to space as part of the US space programme.
Challenger was destroyed as it broke up in mid-flight in the second minute of its 10th mission, on 28 January 1986 at 11:38:00 am Eastern Standard Time. The break-up was later found to have been due to the failure of an O-ring on its right solid-fuel rocket booster (SRB). The O-rings are used to seal the joints between the multiple segments of the SRBs.

While the presence of Christa McAuliffe on the crew had provoked some media interest, shuttle launches had become commonplace by this time and there was little live broadcast coverage of the launch. The only live national TV coverage available publicly was provided by CNN.

The accident was thoroughly investigated and has been well documented. What interests me are the communication lessons drawn from the incident – it continues to be cited as a case study in subjects as diverse as engineering safety, the ethics of whistle-blowing, effective communications, and the perils of group decision-making.
According to the Wikipedia, Roger Boisjoly, the engineer who had warned about the effect of cold weather on the O-rings, left his job at Morton Thiokol and became a speaker on workplace ethics. For his honesty and integrity leading up to and directly following the shuttle disaster, Roger Boisjoly was awarded the Prize for Scientific Freedom and Responsibility from the American Association for the Advancement of Science. Many colleges and universities have also used the accident in classes on the ethics of engineering.
Information designer Edward Tufte has used the Challenger accident as an example of the problems that can occur from the lack of clarity in the presentation of information. He argues that if Morton Thiokol engineers had more clearly presented the data that they had on the relationship between low temperatures and burn-through in the solid rocket booster joints, they might have succeeded in persuading NASA managers to cancel the launch.
To me, it was extraordinary how President Ronald Reagan handled the aftermath of the tragedy. On the night of the disaster, he was scheduled to give his annual State of the Union Address. He postponed it by a week and instead gave a national address on the Challenger disaster from the Oval Office. The speech, written by author Peggy Noonan who was the president’s primary speech writer, is a fine piece that combines grief, tribute and resolve in just the right proportions. No lofty intellectualisation or pontification. Just plain, short sentences that appeal to the hearts. Ably delivered by the Great Communicator, it remains an excellent study in how a national leader can counsel a nation in grief without descending into either despair or denial. Draw your own contrasts with other tragedies before and since.
Ronald Reagan’s speech to the nation after the Challenger Shuttle explosion
President Reagan spoke at 5 pm EST from the Oval Office at the White House. The address was broadcast live on nationwide radio and television. Here is the full text of his speech (emphasis is mine):
Ladies and gentlemen, I’d planned to speak to you tonight to report on the state of the Union, but the events of earlier today have led me to change those plans. Today is a day for mourning and remembering. Nancy and I are pained to the core by the tragedy of the shuttle Challenger. We know we share this pain with all of the people of our country. This is truly a national loss.
Nineteen years ago, almost to the day, we lost three astronauts in a terrible accident on the ground. But we’ve never lost an astronaut in flight; we’ve never had a tragedy like this. And perhaps we’ve forgotten the courage it took for the crew of the shuttle. But they, the Challenger Seven, were aware of the dangers, but overcame them and did their jobs brilliantly. We mourn seven heroes: Michael Smith, Dick Scobee, Judith Resnik, Ronald McNair, Ellison Onizuka, Gregory Jarvis, and Christa McAuliffe. We mourn their loss as a nation together.
For the families of the seven, we cannot bear, as you do, the full impact of this tragedy. But we feel the loss, and we’re thinking about you so very much. Your loved ones were daring and brave, and they had that special grace, that special spirit that says, “Give me a challenge, and I’ll meet it with joy.” They had a hunger to explore the universe and discover its truths. They wished to serve, and they did. They served all of us. We’ve grown used to wonders in this century. It’s hard to dazzle us. But for 25 years the United States space program has been doing just that. We’ve grown used to the idea of space, and perhaps we forget that we’ve only just begun. We’re still pioneers. They, the members of the Challenger crew, were pioneers.
And I want to say something to the schoolchildren of America who were watching the live coverage of the shuttle’s takeoff. I know it is hard to understand, but sometimes painful things like this happen. It’s all part of the process of exploration and discovery. It’s all part of taking a chance and expanding man’s horizons. The future doesn’t belong to the fainthearted; it belongs to the brave. The Challenger crew was pulling us into the future, and we’ll continue to follow them.
I’ve always had great faith in and respect for our space program, and what happened today does nothing to diminish it. We don’t hide our space program. We don’t keep secrets and cover things up. We do it all up front and in public. That’s the way freedom is, and we wouldn’t change it for a minute. We’ll continue our quest in space. There will be more shuttle flights and more shuttle crews and, yes, more volunteers, more civilians, more teachers in space. Nothing ends here; our hopes and our journeys continue. I want to add that I wish I could talk to every man and woman who works for NASA or who worked on this mission and tell them: “Your dedication and professionalism have moved and impressed us for decades. And we know of your anguish. We share it.”
There’s a coincidence today. On this day 390 years ago, the great explorer Sir Francis Drake died aboard ship off the coast of Panama. In his lifetime the great frontiers were the oceans, and an historian later said, “He lived by the sea, died on it, and was buried in it.” Well, today we can say of the Challenger crew: Their dedication was, like Drake’s, complete.
The crew of the space shuttle Challenger honored us by the manner in which they lived their lives. We will never forget them, nor the last time we saw them, this morning, as they prepared for their journey and waved goodbye and “slipped the surly bonds of earth” to “touch the face of God.”
Time is ticking away...but crises also mean opportunities
I like to think and speak in metaphors, especially visual metaphors. Sometimes I coin or design new ones. This illustration is the latest example.
Individual elements in this came from very different sources (thanks to them all). I just mixed them together to make two points during a talk I just gave at the Colombo University.
We live in a crisis-ridden world where we have to cope with multiple emergencies unfolding at the same time, impacting us on different fronts. We don’t get to choose the timing, severity or duration of any challenge. But we do have some choice over how we respond: we can despair and grumble (blaming the Gods or karma if we believe in those); we can become really alarmist (a la Chicken Little); or we can be measured and smart in how we deal with the seemingly overwhelming situations.
Speaking at the Leaders in Environmental Advocacy Forum (LEAF) on Preserving the Past, Securing the Future on 22 January 2011 at the University of Colombo, I advocated this last option. I also pulled together a number of ideas mentioned on this blog over the past four years.
LEAF was a two-day summit held in Colombo, Sri Lanka, hosted by members of the Elon University’s Periclean Scholar Class of 2011, in partnership with the University of Colombo, the United States Embassy in Colombo, the National Science Foundation of Sri Lanka and Rainforest Rescue International.
In fact, some challenges of living on a warming planet are comparable to coping with a WikiLeakable world: both demand quick adaptation to a new reality. In both cases, governments and society have to change mindset and practices on the go — business as usual is no longer an option. Denialism, or demonising the messenger, won’t take us forward. We need more measured, sometimes even pragmatic responses.
In that process, all-or-nothing is not a viable approach. Waiting for full knowledge and understanding is not feasible either. As I once described it, responding to the planet’s climate and other ecological crisis with partial scientific understanding is akin to many pages of our planet’s ‘operations manual’ being still completely blank — and yet we have to manage the planet to the best of our knowledge, intuition and common sense.
Many of the same principles apply to living in the modern networked info society, where no secrets can be kept that way for too long. The sooner we come to terms with this new reality and adapt, the better.
I’m delighted to see others are addressing these parallels. In my talk, I mentioned a recent essay titled Could climate science become open source? by Brendan Barrett and Sulayman K. Sowe, published earlier this month on the UN University’s Our World 2.0 website.
In their perceptive piece, the authors ask whether climate science would benefit by being more firmly grounded in the principles of openness, perhaps along the lines of the free and open source software communities and open content movements. “The concept of openness behind free and open source software describes a mode of creative knowledge production and sharing in which individuals and communities freely generate and adapt or remix resources (content or software) without licensing restrictions.”
They add: “Proposing a move to a new model of climate science in no way suggests that climate change is not a real and present threat or that we cannot rely on the integrity of our contemporary climate science institutions and scientists. Rather, the argument here is that learning from the way free and open source software projects and communities work may be an important way forward in engendering more effective global, national and local responses to climate change.”
I have always worn multiple ‘hats’, and dabbled in multiple pursuits rather than follow narrow paths of enquiry. I see myself continuing to oscillate between the ‘geeks’ and greens, and where possible, bridging their worlds. It’s really encouraging to see some others straddling the two spheres.

I am fond of quoting these words, which sum up what quizzing is all about. I’ve been involved in quizzing most of my life, now for over 30 years. I was an avid ‘quiz kid’ in my time and later became a quiz compiler and quizmaster – I’ve been hosting long-running quizzes on radio and television in both in English and Sinhala.
The latest venture in that quiz career was launched today, with a new weekly quiz column in Daily News, Sri Lanka. It’s called Wiz Quiz. The first installment is found here, a quick look at 2011.
Every week, we will present a new set of 15 questions, and publish the answers to the previous week’s questions. The newspaper is arranging for prizes for those who get all the answers right.
I am partnering on this with my friend and long-standing quiz enthusiast (and film buff) Vindana Ariyawansa. Vindana too started quizzing as a school boy aged 13, and was later a member of University of Kentucky quiz team for three years. In 2008, he published a Quiz Book in English containing 1,000 questions and answers on general knowledge.
As we say in today’s intro: “We don’t want to ask questions that elicit esoteric answers that nobody knows. Instead of such trivial pursuits, we want to keep this quiz focused on interesting insights and factoids related to our island and the wider world outside.”

The Earth is one, but the world is not... As I wrote the other day, during 2011, human numbers will add up to 7 billion. That is 7,000,000,000 living and breathing people.
But how many of us can grasp such a large number? I can size up a gathering of a few hundred people, or at the most, a couple of thousand. After that, I lose count…and I’m not alone.
That’s why the idea of a Global Village of 100 is so very useful. It’s based on a simple yet profound premise: if we could reduce the world’s population to a village of precisely 100 people, with all existing human ratios remaining the same, what would it look like?
The idea was the brainchild of Donella Meadows, a pioneering American environmental scientist, teacher and writer. She is best known as lead author of the influential book The Limits to Growth (1972).
It was first published in May 1990 with the title “State of the Village Report”, and Meadows originally envisaged a village of one thousand people. This approach to showing the global disparities was so refreshing and accessible that it soon spread among educators, journalists and activists — in today’s Internet terms, we would call that ‘going viral’.
David Copeland, a surveyor and environmental activist, revised the report to reflect a village of 100 and single-handedly distributed 50,000 copies of a Value Earth poster at the 1992 Earth Summit in Rio de Janiero.
What happened after that is recounted in this brief history by Carolyn Jones, adapted by Bob Abramms.
The analogy has been revised every few years to reflect the changing demographics and global development trends. The practice is now sustained by the Miniature Earth Project, whose latest animated video version for 2010 runs as this:
There is also the 100 People Foundation (www.100people.org) which is “committed to simplifying and humanizing complex global statistics by looking at the world as a community of 100 people”. They provide media and educational tools to teachers around the world to help them teach a global view, and inspire their students to learn more about their global neighbors. Here’s their own video:

What do you think of higher education in Sri Lanka, a young documentary film maker asked me a few weeks ago.
That would be a good idea, I replied. I wasn’t trying to be too cynical, but that’s the stark reality.
Sri Lanka’s 20 million population is served by 15 public universities. Between them, these had a total of 65,588 students (not counting those enrolled with the Open University) and 4,738 faculty members in 2009.
None of these universities come anywhere near the top 1,000 (or even top 2,000) of the world’s universities as independently ranked using measurable criteria. Some say we have universities in name only, which of course those inside the system protest and deny vehemently.
University World News, an online global higher education publication focusing on international higher education news and analysis, recently asked me for a comment article on the crisis in Sri Lanka’s higher education sector. When I said I was a complete outsider to the system, they replied that’s precisely why they wanted my view.
So I wrote a 1,100 words which has just been published. My original title was ‘Squabbling while our future burns’ but some editors like to understate (their prerogative). I’m glad the rest of my text has largely survived their considerate editing.
Here are the opening paras:
“Sri Lanka’s university system is overburdened, outdated, and badly in need of reform. But politicians, academics and students just can’t agree on how to do it. So they fight.
“The recent wave of student protests have focused on one element of a wider package of proposed reforms: inviting private universities into a country where publically -funded universities currently dominate.
“In Sri Lanka’s heavily polarised political culture, the much-needed reforms have become the latest source of bickering. Yes, we need public discussion and debate to make the best policy choices. But what progress can be achieved when rhetoric replaces reason?
“As a concerned citizen and anxious parent, I call this reckless squabbling while our children’s future burns…”
The essay ends with the brief author bio, part of which reads: “Nalaka Gunawardene sometimes calls himself a ‘higher education refugee'”. My regular readers know how and why.
