Asia Pacific Rice Film Award 2008/09 – And the winner is…

Winners of the Asia Pacific Rice Film Award 2008-2009 were announced this week. The award was established ‘to recognise excellence in audio-visual creations on rice-related issues in Asia, where most of the world’s rice is grown and consumed’.

The co-organisers, Pesticide Action Network Asia and the Pacific (PAN AP), TVE Asia Pacific (TVEAP) and Public Media Agency (PMA) of Malaysia, invited innovative film-makers from the Asia Pacific region to submit short creative television, video or cinematic films on rice. I was part of the regional panel of judges.

The film winning the first prize is titled SRI – Challenging Traditions, Transforming Lives (10 mins, 2008). It is directed by Gautam Chintamani in Haryana, India.

I found it a well-focused, positive story compellingly told, with an unhurried script — just enough information, not bombarding the viewer with facts and figures. It’s about a new, more efficient way of growing rice called System of Rice Intensification (SRI).

But this is far from a boring instructional film. It focuses on lives of farmers on and off the field (e.g. SRI’s benefits to women farmers – such as less labour and time intensive). The visual experience is completed by the excellent camera work, sound track and seamless editing – altogether a highly professional production that is also a persuasive advocacy film.

Here’s the official synopsis for the film, taken from Vatavaran 2009 film festival website:
A revolutionary method, System of Rice Intensification (SRI) requires almost no standing water for paddy to grow and is fast transforming the rice cultivation. Developed by a French priest Henri De Launi in the 1980’s in Madagascar, SRI not only uses almost half of the water required but drastically reduces the physical labor associated with rice farming besides increasing the yield by almost one and a half times. For a country like India rice is more than just a mere crop.

There are myths attached to its cultivation. While SRI offers an alternate and a very sustainable method of growing rice it also battles hard with the age-old traditional approach of growing rice. The perils of global warming, the drying up of perennial rivers and the excessive use of fertilizers pose numerous threats to rice cultivation; making life very hard for the humble farmer. SRI offers a workable solution to all problems related to traditional rice cultivation.

SRI- Challenging Tradition, Transforming Lives looks at how SRI is helping the modern farmer cultivate India’s traditional crop without the burden that it had become. In addition the film highlights the transformation in the lives of millions of women who toil the hardest in Indian farmers thanks to SRI reducing the need for manual labor. To its critics the System of Rice Intensification might not be the greatest thing but the fact that SRI significantly reduces the demand for water for rice cultivation makes it worthwhile in the current scenario of the world.

Starting out in 2001-02, Gautam Chintamani worked in the capacity of Associate Producer on India’s first daily news spoof show Khabarein Khabardar. There on he did freelance writing for numerous shows for MTV, Sony and Zee amongst others. He has written and directed an 18 min short film, Alterations. In addition to writing for television Gautam Chintamani regualraly writes for the print and electronic media. He has extensively written for Man’s World, Hard News, Media Trans-Asia and MidDay, rediff.com and Buzz in Town. Gautam also worked in the capacity of Associate Director and Executive Producer of the Hindi feature film, Amavas. Of his television work the law drama, Siddhanth (Star One) was nominated for an Emmy in the International Drama section. Gautam’s episode dealing with an HIV positive college student who fights for her basic right to education was selected as a case study for a Writers workshop conducted by Hero’s Group in Hyderabad & Chennai.

Piyal Parakrama (1960 – 2010): Another hasty departure…

Piyal Parakrama died so suddenly and unexpectedly on the night of March 3 that it’s hard to believe that he is no longer among us. Another public-spirited individual has left the public space all too soon.

Piyal combined the roles of environmentalist, educator, researcher and media personality. He was also a colleague who became a friend, and a fellow traveller for many years.

In a public career spanning 30 years, he wore multiple hats, among them: Executive Director of the Centre for Environmental and Nature Studies, founder President of the Nature Conservation Group (NatCog), President of the Green Party of Sri Lanka, and consultant to various state and academic institutions. He also worked for the now-defunct Sri Lanka Environmental Congress (SLEC) and now dormant Sri Lanka Environmental Television Project (SLETP).

But Piyal Parakrama was more than an amalgamation of these parts: he was his own distinctive brand — admired, trusted or feared by different sections of society. Even his ardent detractors (and he had a few) would readily agree that he gave far more to the public good than he took back personally.

Piyal’s forte was biodiversity. His interest and knowledge were nurtured first at the Young Zoologists Association (YZA) – where he remained a volunteer for 30 years – and later at the Lumumba Friendship University in Russia, where he studied biology from 1983 to 1986.

In searching for viable solutions for entrenched conservation problems, Piyal collaborated with scientists, educators, journalists, school children and local activists. Some industrialists and investors simply hated his guts, while concerned researchers and government officials sometimes gave him sensitive information which he could make public in ways they couldn’t.

Given our common interests in development issues and the media, Piyal and I moved in partly overlapping circles. Our paths crossed frequently, and we shared public platforms, newspaper space and broadcast airtime. We even worked together for a few months in the late 1990s at the SLETP. His communications skills were invaluable in rendering a number of international environmental films into Sinhala.

The last time we collaborated was in such a media venture. In mid 2008, Piyal joined an hour-long TV debate we produced as part of the Sri Lanka 2048 series. The show discussed the various choices and trade-offs that had to be made today to create a more sustainable Sri Lanka over the next 40 years. Taking such a long term view is rare in our professional and media spheres preoccupied with the challenges of now and here (or restricted in vision by short-termism).

Piyal could speak authoritatively on several topics we covered in the 10-part series, but I invited him to the one on managing freshwater, one of Sri Lanka’s once abundant but now threatened natural resources. With his deep knowledge and understanding of traditional water and soil conservation systems, he was truly in his element in that debate. He was also the ‘star’ among the diverse panel and studio audience we had carefully assembled.

I’m working on a longer tribute where I try to position Piyal’s role in Sri Lanka’s conservation movement. Watch this space…

Solar Eclipse 15 Jan 2010: New media slowly eclipsing MSM in Sri Lanka?



The Annular Solar Eclipse, best seen from northern Sri Lanka and southern India on 15 January 2010, was not only a rare celestial event; it also marked a turning point in how the mainstream media (MSM) and new media cover a wide-spread news event (albeit a highly predictable one).

Where the island of Sri Lanka was concerned, it was the first solar eclipse of the broadband internet era — and that showed.

The last solar eclipse seen in Sri Lanka was two generations ago, on 20 June 1955. That was almost pre-historic in mass media terms. The newly independent Ceylon had a single, state-owned radio station and a handful of newspapers. There was no television, and the internet was not even conceived.

Yet, paradoxically, the media’s influence over the 8 million people then living on the island seem to have been greater at the time. As astronomer Dr Kavan Ratnatunga recalled: “A quack physician cum astrologer, recommended that women wanting to become fair and lovely should drink a decoction of which the main ingredient was “Vada Kaha” (Sweet Flag or Acorus Calamus) at the time of the total eclipse, preferably unseen by others. Many who took his advice ended up in hospital.”

In contrast, in 21st Century Sri Lanka, the January 15 eclipse was not much of a news story. I don’t claim to have done a systematic analysis, but my impressions are drawn from scanning the major newspaper websites in English and Sinhala, and surfing the dozen or more terrestrial (free-to-air, not cable) TV channels that were on the air during the three hours or so of the eclipse. (Sorry: I missed out radio, and I’m not proficient in Tamil.)

Broadcast television was my biggest disappointment. Solar eclipses are a visual spectacular, and literally heaven-sent for live television. Yet, not a single Lankan TV channel carried a live broadcast of the event, either from northern Sri Lanka where it was best seen (in its annular form, with ‘ring of fire’ effect), or from elsewhere on the island as a partial eclipse.

It seemed as if the Colombo-based media were completely preoccupied with the intense build-up to the presidential election scheduled for 26 January 2010 — a case of politics eclipsing the solar eclipse?

But there were a couple of honourable exceptions – and thank heavens for that! One was the leading Tamil daily Virakesari, which sponsored an expedition to Jaffna, in northern Sri Lanka, by a group of professional and amateur astronomers from SkyLk.com. According to one member of this expedition, Thilina Heenatigala, this newspaper provided the widest and most uptodate coverage of the annular eclipse from Jaffna.

SkyLk.com collaborated with the Hindu College in Jaffna, whose playground was converted into an open air observation camp. Thilina says over 2,000 people – including school children and adults – had converged to witness the event. A large screen was set up on to which the live image from a telescope was projected.

Not far from there, a group of engineering students and teachers from the University of Moratuwa was doing a more scientific observation. Later that day, team leader Dr Rohan Munasinghe reported in an email: “We have recorded the solar eclipse from Kayts (lat 9d,37m N, Long 79d,58 E), the biggest island off Jaffna Sri Lanka. We have timestamped the video with GPS (Garmin 18) accuracy.”

The Sinhala Sunday newspaper Rivira was part of this university expedition. Its science editor Tharaka Gamage, himself an astronomy enthusiast, reported from the eclipse’s ground zero for his readers.

Elsewhere across the island of Sri Lanka, there was plenty of interest among the people from all walks of life — as seen from the thousands who stepped out during mid-day to take a peek at the celestial phenomenon. Not all of them followed the safety precautions to prevent eye damage, disseminating which the media had done a good job in the preceding days.

Clearly, this high level of public interest was not reflected in how the rest of Lankan mainstream media covered the eclipse. But if the mainstream media’s gaze was firmly fixed on the gathering election storm on the ground, the new media created opportunities for others to step into that void. Citizen scientists joined hands with citizen journalists to capture and share the eclipse with each other — and the world. These unpaid enthusiasts used commonly available digital tools and online platforms for this purpose.

Some of them uploaded dozens of photos for public viewing on image sharing sites like Flickr. A good example is what Shehal Joseph and Romayne Anthony did. There were many others.

SkyLk.com group was more ambitious: they actually webcast the eclipse live online from their public observation camp at Hindu College grounds. Stuck in Colombo with its sub-optimal viewing conditions for this eclipse, this was the best chance for people like myself to catch the annular part of the phenomenon.

“We were struggling with bandwidth limitations most of the time,” Thilina Heenatigala says. “We used a Dialog HSPA modem to connect to the web, and line speeds kept fluctuating. We were not the only ones uploading still photos or video to the web from different locations in northern Sri Lanka — and apparently all of us were slowing down each other.”

Being the tech-savvy planner he is, Thilina had alerted Dialog telecom company about the likely peaking of bandwidth demand. But he is not sure if any temporary enhancing was done, even though Dialog currently claims to be the ‘first and best’ to offer telecom coverage in the north. Certainly, the live eclipse webcast was not of uniform quality — it’s a small miracle it happened at all: until a few months ago, this was part of the theatre of war in northern Sri Lanka.

In fact, SkyLk.com had used the web to build up public awareness and interest using video trailers on YouTube. Here is one of several simulations they had up from December, thus one for Anuradhapura, Sri Lanka (simulation):



In the end, however, SkyLk.com became a victim of its own success. The live webcast was followed by hundreds, and then thousands of online visitors from different parts of the world. This apparently overshot the usual allocations provided by the offshore hosting company (in the US), which suspended the account. Right now SkyLk.com website is not accessible (as at 16 January 2010, 15:00 UTC/GMT).

Within hours of the eclipse, several individuals and groups also uploaded highlights of their eclipse videos on to the YouTube. Here are the most striking ones I came across in a quick search:

Not in the same league as the above two videos, this was Nishan Perera’s personal observations from Ratnapura, south-western Sri Lanka:

It’s too early to draw firm conclusions from this random evidence, but in all likelihood, we passed thresholds in both citizen journalism and citizen science with this eclipse. Clearly, the mainstream media’s monopoly/domination over reporting of such an event has been shattered: their indifference will no longer stand in the way of information and images being disseminated.

Perhaps just as important, it is no longer possible for a couple of self-appointed ‘public astronomers’ to dominate the public information channels on an occasion like this, mostly for shameless self-promotion. As Dr Kavan Ratnatunga, President of the Sri Lanka Astronomical Association, noted in an article: “I am amazed as to how many who have never even seen a Solar Eclipse, will gladly talk about it to an equally ignorant journalist, resulting in some totally misleading and sometimes hilarious information being published in both the English and Sinhala media. In a nation which believes in pseudo astrology, I am sure it is just a matter of time before quacks start using it to predict influence on local events and politics. However, there is absolutely no influence on any person by any of these celestial events.”

At the end of the day, however, astronomy aficionados are emphatic that no amount of media coverage can really substitute the experience of being there and experiencing it ourselves. As Kavan says: “A solar Eclipse is event which must be experience and observed. No video can do justice to that experience. It can also become addictive. In the modern age when the Internet and TV can bring events to your home, one may wonder why some Eclipse chasers travel round the world to see an Eclipse of the Sun.”

The next solar eclipse visible from Sri Lanka will be on 26 December 2019. I wonder what kind of media and ICT landscape would cover that event…

Looking back at Asian Tsunami of 2004…and media response

To mark the fifth anniversary of the Indian Ocean Tsunami of December 2004, TVE Asia Pacific has just released excerpts from an in-depth TV interview I recorded four years ago.

The wide-ranging interview was originally filmed in November 2005 in Bangkok, Thailand, by Thai journalist and film maker friend Pipope Panitchpakdi. He used excerpts at the time for a Thai documentary to mark the first anniversary of the tsunami. It remains one of the best media interviews I have given, for which all credit goes to Pipope.

Selected segments of that interview, in its original English, can now be viewed on TVEAP’s YouTube channel, while the transcript is published on the TVEAP website.

Dance for the Climate: dance your anger and joys to a U2 tune!

As the UN climate conference culminates today in Copenhagen, there seem to be lots of angry people in the Danish capital. Many civil society and environmental activists, and some journalists, have been frustrated by the inter-governmental bickering process and the occasionally tough crowd control measures by the Danish police.

As author and activist Naomi Klein wrote at the end of the first week: “By the end, around 1,100 people had been arrested. That’s just nuts. Saturday’s march of roughly 100,000 people came at a crucial juncture in the climate negotiations, a time when all signs point either to break down or a dangerously weak deal. The march was festive and peaceful but also tough. ‘The Climate Doesn’t Negotiate’ was the message, and Western negotiators need to head it.”

I’m not in Copenhagen for uptodate news, but the 5,000+ journalists and over 10,000 activists are keeping us well informed on what’s happening (or not happening). Perhaps part of their anger can be dissipated by heeding a creative call to Dance for the Climate.

It’s an alternative way of demonstration, made into an inspiring and hopeful video clip by award winning Belgian film director Nic Balthazar. It shows 12 000 people on a Belgium beach in a truly spectacular simultaneous choreography dancing to the U2 hit single ‘Magnificent’. Bono and his band graciously gave the rights to their music. The message of the clip to politicians in Copenhagen is to ‘start moving, together, before it’s too late. The time is now to change climate change’.

In a recent email, Seppe Verbist, handling international distribution of “Dance for the Climate” clip, wrote: “We believe that the chances of success of the UN Conference are influenced by the clear signals from ordinary people to their politicians. The ‘Dance for the Climate-clip’ wants to contribute to this, and we sincerely hope we can count on your support!”

According to her, the clip has been released three weeks ago and they are now trying to spread it worldwide. In Europe the distribution goes pretty well as the European Broadcasters Network (EBU) offered the clip to all her members. They are picking up the offer and integrating the clip into their Copenhagen content. In Canada weather forecasters from different broadcast networks are organizing an imitation of Dance For The Climate, and the clip will be shown 24/7 at the World Expo 2010 in Shanghai in the Meteo World Pavilion. They’re expecting 100 000 visitors every day for six months. The Al Gore Climate Project also supported the clip and shared it with their network. It’s been on TV in Brazil and Mexico as well.

Dancing can be a powerful way to express not just joy, but a range of emotions. One of my favourite calls to action came from Ken Saro-Wiwa, the Nigerian poet, author, environmentalist and minority rights activist (for his Ogoni people) who was executed by Nigeria’s military on 10 November 1995. While in jail facing an uncertain future, he wrote these momentous words:
“Dance your anger and your joys,
Dance the military guns to silence,
Dance oppression and injustice to death,
Dance my people,
For we have seen tomorrow
And there is an Ogoni star in the sky.”

And today, we must also dance for saving our climate.

All You Need is Love: When the world sang one song for HIV…

We must love one another or die...

Our planet is one, but our world speaks and sings in a myriad tongues — and that’s part of our cherished cultural diversity. Once in a while, however, it’s good to see that cacophony morph into a symphony when the world shares a few moments — in awe, horror, love or happiness.

It happened last week when the world sang for an extremely good cause. On 7 December 2009 at 1:30pm GMT, Starbucks invited musicians from all over the world to sing together at the same time to raise awareness for HIV/AIDS in Africa. In one breathtaking moment, musicians from 156 countries played “All You Need is Love” together. The live participation of most nations together to sing this song became a Guinness world record.

Watch now, as musicians from all around the world come together and share a song.

My former colleague Buddhini Ekanayake joined this global production by coordinating the input from Sri Lanka. “Personally, I am really glad to take part in this event together with my team, on behalf of Watermelon Creatives,” she says on her blog, where she shares some info and images.

You can still join in by lending your own voice to the Starbucks Love Project.. Watch streaming video from countries around the world and then join in by singing All You Need is Love yourself. For each video submitted, Starbucks will make a contribution to the Global Fund to help fight against AIDS in Africa. The global sing-along is part of our continuing efforts to help fight AIDS in Africa. In just one year in partnership with (RED), Starbucks has generated money equivalent to more than 7 million days of medicine to help those living with HIV in Africa.

“All You Need Is Love” is a song written by John Lennon and credited to Lennon/McCartney. It has been associated with path-breaking initiatives before. It was first performed by The Beatles on Our World, the first live global television link. Watched by 400 million in 26 countries, the programme was broadcast via satellite on 25 June 1967.

Wanted, urgent: Next-Gen Jacque Cousteaus to be our tour guides to Planet Ocean!

As my Australian diver friend Valerie used to say, the trouble with many of us land-lubbers is that we have ‘no idea what’s going on in the sea that covers three quarters of our planet’.

Yet what we do – and don’t do – affects the fate of the sea and all its creatures and systems. That’s a big problem.

Take, for example, roral reefs. Among the most biologically diverse ecosystems on our planet, they are sometimes called rainforests of the sea. And these rich and colourful habitats are now under siege from multiple pressures, ranging from indiscriminate fishing and tourism practices to global warming.

Yet, the coral reefs haven’t attracted the same kind of public concern and outcry as has the destruction of tropical rainforests. How come?

Is this a case of out of sight and out of mind for a majority of the world’s land-lubbers? This is what I asked Australian diver Tony Fontes, who has been a diver and dive instructor for 30 years, much of it at the largest reef of all – the Great Barrier Reef off the north-eastern coast of Australia.

“It sure is – and ideally, everyone should become a diver, so we can all see and feel the wonders of the reef,” he replied.

He added: “At a minimum, we have to do lots of awareness raising. This is why we need to bring back Jacques-Yves Cousteau!”

Tony was engaging journalists at the 7th Greenaccord International Media Forum on the Protection of Nature, held in Viterbo, Italy, from 25 – 29 November 2009.

This year’s theme is ‘Climate is changing: stories, facts and people’, and Tony was one of 10 Climate Witnesses who travelled to the central Italian city from far corners of the world to share their stories of ground level changes induced by climate change. Climate Witness is a global programme by WWF International to enable grassroots people to share their story of how climate change affects their lives and what they are doing to maintain a clean and healthy environment. All Climate Witness stories have been authenticated by independent scientists.

Great Barrier Reef: A planetary treasure under siege

Tony lives and works in Airlie Beach (Whitsundays) in Queensland, Australia. It’s a small seaside community right in the heart of the Great Barrier Reef. Most of his time is spent underwater on training dives – he has clocked over 10,000 hours of professional diving. He generally dives many of the same sites over and over again.

This long and deep immersion in the marine realm gives him uncommon insights into the state of the reef – and it’s not a healthy or pretty picture.

He says: “Through personal observations as well as those by other divers, I have noted changes to the (marine) environment hat are most likely climate induced.”

Increase in coral bleaching is the most noticeable change. From a rare occurrence in the 1980s, it went on to become a regular summer event by the mid 1990s. The past decade has witnessed the largest coral bleaching events on record. And unlike in the past, these have led to large scale coral death and decay.

“Many popular dive sites have lost their lustre due to coral bleaching,” he says, pointing out that the reefs need up to 10 years to fully recover.

He adds: “However, with more bleaching events occurring every year, I wonder if the reefs will ever recover. Without the postcard reef scenes, many visitors are disappointed in their reef experience and are not likely to return.”

It’s not just warmer seas that affects the Great Barrier Reef. Occasional outbreaks of crown-of-thorns starfish, marine pests who eat up the healthy reef, add pressure on the reef. In recent years, scientists have identified another threat – sediments, fertilisers and pesticides from agricultural run-off. This was investigated in Sally Ingleton’s 2003 film, Muddy Waters: Life and Death on the Great Barrier Reef.

Listening to Tony reminded me of Muddy Waters, which journeys to the sugarcane plantations of northern Queensland and into an underwater world to find out what’s killing the reef and what can be done to save it. I was on the international jury of Japan Wildlife Film Festival 2003 when we voted it for the Best Environment and Conservation Award.

“It’s hard to get farmers to change their ways,” says Tony, who works with three local initiatives aimed at reef conservation and related educational outreach. This includes Project AWARE, a non-profit environmental organisation that encourages divers to take action and protect the environment.

Global warming now threatens to nullify all these efforts. “If the coral reefs of the world are to survive, we cannot afford the predicted 2 – 3 degree increase in ocean temperature. But we also need to…reduce all impacts on the Great Barrier Reef. This would include improving the water quality of the reef.”

Tony comes across as a man of few, carefully chosen words. His answers are brief and precise. But his passion for the reef and the ocean is clearly evident.

He had a simple, emphatic message to the world’s leaders and activists meeting soon in Copenhagen for the UN Climate Summit: “How are we going to explain to our children and their children that we lost the Great Barrier Reef?”

Perhaps we need not only the next generation of Jacques Cousteaus, but also every kind of communicator who can take the marine conservation messages through factual and entertainment media formats. It’s encouraging to note that Finding Nemo, the 2003 Disney-Pixar animation movie set in the Great Barrier Reef, is the highest selling DVD of all time – more than 40 million copies, and counting.

The Ultimate Race on a Warming Planet: Education vs. Catastrophe

Human history becomes more and more a race between education and catastrophe,” said H G Wells, British writer and social activist (1866 – 1946).

This is one of my all time favourite quotes. With amazing economy of words, the author of science fiction classics such as The Time Machine and War of the Worlds has summed up the story of human civilisation.

For much of history, our race has managed to outrun and outsmart an assortment of perils – and sometimes winning with only a wafer thin margin. Individual civilisations that lost the race were doomed to extinction, and now live only in history books and archaeological ruins.

As a whole, however, our species has managed to outlive famines, plagues, ice ages and nuclear weapons. But how are we going to fare with the latest peril – global climate change?

Coping with this phenomenon may well be the Ultimate Race to save our species and our planet. To increase our chances, we need to invest more on education — in its broadest sense.

This is the point I’ve been making in recent weeks, when giving talks about the role of information, education and communication (IEC as its practitioners call it) in preparing communities and societies to live with inevitable climate change. I have addressed diverse groups – from academics and science students to science journalists and civil society activists. Often, my audiences have been multi-cultural and multi-disciplinary.

Fortunately, I didn’t find anyone disagreeing with me – but some were uncertain on methods and means to unleash education on an unprecedented scale.

Who’s making video clips? Not me…but does it matter anymore?

I’m usually happy and eager to explain my work to anyone who asks. I keep cool when people mix up technicalities related to film and video – after all, I don’t know the finer points in other professions and industries.

One thing I’m a bit tired of hearing is the wide-spread misuse of the term ‘video clip’. I try to keep a straight face when well-meaning people ask me about recent ‘video clips’ I’ve made. The truth is, I don’t make any: I make fully edited films – sometimes long, sometimes short, but always finished (That is, if a film can ever be called ‘finished’. An industry giant once told me that no film is ever finished; it’s only abandoned…)

For example, my latest climate film Small Islands – Big Impact is slightly under 6 minutes, yet it’s a complete product. I spent two months working on actually making it, and almost 20 years covering the story itself.

But the distinction between film and clip is not widely understood. In fact, the digital revolution seems to have added to the confusion.

The Wikipedia says a media clip is a short segment of media either an audio clip or a video clip. In other words, a part of something bigger.

It further explains: “Media clips may be promotional in nature, as with movie clips. For example, to promote upcoming movies, many actors are accompanied by movie clips on their circuits. Additionally, media clips may be raw materials of other productions, such as audio clips used for sound effects.”

Video clips are short clips of video, usually part of a longer piece. Wikipedia adds, however, that this term is “also more loosely used to mean any short video less than the length of a traditional television program.”

That’s part of the confusion. With the spread of broadband Internet , which enabled greater bandwidth to both content creators and users, video clips have become very popular online.

About.com, another widely used online reference, says: “A video clip is a small section of a larger video presentation. A series of video frames are run in succession to produce a short, animated video. This compilation of video frames results in a video clip.”

But that’s not all. While the TV/video industry widely accepts the above definition, the computer industry seems to use ‘video clip’ generically to mean any short video, processed or otherwise. This is how video clip is defined, for example, by YourDictionary.com and PC Magazine’s online encyclopedia.

In this era of media convergence, when films an TV programmes are made using non-linear technologies enabled by computers, it’s no wonder that ‘video clip’ means different things to different people.

Wikipedia also talks of an emerging clip culture: “The widespread popularity of video clips, with the aid of new distribution channels, has evolved into clip culture. It is compared to “lean-back” experience of seeing traditional movies, refers to an internet activity of sharing and viewing a short video, mostly less than 15 minutes. The culture began as early as the development of broadband network, but it sees the boom since 2005 when websites for uploading clips are emerging on the market, including Shockinghumor, YouTube, Google Video, MSN Video and Yahoo! Video. These video clips often show moments of significance, humour, oddity, or prodigy performance. Sources for video clips include news, movies, music video and amateur video shot. In addition to the clip recorded by high-quality camcorders, it is becoming common to produce clips with digital camera, webcam, and mobile phone.”

Until recently, I used to get irked when people ask me about ‘video clips’ I make. My stock answer has been: “We only make fully edited, self-contained short films of various durations…partly because less is more these days. We don’t, as a policy, make ‘clips’ which in TV industry terms means semi-edited or unedited extracts that are not self-contained.”

Maybe I should stop being such a purist. After all, as I keep reminding my colleagues, students and anyone else who cares to listen to me, media is a plural!

One thing is for sure. Literacy rates and computer literacy rates have been rising worldwide in recent decades. But when it comes to basic media literacy, our societies still have a long way to go.

PS: In July 2007, we had an interesting discussion on this blog on the shrinking durations of Nature and environment films and TV programmes. The moving images community seems divided on this, with some purists holding out that to pack complex, nuanced messages into a few minutes is akin to ‘dumbing down’. Noted film-makers like Neil Curry disagreed.

Satinder Bindra: It’s the message, stupid (and never mind the UN branding)!

Satinder Bindra left active journalism a couple of years ago when he joined the UN Environment Programme (UNEP) as its Director of the Division of Communications and Public Information (DCPI) based at UNEP Headquarters in Nairobi. But thank goodness he still thinks and acts like a journalist.

Satinder, whom I first met in Paris in the summer of 2008 soon after he took up the new post, gave a highly inspiring speech to the latest congress of the International Federation of Environmental Journalists (IFEJ), held at India Habitat Centre in New Delhi from 28 to 30 October 2009.

We have gone beyond the cautionary stage of climate change, and are now acting out ‘Part II’ where we have to focus on what people can do, he said. “Climate change is no longer in doubt, and if anything, the IPCC’s scenarios are turning out to be under-estimates.”

He was referring to the IFEJ congress theme, “Bridging North-South Differences in Reporting Climate Change: Journalists’ role in Reaching an Ambitious Agreement at COP15 in Copenhagen”.

Satinder sounded emphatic when he said: “We have a limited time in which to reach as many people as possible. Environment is the single biggest challenge we face in the world today, and we as journalists have a tremendous responsibility in providing the latest, accurate information to our audiences.”

He added: “There is still a debate among journalists on whether or not we should be advocates for the environment. We should not be scared to push the best science, even if we don’t choose to engage in advocacy journalism.”

Satinder mentioned the “Paris Declaration on Broadcast Media and Climate Change,” adopted by delegates at the first UNESCO Broadcast Media and Climate Change conference held in Paris on 4-5 September 2009. It resolved to “strengthen regional and international collaboration, and encourage production and dissemination of audiovisual content to give a voice to marginalized populations affected by climate change”.

Satinder, who was a familiar face on CNN as its South Asia bureau chief until 2007, acknowledged that the media landscape was evolving faster than ever before. “Thanks to the web and mobile media, our distribution modes and business models are changing. YouTube has emerged as a key platform. Viral is the name of the game.”

His message to broadcasters, in particular, was: “You may be rivals in your work, but when it comes to saving the planet, put those differences aside.”

A call to the whole planet...
Satinder is spearheading, on behalf of UNEP, the UN-wide Seal the Deal Campaign which aims to galvanize political will and public support for reaching a comprehensive global climate agreement in Copenhagen in December.

To me at least, the most important part of Satinder’s speech was when he said that he was not seeking to promote or position the UNEP or United Nations branding. His open offer to all journalists and broadcasters: “If you need to use the hundreds of UNEP films, or make use of our footage in your own work, go right ahead. We want you to make journalistic products. There’s no need or expectation to have the UN branding!”

Wow! This is such a refreshing change — and a significant departure — from most of his counterparts at the other UN agencies, who still think in very narrow, individual agency terms. They just can’t help boxing the lofty ideals of poverty reduction, disaster management, primary health care and everything else within the agenda setting and brand promotion needs of their own agencies.

In a widely reproduced op ed essay published originally on MediaChannel.org in August 2007, I wrote:

“As development organisations compete more intensely for external funding, they are increasingly adopting desperate strategies to gain higher media visibility for their names, logos and bosses.

“Communication officers in some leading development and humanitarian organisations have been reduced to publicists. When certain UN agency chiefs tour disaster or conflict zones, their spin doctors precede or follow them. Some top honchos now travel with their own ‘embedded journalists’ – all at agency expense.

“In this publicity frenzy, these agencies’ communication products are less and less on the issues they stand for or reforms they passionately advocate. Instead, the printed material, online offerings and video films have become ‘logo delivery mechanisms’.”

Let’s sincerely hope that the pragmatic and passionate Satinder Bindra will be able to shake up the communication chiefs and officers of the UN system, and finally get them to see beyond their noses and inflated egos. It’s about time somebody pointed out that vanity does not serve the best interests of international development.
