Prisoners of Volcano Eyjaffjalljokull: ‘Tectonic Terror’ grounds much of Europe

Call it the cough heard around the world.

And boy, what a cough – and with what consequences!

A week ago, most of us had never heard of Eyjaffjalljokull (a glacial volcano in Iceland) — and we’re still struggling to pronounce its name even as it keeps tens of millions of people completely grounded and held ‘hostage’ with its incessant and powerful coughing.

My daughter Dhara and I are currently ‘trapped’ in London: a volcanic ash cloud from Iceland shut down all flights in and over the British Isles on Thursday 15 April 2010. The siege has continued on to the fifth day now, disrupting travel plans of so many people, and causing massive losses to the travel industry. With over 150,000 Britons stranded abroad unable to fly back, the UK is now going into emergency mode to deal with the crisis.

It’s annoying to have an unknown – and unpronounceable! – natural factor crop up and change our carefully laid plans. But things could have been much worse. As I tweeted earlier, as natural disasters go, volcanic ash has been highly disruptive but with no casualties except economic (at least so far).

Life in London goes on with no visible signs of concern. Dhara and I walked around absorbing the sights, sounds and smells of London, and people were going about with life – and welcoming Spring. Joggers in Hyde Park and Regent’s Park, babies being strolled around, and weekend revelers at Camden Town and Trafalgar Square.

We mixed into all these crowds – it’s Dhara’s first time, so she’s wondering what the fuss is all about! (If you’ve traveled with an energetic teenager, you know what I’m coping with.) Yes, we are being ‘held hostage’, but by an ever-so-gentle force that’s invisible to the naked eye: as if in compensation, London has rolled out sunny blue skies (long may they last!). On balance, I’d rather be caught in this kind of situation than in a devastating earthquake or tsunami…

The British media are covering the unfolding situation in great detail, but I haven’t yet seen an estimate of the number of visitors to the UK forced to stay on as there is no current escape from these islands, at least by air. But that number must be significant – and each one has his or her story to tell, some more desperate than others.

Take, for example, my friend Nadia El-Awady, who was in London for the same annual board meeting of SciDev.Net (and now grounded with the rest of the Board!). She has four young children waiting for her at home, in Cairo. She’s been blogging and tweeting about her plight, which in many ways mirrors my own.

Nadia is being adventurous (or just taking her chances). She is planning to take train or ferry or any other means to France, and then catch a train to southern Europe whose airspace is not yet affected by volcanic ash. Her determination is admirable – she just won’t allow this remote volcano to keep her hostage (she call it Eyja: “Do not expect me to ever know its full name. What kind of parent names their son Eyjafjallajoekull?”).

Meanwhile, Dhara and I will hold out for a couple of days more to see if the skies will clear up and the aviation regulators will ease up. As time passes and the flight suspension begins to bite hard, more and more aviation industry professionals are questioning the complete no-fly ban. Some are calling it a regulatory over-reaction.

Richard North, co-author of Scared To Death – From BSE To Global Warming: Why Scares Are Costing Us The Earth, had an excellent piece in The Mail on Sunday this weekend. He wrote: “What we are witnessing here is not a natural law, enshrined since time immemorial but a policy drawn up by the International Civil Aviation Organisation (ICAO) and then interpreted and enforced by the UK’s National Air Traffic Service (NATS). And that interpretation requires some scrutiny.”

He adds: “The blanket ban under clear blue skies and glorious sunshine is making some wonder whether this ‘one-size-fits-all’ regulation is appropriate to a situation that the regulations did not foresee…In the final analysis, despite the scares, no one has actually been killed in a volcano incident – something which cannot be said for the much more hazardous drive to the airport.”

Meanwhile, the journal Science has unearthed (no pun intended) from its archives an article published in November 2004 about an enormous volcanic eruption from Iceland’s past — and what it means for the country’s future. It looks at researchers studying one of the largest and least appreciated eruptions in recorded history: volcano Laki that killed 10,000 Icelanders in 1783, and according to recent studies, its billowing plumes led to extreme weather and extensive illness that may have claimed thousands more lives in Britain and on the European continent.

It’s not exactly a comforting thought to read how much worse a volcanic eruption could be. The piece was written by science writer Richard Stone (currently their Asia News Editor, and my fellow panelist at the science journalists conference last Summer in London). Interestingly, the headline I gave to that blog post was: Reporting disasters: How to keep a cool head when all hell breaks loose.

Well, easier said than done! It’s challenging for us journalists to keep a level head and report or comment on a mega-disaster for our media. But it’s even harder being caught up and personally affected by forces of Nature (and according Richard North, regulatory over-reaction). I’ve had my house flooded out, and was close enough to ground zero of the 2004 Asian Tsunami. On both occasions, the impact was brutal and immediate.

Eyja’s persistent coughing is different. It’s a distributed, slowly unfolding phenomenon with zero casualties so far, yet affecting millions. At one level, local residents can continue life’s routines with no threat of basic amenities of life being shattered. We travelers can grumble and remain nervous when we can get home, but at the streets of London are nothing like what the doomsday scenario shows in The Children of Men, placed in a near-future London of 2027.

But as Eyja’s strangely gentle yet firm siege continues – succeeding in closing down Britain’s air space in a way that Hitler and Bin Laden couldn’t – we are reminded of who is really in charge.

Asia Pacific Rice Film Award 2008/09 – And the winner is…

Winners of the Asia Pacific Rice Film Award 2008-2009 were announced this week. The award was established ‘to recognise excellence in audio-visual creations on rice-related issues in Asia, where most of the world’s rice is grown and consumed’.

The co-organisers, Pesticide Action Network Asia and the Pacific (PAN AP), TVE Asia Pacific (TVEAP) and Public Media Agency (PMA) of Malaysia, invited innovative film-makers from the Asia Pacific region to submit short creative television, video or cinematic films on rice. I was part of the regional panel of judges.

The film winning the first prize is titled SRI – Challenging Traditions, Transforming Lives (10 mins, 2008). It is directed by Gautam Chintamani in Haryana, India.

I found it a well-focused, positive story compellingly told, with an unhurried script — just enough information, not bombarding the viewer with facts and figures. It’s about a new, more efficient way of growing rice called System of Rice Intensification (SRI).

But this is far from a boring instructional film. It focuses on lives of farmers on and off the field (e.g. SRI’s benefits to women farmers – such as less labour and time intensive). The visual experience is completed by the excellent camera work, sound track and seamless editing – altogether a highly professional production that is also a persuasive advocacy film.

Here’s the official synopsis for the film, taken from Vatavaran 2009 film festival website:
A revolutionary method, System of Rice Intensification (SRI) requires almost no standing water for paddy to grow and is fast transforming the rice cultivation. Developed by a French priest Henri De Launi in the 1980’s in Madagascar, SRI not only uses almost half of the water required but drastically reduces the physical labor associated with rice farming besides increasing the yield by almost one and a half times. For a country like India rice is more than just a mere crop.

There are myths attached to its cultivation. While SRI offers an alternate and a very sustainable method of growing rice it also battles hard with the age-old traditional approach of growing rice. The perils of global warming, the drying up of perennial rivers and the excessive use of fertilizers pose numerous threats to rice cultivation; making life very hard for the humble farmer. SRI offers a workable solution to all problems related to traditional rice cultivation.

SRI- Challenging Tradition, Transforming Lives looks at how SRI is helping the modern farmer cultivate India’s traditional crop without the burden that it had become. In addition the film highlights the transformation in the lives of millions of women who toil the hardest in Indian farmers thanks to SRI reducing the need for manual labor. To its critics the System of Rice Intensification might not be the greatest thing but the fact that SRI significantly reduces the demand for water for rice cultivation makes it worthwhile in the current scenario of the world.

Starting out in 2001-02, Gautam Chintamani worked in the capacity of Associate Producer on India’s first daily news spoof show Khabarein Khabardar. There on he did freelance writing for numerous shows for MTV, Sony and Zee amongst others. He has written and directed an 18 min short film, Alterations. In addition to writing for television Gautam Chintamani regualraly writes for the print and electronic media. He has extensively written for Man’s World, Hard News, Media Trans-Asia and MidDay, rediff.com and Buzz in Town. Gautam also worked in the capacity of Associate Director and Executive Producer of the Hindi feature film, Amavas. Of his television work the law drama, Siddhanth (Star One) was nominated for an Emmy in the International Drama section. Gautam’s episode dealing with an HIV positive college student who fights for her basic right to education was selected as a case study for a Writers workshop conducted by Hero’s Group in Hyderabad & Chennai.

Hans Rosling and Gapminder: Unraveling the Joy of Stats!

If you thought Al Gore was a data-happy geek, you should see Hans Rosling in action.

The Swedish medical researcher has a way with numbers. He brings heavy and dreary statistics into life using a combination of animated graphics and equally animated presentations. With the drama and urgency of a sportscaster, he uses a new presentation tool called Gapminder to debunk various myths about world – economic development, disparities and how well (or poorly) we share our planet’s resources.

Hans Rosling is Professor of International Health at Karolinska Institutet (which awards the Nobel Prize in medicine), but it’s his other role – as Director of the Gapminder Foundation – that he plays ‘statistics guru’ to the whole world. If you’re perplexed by lots of numbers, he’s the man who can make sense of it all.

In some ways, Rosling and Gapminder present in live action – and on video – what the Atlas of the Real World attempted to do in 2D maps: show the world as it is, with little or no distortion or misconceptions. That effort, published in late 2008, uses software to depict the nations of the world, not by their physical size, but by their demographic importance on a range of subjects.

I’ve watched a number of Rosling talks on video online. He makes no attempt to conceal his Scandinavian accent, and his English grammar is not always perfect. But it doesn’t matter: the guy has such mastery over his ideas and statistics, and a great stage presence too. He’s profound and funny at the same time, without being condescending that most experts and especially professors are.

No more boring data: TEDTalks

Rosling’s quest to use numbers to shatter stereotypes of rich and poor countries has brought him global prominence. He was one of the world’s “100 most important global thinkers” of 2009, according to Foreign Policy Magazine.

Rosling was honored at #96 on the list for “boggling our minds with paradigm-shattering data“. The list is topped by (1) Ben Bernanke, the chairman of US Federal Reserve for his actions to turn the US depression and (2) President Barack Obama for “for reimagining America’s role in the world.”

Foreign Policy noted: “Rosling is well known for his energetic lectures, in which he narrates mind-blowing statistics on development and public health — as they literally move across a screen. Imagine x-y axes filled with data points, each representing a country. As time passes, the dots move, realigning to show changes in child mortality, percentage of paved roads, unemployment rates, or pretty much any other metric you can imagine.”

This is one of the funniest Rosling talks I’ve watched online so far. Speaking at TEDIndia in November 2009, Rosling recalled how he was a young guest student in India when he first realized that Asia had all the capacities to reclaim its place as the world’s dominant economic force. He graphs global economic growth since 1858 and predicts the exact date that India and China will outstrip the US.

Rosling and Gapminder developed the Trendalyzer software that converts international statistics into moving, interactive and enjoyable graphics. The aim is to promote a fact-based world view through increased use and understanding of freely accessible public statistics. His lectures using Gapminder graphics to visualise world development have won awards by being humorous yet deadly serious. The interactive animations are freely available from the Foundation’s website. In March 2007 Google acquired the Trendalyzer software with the intention to scale it up and make it freely available for public statistics. Google has since made available as Motion Chart, a Google Gadget.

Making of ‘The Greenbelt Reports’ recalled in ‘The Green Pen’

The process of producing and distributing TVE Asia Pacific’s educational TV series, The Greenbelt Reports, is showcased in a new book on environmental journalism in South Asia, just published by Sage, a globally operating company that specialises in bringing out academic and professional books.

The book, titled The Green Pen: Environmental Journalism in India and South Asia, is edited by two senior Indian journalists, both good friends – Keya Acharya of Bangalore, and Frederick Noronha based in Goa. (In 2007, Fred and I co-edited Communicating Disasters: An Asia Pacific Resource Book.)

Arranged in 10 sections, the book brings together contributions from three dozen journalists, broadcasters and film makers in South Asia. It opens with a foreword by Darryl D’Monte, one time editor of The Times of India and Chair, Forum of Environmental Journalists of India (FEJI).

I co-wrote the chapter titled ‘Dispatches from the Frontline: Making of The Greenbelt Reports’ with my colleague Manori Wijesekera, TVEAP’s Regional Programme Manager. I was researcher and script writer of the 12-part, 4-country series that we made in 2006, in which Manori was series producer. The series looked at the environmental lessons of the 2004 Indian Ocean tsunami.

The title reflects the lingering print bias in media related discussions: in our case, the content we produced was disseminated on broadcast television, narrowcast DVD and online. We wielded cameras rather than pens, but are still very glad to share our experience in this book.

The publisher’s blurb says: “This collection of essays by some of the most prominent environmental journalists in Indian and South Asia gives deep insights into their profession and its need and relevance in society. It looks at this ‘specialisation’ of journalism both in the past and the present. Underlying almost all the essays is the changing nature of media in the region and the dilemmas facing environmental journalists. The varied background of the writers ensures the showcasing of a wide range of realities and experiences from the field. Contributions include essays by Darryl D’Monte, the late Anil Agarwal and Sunita Narain, among others.”

“This is the first book of its kind on environmental journalism, which would be an excellent resource to aid the future evolution of the enterprise in the region. Apart from essays from India, there are contributions from Pakistan, Bangladesh, Sri Lanka, Nepal and the Maldives. The book will interest a wide readership, any informed reader, besides journalists and environmentalists.”

It’s an honour to be part of a book which features the work of respected seniors like Anil, Darryl and Sunita – all of who have influenced my own career and I’m privileged to count among my friends (alas, Anil is no longer with us). In fact, I have either met, worked with or am friends with more than half the three dozen contributing authors of this book.

Douglas Varchol: Secret of keeping ‘perfectly cool’ in a warming world…

With his wild hair and trendy suits, Douglas J Varchol can pass for a rock star. He is actually an accomplished independent film-maker, currently operating out of Bangkok, Thailand, covering a variety of science and environmental stories in Asia.

Last week, he participated in the Ozone Media Roundtable that TVE Asia Pacific and UNEP organised in Chiang Mai, northern Thailand. After showing his latest documentary film on ozone, titled Earth Report: Perfectly Cool, which was first broadcast on BBC World News in September 2009, he talked about his experience in making the film.

Perfectly Cool is a 22 minute film looking at the challenges faced in trying to phase out a chemical called Hydrochlorofluorocarbons (HCFCs for short), a coolant gas used in air conditioners across the developing world. As chemicals go, it’s a double hazard: this ozone depleting substance also contributes to climate change by acting as a greenhouse gas.

But non-specialist viewers watch broadcast television for good stories, not science lessons. The challenge for journalists and film makers is to ‘sugarcoat’ the technicalities by wrapping it up in human interest stories. Douglas recalled how he did this: combining imagination, hard work and luck.

First, here’s the official synopsis of the film which sums up the story:
Air conditioners are damaging the environment. One widely used coolant gas, HCFC, damages the ozone layer. With booming sales of domestic ACs around the world, the problem has grown in recent years, despite vigorous international efforts to reduce ozone depleting chemicals. Under the international agreement known as the Montreal Protocol, HCFC will be phased out worldwide by 2030. An ozone-friendly replacement gas – HFC – is now used in Europe, but that gas is a potent greenhouse gas — which means it contributes to global warming. However, an answer may be at hand. Earth Report travels to China, centre of the global AC industry, to investigate the cost of cool and meets the industry representatives working on a solution – and Sa DingDing, a musician with extreme views on air conditioners.

Humanising science stories is hard enough, and when the subject is something people can’t see or feel, it becomes harder. As I wrote a few days ago, the Ozone Layer – located between 10 and 50 kilometres above the Earth, and invisible to the naked eye – is not something tangible like cuddly animals or endangered plants. Moving ordinary people to care for something they can’t see or touch is tough, even if all life on Earth depends critically on it (the Ozone Layer absorbs most of the Sun’s harmful ultra-violet days).

Douglas had his work cut out for him. Throw into this mix the fact that the editorially independent film was being made pooling funds from six development agencies – each with their own agenda – and that the story was filmed in China where filming permission still involve a lot of paperwork, it’s a small miracle Perfectly Cool was completed. And as we saw, Douglas tells a good story without compromising accuracy or balance.

So did he keep perfectly cool during the making of this film, I asked. He revealed that there were moments of panic and despair, although in the end everything fell into place. While the editors at BBC World were satisfied with the film, some technical specialists consulted for the script had felt it was over-simplified.

Ah, I do know that feeling! When I made a film on ozone in 2006 (Return of the Ozone Layer: Are We There Yet?) it took us 18 months to finish, and went through endless revisions. The UN system seems to just love making films by committee…

With his film, Douglas faced additional hurdles. For example, he takes us inside the Gree company‘s factory producing air conditioners. In 2004, Gree became the largest AC manufacturer in the world, but they had never before allowed television cameras inside their plant. That took lots of time and effort to set up.

Sometimes, things not going according to plans actually helps. When on location, Douglas serendipitously came across elements that were not in the original story treatment but enhanced the human interest: for example, a modern day wedding where the new couple gifted reusable chop sticks to all their guests. That was good environmental conduct – but then they headed off to choose air conditioners for their new apartment…

Douglas paid a tribute to his Chinese researcher Lihong Shi and crew, without whose local knowledge and contacts he couldn’t have made the film.

In the end, Douglas pulls it off. Despite its seemingly esoteric and complex subject, Perfectly Cool is perfectly watchable — and not just for science buffs like myself.

Douglas, who once worked with Wired Science making science programmes for American PBS, said he set out to make a film on HCFCs that even his mom (a high school teacher) could understand. I can’t speak for her, but those of us who watched it in Chiang Mai were enthralled.

Why don’t the greenhouse gases escape through the Ozone Hole?

Don’t laugh. The perception of the TV viewer in this cartoon (which first appeared a couple of years ago in the Akron Beacon Journal in Ohio, United States) is more common that you’d think. In recent years, as climate change rose up in the media’s news agenda and the public’s list of concerns, I have met a number of people – from across educational and cultural spectra – who harbour similar confusion about the two issues.

I showed this cartoon, and referred to the wide-spread confusion, in my opening remarks to the Ozone Media Roundtable, an event to engage Asian media professionals on the nexus between ozone depletion and climate change. The meeting, held in Chiang Mai, Thailand, on 8 – 9 October 2009, was organised jointly by the United Nations Environment Programme (UNEP) and TVE Asia Pacific for invited senior journalists and broadcasters from the Asia Pacific region.

Ozone layer depletion and climate change are linked in a number of ways, but ozone depletion is not a direct or major cause of climate change.

In fact, the relationship between ozone and climate is both complex and nuanced, which has prompted some experts to call it a ‘Tango in the Atmosphere’. Ozone affects climate, and climate affects ozone. The authoritative UNEP GRID Arendal website says: “Ozone depletion and climate change are two distinct problems but as they both modify global cycles, they cannot be totally separated. There are still many uncertainties concerning the relations between the two processes.”

Since the late 1980s, Montreal Protocol on substances that deplete the ozone layer has successfully phased-out 97 per cent of 100 chemicals that damage the protective shield that filters out harmful ultra violet rays to the Earth.

In recent years, research has outlined that global efforts to protect the ozone layer has also delivered climate benefits as many of the chemicals that damage the ozone layer – such as chloroflurocarbons or CFCs – also cause global warming.

In 2007 a scientific paper calculated the climate mitigation benefits of the ozone treaty as totalling an equivalent of 135 billion tonnes of C02 since 1990 or a delay in global warming of seven to 12 years. That same year countries meeting in Canada, under the Montreal Protocol, agreed to an accelerated freeze and phase-out of Hydrochloroflurocarbons (HCFCs)—chemicals designed to replace the old, more ozone-damaging CFCs – in the main for the climate benefits.

Reporting disasters: How to keep a cool head when all hell breaks loose

News by definition looks for the exception. What goes right, and according to plan, is hardly news. Deviations, aberrations and accidents hit the news.

It’s the same with disasters. Reducing a hazard or averting a disaster does not make the news; when that hazard turns into a disaster, that typically tops the news. Yet, as we discussed during a session at the 6th World Conference of Science Journalists held in London from June 30 – July 2, 2009, both aspects are important — and both present many challenges to journalists and the media.

The session, titled Covering a disaster from Sichuan to Sri Lanka, saw three science journalists share their own experiences and insights in covering two major disasters in Asia. Richard Stone (Asia News Editor, Science) and Hujun Li (senior science writer with Caijing magazine, China) both spoke about covering the Sichuan earthquake that occurred on 12 May 2008. I spoke on my experiences in covering the Indian Ocean tsunami of 26 December 2004. The session was chaired by the veteran (and affable) British journalist Tim Radford, who has been The Guardian‘s arts editor, literary editor and science editor.

I recalled the post-tsunami media coverage in two phases — breaking news phase (first 7 – 10 days) and the aftermath, which lasted for months. When the news broke on a lazy Sunday morning, ‘Tsunami’ was a completely alien term for most media professionals in Sri Lanka. In newspaper offices, as well as radio and TV studios, journalists suddenly had to explain to their audiences what had happened, where and how. This required journalists to quickly educate themselves, and track down geologists and oceanographers to obtain expert interpretation of the unfolding events. We than had to distill it in non-technical terms for our audiences.

My involvement in this phase was as a regular ‘TV pundit’ and commentator on live TV broadcasts of MTV Channels, Sri Lanka’s largest and most popular broadcast network. Night after night on live TV, we talked about the basics of tsunami and earthquakes, and summed up the latest information on what had taken place. We also acknowledged the limits of science -– for example, despite advances in science and technology, there still was no way of predicting earthquakes in advance.

One question we simply couldn’t answer was frequently raised by thousands of people who lost their loved ones or homes: why did it happen now, here — and to us? Was it an act of God? Was it mass scale karma? As science journalists, we didn’t want to get into these debates — we had to be sensitive when public emotions were running high.

There were enough topics during the breaking news phase that had a scientific angle. Clinically cold as it sounded, the mass deaths required the safe, proper and fast burial of bodies with identities established. The survivors had to be provided shelter, food, safe drinking water and counselling. And when rumours were spreading on the possibility of further tsunamis, both officials and public needed credible information from trusted, competent sources.

After the breaking news phase passed, we had more time to pursue specific stories and angles related to the tsunami. As an environmentally sensitive journalist, I was naturally interested in how the killer waves had impacted coastal ecosystems. Then I heard some interesting news reports – on how some elements of Nature had buffered certain locations from Nature’s own fury.

Within days, such news emerged from almost all Tsunami-affected countries. They talked about how coral reefs, mangroves and sand dunes had helped protect some communities or resorts by acting as ‘natural barriers’ against the Tsunami waves. These had not only saved many lives but, in some cases, also reduced property damage. Scientists already knew about this phenomenon, called the ‘greenbelt effect’. Mangroves, coral reefs and sand dunes may not fully block out tsunamis or cyclones, but they can often reduce their impact.

Researching this led to the production of TVE Asia Pacific‘s regional TV series called The Greenbelt Reports, which was filmed at a dozen tsunami impacted locations in South and Southeast Asia. By the time we released the series in December 2006, sufficient time had passed for the affected countries to derive environmental lessons of the tsunami.

The other big story I closely followed was on early warnings for rapid on-set disasters like tsunamis. Some believed that the tsunami caught Indian Ocean rim countries entirely by surprise, but that wasn’t quite true. While the countries of South and Southeast Asia were largely unprepared to act on the tsunami, the Pacific Tsunami Warning Centre (PTWC) in Hawaii, who had detected the extraordinary seismic activity, did issued a tsunami warning one hour after the undersea quake off western Sumatra. This was received at Sri Lanka’s government-run seismological centre in good time, but went unheeded: no one reacted with the swiftness such information warranted. Had a local warning been issued, timely coastal evacuation could have saved thousands.

Part of my sustained coverage focused on logistical, technological and socio-cultural challenges in delivering timely, credible and effective early warnings to communities at risk. I did this by writing opinion essays on SciDev.Net and elsewhere, partnering in the HazInfo action research project in Sri Lanka, and leading the Communicating Disasters Asian regional project. A lasting outcome is the multi-author book on Communicating Disasters that I co-edited in December 2007.

All this shows the many and varied science or development stories that journalists can find in the aftermath of disasters. Some of these are obvious and widely covered. Others need to be unearthed and researched involving months of hard work and considerable resources. Revisiting the scenes of disasters, and talking to the affected people weeks or months after the event, often brings up new dimensions and insights.

My own advice to science journalists was that they should leave the strictly political stories to general news reporters, and instead concentrate on the more technical or less self-evident facets in a disaster. During discussion, senior journalist Daniel Nelson suggested that all disaster stories are inherently political as they deal with social disparities and inequalities. I fully agreed that a strict separation of such social issues and science stories wasn’t possible or desirable. However, science journalists are well equipped to sniff out stories that aren’t obviously covered by all members of the media pack that descends on Ground Zero. Someone needs to go beyond body counts and aid appeals to ask the hard questions.

As Hujun Li said recalling the post-Sichuan quake experience, “Politics and science are like twins – we can’t separate the two. What we as science journalists can do is to gather scientific evidence and opinion before we critique official policies or practices.”

Another question we were asked was how journalists can deal with emotions when they are surrounded by so much death and destruction in disaster scenes. Reference was made to trauma that some reporters experience in such situations.

I said: “We are human beings first and journalists next, so it’s entirely normal for us to be affected by what is happening all around us. On more than one occasion in the days following the tsunami, I spoke on live television with a lump in my throat; I know of presenters who broke down on the air when emotions overwhelmed them.”

Summing up, Tim Radford emphasized the need for the media to take more interest in Disaster Risk Reduction (DRR), which basically means preventing disasters or minimising the effects of disasters.

“DRR is perhaps less ‘sexy’ for the media, as it involves lots of policies and practices sustained over time,” he said. “But the potential to do public good through these interventions is enormous.”

As Tim reminded us, disasters already exact a terrible and enduring toll on the poorest countries. This is set to get worse as human numbers increase and climate change causes extreme weather and creates other adverse impacts. Living with climate change would require sustained investments in DRR at every level.

The stories are out there to be captured, analysed and communicated. In the coming years, the best stories may well turn out to be on disasters averted or minimised

Tabloid science maybe imperfect, but it’s still better than no science coverge!

Raised on popular culture, I have always been an admirer of tabloid journalism – which means using popular formats to reach out to a mass audience in newspapers or broadcasting. There’s nothing inherently wrong with this: we might even argue that the tabloid approach is the only way to achieve truly mass media (with all else being niche media reaching to smaller demographic groups).

So I was delighted to be on a panel with two leading British tabloid journalists and a popular radio host from South Africa during the 6th World Conference of Science Journalists held in London from June 30 – July 2, 2009.

We had to address this question: Does science coverage in the media need to be highbrow?

My own, personal answer is NO — it need not be! And I’ve spent a good part of my two decades of work in the media experimenting and showing that communicating science can be fun — both for us communicators and our audiences.

But I pointed out that science is still being covered in sections of Asian media in the more traditional, classical way, just like science itself is still an elitist pursuit in many of our societies.

I said: “We might call this coverage ‘broadsheet approach’ in print; or ‘bluechip documentary’ format on television. And they are both unsustainable! They are also endangered in these hard times for the mainstream media in most economies.

“So going the tabloid path is a practical and pragmatic way to deliver science stories and science information to a mass audience or readership. We’re doing it in different ways in the Asian media!”

In my remarks, I gave some examples where science is jazzed up (rather than dumbed down) for popular consumption on Asian television. For example, how solar and lunar eclipses provide fodder for endless stories on our numerous news channels. Such coverage, fleeting and superficial as it might often be, takes the wonders of science and Nature to more people than anyone else can.

I argued that the path to the mass audiences in Asia is through news, sports and entertainment programming. We have our own niche, factual channels – Discovery, National Geographic, Animal Planet and their local equivalents. They have a loyal but small audience. They do excellent work. But where numbers are concerned, they cannot – yet! – compete with the outreach and appeal of broadcast radio, TV and newspapers. Neither can the online and mobile media, even though their outreach is growing fast.

Things don’t always go right, however. Doing wall-to-wall coverage of news demands producers and reporters to tackle a variety of topics and subjects — including specialised science stories. Some handle this better than others. In their race for ratings and revenue, a few ‘dress up’ the stories a bit too much.

A good example was how some Indian news channels handled the so-called ‘Big Bang experiment’ in September 2008, when the Large Hadron Collider (LHC) was commissioned. The mega-science experiment was interesting in its own right, but it wasn’t apparently exciting enough for at least two channels — Aaj Tak and India TV. Their coverage running up to the event speculated about its “catastrophic effect on the world” – effectively end of the world.

Their coverage caused panic, which led to at least one attributable death. This prompted the Indian Ministry of Information and Broadcasting to caution the channels for spreading “misinformation, fear and horror” among viewers. It advised the channels to exercise restraint in presenting such issues.

I call this the ’24/7 TV Deficit’ in Asian broadcasting. The long term response to this is to invest in training and capacity building of journalists and producers already working in the media. For the most part, they learn on the job, making mistakes on the air. This is far from ideal.

Here’s how I summed up: ‘Tabloid science coverage’ – in print or broadcast – may be imperfect in some ways. But our choice is either that, or nothing. Our challenge is to make the process and product better as we go along.

We urgently need to unleash scientific knowledge and understanding in matters of public interest and public policy. We can’t afford the ALL or NOTHING approach.

Why can’t researchers just pay the media to cover their work?

“Why can’t researchers pay media to cover their work?”

This was the question asked by one African editor participating in the 6th World Conference of Science Journalists held in London last week. He raised it during a luncheon session titled ‘Friendship or Friction: How the media relates to the research community’ organised by the UK Department for International Development (DFID).

The question was asked in apparent sincerity and seriousness. Since media space/time is limited, and different groups and interests are competing to get in, he reasoned, why can’t research budgets include a legitimate allocation for buying newspaper space or radio/TV air time.

Luckily, good sense prevailed and the suggestion was gently cast aside by the moderator. Participants felt such a practice, if allowed, could seriously distort both the news values of media organisations and their public service brief. Listening to this exchange in the audience, I heaved a sigh of relief.

It’s true that many mainstream media organisations are struggling these days to stay in business. But resorting to selling their column inches or air time to the highest bidder would take them a whole different realm where advertising and public relations set the agenda.

This is the reverse of cheque-book journalism, where some media organisations pay celebrity or other sources for exclusive access to their stories. When development agencies are paying sections of the media to get promotional or favourable stories aired, we must call it ‘cheque-book development’.

In August 2007, I wrote an op ed essay on this concern, titled ‘Cheque-book Development’ Corrupting the Media?. It appeared in several websites, and was later reprinted in newspapers such as Nepali Times. I was reacting to a disturbing trend where development agencies were simply throwing money at the media to gain access for their (supposedly public interest) messages.

I wrote: “As development organisations compete more intensely for external funding, they are increasingly adopting desperate strategies to gain higher media visibility for their names, logos and bosses.

“Communication officers in some leading development and humanitarian organisations have been reduced to publicists. When certain UN agency chiefs tour disaster or conflict zones, their spin doctors precede or follow them. Some top honchos now travel with their own ’embedded journalists’ — all at agency expense.

“In this publicity frenzy, these agencies’ communication products are less and less on the issues they stand for or reforms they passionately advocate. Instead, the printed material, online offerings and video films have become ‘logo delivery mechanisms’.”

I have long argued, and shown with results, that there is really no need for productive researchers to pay anything to have their work covered in the media. If all they want is to bring the essence of their analysis, findings and recommendations to the attention of public and policy makers, there are ways they can engage the media without paying. I’ve called this Hitch-hiking with the media.

If on the other hand, researchers or their institutions want ego-massaging, vanity-promoting kind of coverage, the media will be far less likely to provide that for free. Throwing money is then the only way forward, but beware: it’s a slippery slope…

‘Can you hear us now?’ India’s bottom millions connect to information society

At the end of the world’s largest general election that lasted nearly a month, Indians have just re-elected the Congress Party to govern over the world’s largest democracy for another five year term.

It’s too early to discuss what role, if any, the recently enhanced telecommunications services played in this outcome. But there is no doubt that access to telephones – especially mobiles – has revolutionised the life of the billion plus Indians in the past few years.

Farmer Sayar Singh epitomises this change. Earlier this year, we filmed a day in the life of Sayar, a resident of Pushkar Nala in India’s Rajasthan state. This was part of a profiling of telephone users at the bottom of the (income) pyramid – or BOP – in emerging Asian economies, undertaken by TVE Asia Pacific on behalf of LIRNEasia.

Sayar is definitely BOP: growing wheat and flowers on his ancestral land, he makes around INR 6,000 (USD 115) a month – on which income he sustains an extended family that comprises his wife, four children, elderly father and an unmarried sister. Life isn’t easy for this 33-year-old, but his spirit of enterprise is as abundant as his praise for his newly acquired mobile phone.

He only bought a mobile in mid 2008, but eight months later, that investment had definitely improved business and social life for him. So much so that his life’s narrative is clearly divided as Before Mobile and After Mobile.

“Our life before the mobile phone was hard,” he says. “I took two days to do what I can now do in a day. Now I can get in touch immediately and all my work happens faster and more easily!”

He now tracks market prices and moves his produce quickly for better profits. With workload reduced and income doubled, Sayar has reaped dual benefits from his mobile.

This isn’t Sayar’s first experience with owning a telephone. Earlier, he was frustrated with a fixed phone that didn’t work half the time. The service was so bad that he gave up the phone after a while.

He recalls: “Phone wires in our village were often faulty. They used to be out of order for 2 or 4 days, sometimes even half a month! All my work was affected. I couldn’t talk to my brothers and sisters. Call charges were also high. When my phone line was down, I had to call from STD booths or neighbours’ phones.”

In our interview, Sayar kept referring to his fixed phone connection as ‘government phone’ – a reflection of the state-owned former monopoly. It was a reminder of just how bad telecom services were in India until only a few years ago.

As Shashi Tharoor, the former UN Undersecretary General – who, incidentally, has just been elected into Indian Parliament from his native Kerala state – has remarked, India had possibly the worst telephone penetration rates in the world.

He wrote in 2007: “Bureaucratic statism committed a long list of sins against the Indian people, but communications was high up on the list; the woeful state of India’s telephones right up to the 1990s, with only eight million connections and a further 20 million on waiting lists, would have been a joke if it wasn’t also a tragedy — and a man-made one at that.”

Tharoor recalled the infamous words of Prime Minister Indira Gandhi’s communications minister in the 1970s, C.M. Stephen. In response to questions decrying the rampant telephone breakdowns in the country, the minister declared in Parliament that telephones were a luxury, not a right. He added that ‘any Indian who was not satisfied with his telephone service could return his phone’ — since there was an eight-year waiting list of people seeking this supposedly inadequate product.

According to Tharoor, Mr Stephen’s statement captured perfectly everything that was wrong about the government’s attitude: ignorant, wrong-headed, unconstructive, self-righteous, complacent, unresponsive and insulting. “It was altogether typical of an approach to governance in the economic arena which assumed that the government knew what was good for the country, felt no obligation to prove it by actual performance and didn’t, in any case, care what anyone else thought.”

All this didn’t change overnight, and as Tharoor reflects, the key contribution of the government was ‘in getting out of the way’ — in cutting license fees and streamlining tariffs, easing the overly complex regulations and restrictions that discouraged investors from coming in to the Indian market, and allowing foreign firms to own up to 74 per cent of their Indian subsidiary companies. “The Telecom Regulatory Authority of India (TRAI) has also been a model of its kind, a regulatory agency that saw its role as facilitating the growth of the business it was regulating, rather than stifling it with rules and restrictions.”

It still took time for this revolution to be felt at the bottom of the pyramid. As LIRNEasia says: “Just five years ago, the Indian telecom industry’s massive momentum barely included the poor. The country had slightly over seven access paths (fixed and mobile connections) per 100 people, but in rural India 100 people were served by only 1.5 access paths. Even in urban India, the poor were unconnected.”

Then things started changing rapidly. According to LIRNEasia’s latest teleuse@BOP survey, 45 per cent of Indian BOP teleuser households had a phone in late 2008: 37% had a mobile only; 5% had a fixed phone only; and 3% had both. This is massive progress from the 19 percent of BOP homes with a phone just two years ago. Read more about BOP telephone penetration and use in India.

Tharoor has called this the “mobile miracle” — one that has accomplished something socialist policies talked about but did little to achieve: empowering the less fortunate. Rapid mobile penetration in my native Sri Lanka has had a comparable social transformation – in a commentary last year, I called the ubiquitous mobile ‘Everyman’s new trousers’.

Of course, the mobile revolution is far from over. There are many more millions yet to be connected, and those already connected expect affordable, reliable and value-added services.

“Indian BOP is still in the mobile 1.0 mode using mainly voice and missed calls functionality. Messaging is being used by only a third of the BOP population. Mobile payment and government services use is almost non-existent,” Rohan Samarajiva, chairman and CEO, LIRNEasia, was quoted as saying soon after the latest study was presented in India in February 2009.

How far and how much value added mobile services can penetrate the BOP remains to be seen. Sayar Singh, for example, currently spends US$ 8.6 to 9.5 a month on phone services – over 8% of his enhanced monthly income.

“I haven’t subscribed to any services like cricket news or astrological forecasts. I don’t need them…and I don’t want to spend on them,” he said in our interview.

But mobile telephony is an area where the boldest projections have been exceeded – so never say never.
