This cartoon by Pulitzer prize winning Tom Toles first appeared in the Washington Post in 2007 – it brilliantly anticipated the global financial meltdown that we’re now experiencing. Coming in the wake of confirmed global warming, it is a double whammy.

America has been hit hard by the sub-prime crisis. The social and human cost of financial failure has been enormous. An epidemic of home repossessions has left thousands of houses abandoned and boarded-up: whole suburbs are falling into disrepair and dereliction.

Financial institutions in America and in Britain had poured billions into investments backed by these mortgages. As more and more people have defaulted on their mortgage repayments, financial markets have collapsed, causing a crisis that has rippled across the Atlantic, sending the City of London into turmoil and pulling the plug on one now infamous British bank.

Some call it a financial tsunami not been seen since the Great Depression in the 1930s….a crisis that has forced the US government to step in and save the financial system after trillions were wiped off global stock markets and once revered institutions were swept off the face of Wall Street. Is the US intervention too little, too late to save the economy?

In fact, just a few days ago, the People’s Daily of China warned that a “financial tsunami” was approaching, which recalled the Great Depression in the US. It said: “As the contemporary economy has been integrated globally, American consumption and currency exchange rates will directly influence countries dependent on the US as the main export destination for economic growth and employment”.

The Chinese Communist Party organ complained that the US had unleashed financial “weapons of mass destruction” on the world economy in the form of subprime debts and related financial derivatives.

The world’s media have been scrambling to cover these rapidly unfolding events. In fact, many have been caught napping, or worse, been uncritical cheerleaders of the march of capital and credit. Most of them – even the respected financial journals – just didn’t see the crisis building up…or ignored the tell-tale signs that constituted an inconvenient truth.

“This didn’t just happen in the course of a usual business cycle,” insists the American investigative journalist and media analyst Danny Schechter, who has been tracking this issues for many months on his influential News Dissector blog and the MediaChannel that watches and critiques the media.

In his new book, aptly titled Plunder, Danny offers an in-depth investigation into the decline of the economy that’s causing millions to lose jobs and face foreclosures and across-the-board price hikes.

He says: “You wouldn’t know it by relying on our media, but the subprime scandal masks massing looting by Wall Street firms using carefully calculated predatory lending schemes enabled by regulators who don’t regulate and a media that looked the other way. We have lost trillions and dislocated millions with no relief in sight. Every American is paying for the greed of our financiers in the grocery store, gas pump and unemployment line. Bank robberies are not new — but banks doing the robbing is.”

In 2007, his film IN DEBT WE TRUST was the first to expose Wall Street’s connection to subprime loans, predicting the economic crisis that this book investigates.

I have been watching various news media analysis of the current crisis and want to share two that stood out from the rest: Inside Story by Al Jazeera English, and Dispatches by UK’s Channel 4.

In a special show from New York, Inside Story looks at the financial turbulence that rocked the US last week. Will the emergency measures by the US government be enough to stabilise the markets or has the financial system in the US been changed forever? The introductory report from AJE’s Washington correspondent Reynolds is particularly illuminating – he also writes the story for their website.

Why do Development Rip Van Winkles prefer ‘Aunties’ without eye-balls?

When I was growing up in suburban Colombo in the 1980s, we had a family friend who worked at the Sri Lanka Broadcasting Corporation (SLBC). When anyone asked him where he worked, he would simply reply: “I’m in broadcasting.”

That answer was perfectly adequate at the time, when the fully state-owned and government-controlled SLBC was the only domestic broadcaster. The FM radio band was eerily silent, and only die-hard enthusiasts would persist with shortwave crackle to listen to foreign broadcasts like BBC, Voice of America or Radio Veritas from thousands of kilometres away. We also had two state TV channels still learning the ropes.

Today, that kind of answer would mean nothing. Two dozen FM radio channels crowd the airwaves. In the western province, there are 15 free-to-air terrestrial TV channels – and counting.

Most of these are privately owned and commercially operated channels, all started after broadcasting was (partially) liberalised in 1992. They compete fiercely for a share of audience – and advertising revenue. While that can sometimes be a race to the bottom, it’s infinitely better than the bad old days when we had no choice but to tune into ruling party propaganda masquerading as public broadcasting.

The situation is broadly the same in many other countries in the Asia Pacific region. With a few exceptions, the state-owned, government-controlled broadcasters have seen their monopolies end – and as their long-suffering audiences might confirm, not a moment too soon. They now have to compete with younger, more dynamic and decidedly more interesting private channels.

And in every market, former monopolists have seen their audience share shrink, in some cases dramatically. The one-time lords of the airwaves have been reduced to minority players. Many are struggling to make ends meet, and some are kept alive only because governments keep pumping in large volumes of tax-payer funds.

Meanwhile, the eye-balls and advertising revenues have migrated to the privately owned, commercially operated TV stations. They entertain, amuse and sometimes titillate. But they also inform and occasionally educate their audiences.

And yes, many are making money too – and that’s neither illegal nor immoral in market economies.

Alas, the former monopolists haven’t yet stopped crying foul. They allege that the commercial stations are playing by a different set of rules, allowing the latter to play the market and maximise returns. In contrast, the government channels claim to have a ‘public service mandate’ that’s harder to fulfill and not always popular or populist.

Note that I have not used the term ‘public broadcaster’ to describe the government channels – because, whatever their founding documents might say, most of them are not serving the public interest. In developing Asia, which lacks sufficient checks and balances to ensure independence of state broadcasters, the only thing public about such channels is that they are often a drain on public money collected through taxes. Their service and loyalties are entirely to whichever political party, coalition or military dictator in government.

When the divide between governments and the public interest is growing, most ‘public’ channels find themselves on the wrong side. No wonder, then, that discerning views have abandoned them.

Interestingly, old habits and brand loyalty might explain why at least a minority audience still remains for state broadcasters. The state channels have been around for longer, and for years, they were the only show in town. Some of them occupy large swaths of the UHF and VHF spectrum, making their signals easier to catch.

But these advantages would diminish over time. For one thing, young people far outnumber older persons in most parts of developing Asia (almost 62 per cent of the world’s youth – aged between 15 and 24 – are in Asia: that was 716 million in 2005). For another thing, the more dynamic private competition is finding new pathways to reach youthful audiences.

State broadcasters may be venerable to some, but no one thinks of them as ‘cool’. Even the BBC – which is far better shielded from governmental manipulation than its Asian counterparts – has yet to shed its old nickname and image of “Auntie”, originating from its old-fashioned “Auntie knows best” attitude.

In Asia, now home to the world’s largest combined television audience, it’s more a case of grandma knows best. The other day, I asked a young Filipino film-maker and TV journalist about who watches her country’s National Broadcasting Network. “In my family, only grandma watches it,” she replied, adding that the only time others tune in to that channel is to watch lottery results.

This is not an isolated insight. Across Asia, FM radio and commercial TV have captured the markets of the young and young-at-heart.

Nobody grudges grandmas and grandpas being served by their favourite channels. But we have to ask how and why decades of public investments in broadcast infrastructure and institutions are not serving a wider spectrum of the population. Dishing out lottery results and pandering to Narcissistic politicians cannot quite pass as serving the public interest.

Meanwhile, in a welcome trend, the market-leading commercial broadcasters are increasingly turning their massive outreach and influence to serve the public interest. It goes against the conventional wisdom of ivory tower researchers and media activists who cry themselves hoarse accusing commercial broadcasters of reaping profits without returning something to the community. But it’s real.

In market after market, country after country all over the Asia Pacific, privately owned, commercially successful radio and TV channels are championing the public interest. They may not have a UNESCO-articulated grand agenda, but they see it as serving the needs and wants of their loyal audiences.

The services are as diverse as the needs themselves. Some channels are dispensing practical information and advice on all sorts of everyday matters from traffic congestion and vaccination to school admissions and crime prevention. Others have gone further, for example launching national campaigns against narcotic drugs or corruption, and advocating better care for persons living with HIV.

In covering these and other public interest or development issues, commercial channels bring in a healthy dose of creativity, dynamism and innovation. They don’t preach or pontificate. Instead they make it fun, hop and cool to do what we should be doing anyway in our self interest.

And I don’t mind if some of them laugh all the way to their banks at the end of each financial year. (In reality, many operate on thin margins and few make significant profits.)

A few commercial broadcasters go even further. On a visit to Manila last week, I heard how ABS-CBN – the country’s privately owned, market-leading broadcast group – is doing much for science popularisation and public education. These are done through charitable foundations that deliver public goods through private means.

While all this is happening, the development community seems trapped in a time warp – clinging on to an outdated notion that state broadcasters alone can serve the public interest (if you ask me, they never did). Perhaps out of habit, they keep turning to such channels with their ever-shrinking audiences.

A few weeks ago, a senior official at Sri Lanka’s largest development organisation Sarvodaya told me how hard it was for them to have their development films broadcast. The two state broadcasters had both demanded money for air time.

Strangely, he had not even considered engaging a commercial broadcaster. “After all, we want to be seen our national channels,” he explained.

This Rip Van Winkle attitude doesn’t help anyone, and least of all those communities that development agencies are trying to reach through media-based communication.

As I asked at a recent UNEP-convened meeting in Bangkok: “If in our technical work we are evidence-based, why can’t we be evidence-based in our communication strategies and decisions as well? We must define the priority audiences we want to reach, and find out their media preferences. We need to use independent audience ratings, and not personal perceptions or biases in choosing which stations we work with.”

Thus, if the development community is serious about engaging the broadcast media, they must first awake from their long slumber and quickly update themselves on current realities in Asian broadcasting.

It’s not who owns that decides the public spirited character of a radio or TV station. In today’s complex and nuanced media landscape, it’s the performance and delivery that count.

Aunties without eyeballs can trudge along on government’s crutches. The rest of us have miles to go before we can rest.

Suharto’s legacy: Mass grave Indonesia

“One death is a tragedy. A million deaths is just a statistic,” said Joseph Stalin — and he knew what he was talking about.

These words came to my mind as I followed the news coverage and commentary about the death on 27 January 2008 of Suharto, the former Indonesian military leader, and the second President of Indonesia, who was in office from 1967 to 1998.

Many western and globalised media reports touched on Suharto regime’s alleged mass-scale corruption, and the dizzy heights that crony capitalism reached under his watch.

But few talked about the genocide of unarmed, innocent civilians that took place in the years that brought him to power, 1965-67. Another blood bath took place in 1975 when Indonesian forces invaded and took over East Timor. Even those that touched on the subject used varying estimates of how many perished.

The Guardian (UK) obituary estimated the number killed in 1965-67 to be around 600,000. Others, such as BBC News, placed it at half a million, noting that “the bloodshed which accompanied his rise to power, after a mysterious coup attempt in 1965 which he blamed on Indonesia’s then-powerful Communist Party, was on a scale matched only in Cambodia in this region”.

In all probability, no one really knows the real number of Indonesians were slaughtered as the army – cheered by anti-communist west – cracked down on members and supporters of the Communist Party of Indonesia, at that time a legal political party. Genocidists don’t like to keep detailed records.

The New York Times, a long-standing cheer-leader of the ‘smiling general’, acknowledged that Suharto’s 32-year-long dictatorship was ‘one of the most brutal and corrupt of the 20th century’.

NYT added: “His rule was not without accomplishment; he led Indonesia to stability and nurtured economic growth. But these successes were ultimately overshadowed by pervasive and large-scale corruption; repressive, militarized rule; and a convulsion of mass bloodletting when he seized power in the late 1960s that took at least 500,000 lives.”

On the whole, however, the mainstream media has been far more preoccupied with the (admittedly important) issue of how much Suharto and family stole than how many people were killed extra-judicially during his regime.

In that respect, things haven’t changed all that much since Suharto was driven out of power by mass protests. American economist and media analyst Edward S Herman, who co-authored Manufacturing Consent with Noam Chomsky, wrote a commentary nearly 10 years ago titled Good and Bad Genocide: Double standards in coverage of Suharto and Pol Pot.

His opening para:
“Coverage of the fall of Suharto reveals with startling clarity the ideological biases and propaganda role of the mainstream media. Suharto was a ruthless dictator, a grand larcenist and a mass killer with as many victims as Cambodia’s Pol Pot. But he served U.S. economic and geopolitical interests, was helped into power by Washington, and his dictatorial rule was warmly supported for 32 years by the U.S. economic and political establishment. The U.S. was still training the most repressive elements of Indonesia’s security forces as Suharto’s rule was collapsing in 1998, and the Clinton administration had established especially close relations with the dictator (“our kind of guy,” according to a senior administration official quoted in the New York Times, 10/31/95).”

Suharto’s demise reminded me of a powerful short documentary I saw a few years ago. Titled Mass Grave Indonesia, it was directed by courageous young Indonesian journalist Lexy Junior Rambadeta (photos below).

He works as a freelance TV journalist for international news agencies, and is a key member of the Jakarta-based media collective Off-Stream. It was started Off Stream in 2001 by journalists, filmmakers, photographers and multimedia artists “who have strong commitments and creativities on catering, promoting, covering, documenting and producing multiculturalism documentary video/film, photography and multimedia products”.

OffStream lists as its mission: To give a voice to “survivors of horror”; To tear down walls of “silence”; and To denounce “injustice” and “barbarism”.

One of their first productions was Mass Grave Indonesia, whose synopsis reads:
“Approximate between from 500 000 to 3 million of people in Indonesia have been killed by Soeharto’s regimes and buried somewhere in the wood distributed. A full and frank account of what happened in the reburial of 26 victims of horror in the 1965 mass killings. This documentary film weaves its story against the tide by presenting evidence of cruelties sponsored by the military in two regions of Central Java.”

This is no western film, filmed by visiting foreign journalists who might be accused of having one agenda or another. This is a film made by Indonesia’s own journalists who found their voice and freedom after the Suharto regime ended in 1998.

I have emailed Lexy this week asking how this film – and agitation by many human rights and democracy activists – have helped bring about belated justice to his own people. I await his reply, which will be published when received.

Rule of the Gun in Sugarland: A film by Joey R B Lozano

In June 2007, I did a belated tribute to Joey R B Lozano, a courageous Filipino journalist who crusaded for human rights and social justice. Armed with his video camera and laptop, he was one of the early citizen journalists long before that term – and practice – became fashionable.

Joey used his personal video camera to assert indigenous land rights, and to investigate corruption and environmental degradation in his native Philippines. Joey was an independent human rights activist and also one of the country’s leading investigative reporters.

He freelanced for the Philippine Daily Inquirer, covering Indigenous peoples’ rights and the environment, considered the two most dangerous beats in the Philippines. But years earlier, he had moved out of the capital Manila, and committed his life and career to stories and issues at the grassroots that many of his city-based colleagues had no time or patience in covering on an on-going basis.

Trained as a print journalist, Joey mastered new media and technologies whose potential he quickly realised. He moved into television and video media with ease, and later became an active blogger.

I have just tracked down on YouTube one of his documentaries, Rule of the Gun in Sugarland (2001; 9 minutes; English). It’s a powerful documentary that tells the story of Manobo villagers’ efforts to claim their ancestral land in the Philippines, and the abuse they endured because of their claim. It contains both graphic and heart wrenching scenes.

The history of the Philippines is a history of colonization, resettlement and battles over who will rule the land.

First the Spanish, then the Americans, then the Japanese, and now multinational corporations have at one time or another dominated the Filipino landscape. Each wave of colonization has forced people off more land, creating a domino effect across the 7,000 islands. Resettlement in turn, has created even more pressure on successive islands as settlers move in, pushing even more people out.

Today, despite continued widespread poverty across the Philippines, Indigenous tribe members remain the most marginalized sector of Philippine society.

In a country of 76.5 million people, almost 20 per cent are Indigenous peoples. They belong to at least 32 different ethnolinguistic groups. More than half are on Mindanao, the largest southern island.

Over the last century, Indigenous peoples have lost their traditional lands, as the logging industry, ranchers and large plantations have forcibly taken over lands, piece by piece.

Much like in other parts of the world, the land was won parcel by parcel. Original verbal agreements were made and often respected between individual ranchers and Tribe leaders to “borrow” land from the Tribe. But the agreements were quickly forgotten when the rancher died. Over the years, the land was then resold without the Tribes’ consent.

And then, under the Marcos regime, Indigenous people suffered along with farmers, as massive tracts of land were appropriated for the dictator and his cronies. When Marcos was finally thrown out by a people’s revolt, and flown out on a U.S. helicopter, successive democratic governments introduced multiple land reforms intended to redistribute the land justly, but none of these reforms ever really worked.

On the ground level, corruption and misuse of power prevented the land from being rationed and made accessible to the people the reforms were intended to help.

Meanwhile, the land reforms were intended to help the peasants and the fact that many of the lands in question were Indigenous Ancestral domains was never addressed.

Mindanao is rich in natural resources – some of the world’s last ancient rainforests, fertile soils, underground treasures of gold, an abundancy of fish — all now under the threat of overdevelopment.

In 1997, the Indigenous Peoples Rights Act was signed into law. The law is explicit on the Indigenous peoples’ right to ancestral lands. But this has not become operational to date. This fact is exacerbated by the present government’s industrialization thrust and commitment to globalization. Tribal lands, thus, are being continually opened for extractive business.

Impressions of GK3: All geek but very little meek…and at what high cost?

I spent a good part of my last week (9 – 13 December 2007, both days inclusive) in the Malaysian capital of Kuala Lumpur participating in the Third Global Knowledge Conference or GK3.

GK3 was organised by a network called the Global Knowledge Partnership, as a platform for those interested in using information and communications technologies (ICTs) for the greater good – to solve real world problems of poverty, under-development, illiteracy and various other disparities that afflict our world.

Those within the GKP call it ICT for Development, abbreviated as ICT4D. I prefer the more catchy phrase ‘Geek2Meek’ (or using geeks’ tools/toys to serve the needs of the meek).

In the spirit of spawning endless acronyms and abbreviations that contribute to the Alphabet Soup, I will compress this as G2M.

GK3 was meant to showcase the best of G2M products, practices and processes in every area of human endeavour — education, health, natural resource management, poverty reduction, empowering youth and women, promoting enterprise, etc.

After spending a good deal of my time and energy sampling many of GK3’s offerings, my cumulative impression was: there was a lot of geek for sure, but very little of the meek.

And the nexus between geek (tools) and meek (needs) was hopelessly lost in the incredible volume of hype, PR and spin generated by the platform organisers. What a missed opportunity it was for everyone!

To be fair, GK3 was not a single conference, but a whole platform of events sharing the large physical space of the KL Convention Centre and spread through the week of 9 to 13 December 2007. During that time and using that space, various groups organised diverse events and activities — ranging from the usual talk sessions and workshops to training, exhibitions, quiz shows, a TV debate and a documentary film festival. There were also several social events that provided many hours networking among individuals and organisations.

Event platforms like GK3 mean very different things to different people. Some turn up mainly to show and tell (or share) what they are doing. Some attend simply to find out what’s going on. Others look for markets, partners or opportunities. With some planning and work, most participants get to take away something in the end.

All this certainly happened during GK3 to one extent or another. It brought together hundreds of people from all over the world who share an interest in G2M — according to official figures, a total of 1,766 registered participants from 135 countries, comprising 19% from public sector, 21% from private sector, 29% from civil society, 20% from international organisations, 5% from media and 6% from academia. Among them, 82% of participants were from developing countries. And half of all participants were from Asia, which was not surprising given their easier access to KL.

These participants — most of them eager, energetic and creative individuals — talked and mixed in a myriad combinations around the overall platform theme: how the threads of emerging people, markets and technologies will intertwine to deliver the future. There was discussion, debate, sharing and networking.

I myself did all of this. I attended part of the 3rd World Electronic Media Forum, joined the GKP’s 10th birthday celebration, sat through some plenary and parallel sessions and moderated two sessions myself. Some TVE Asia Pacific documentary films that I had scripted or directed were screened at the i4d film festival, a key side event. The week also saw the release of two Asian regional books that I was involved in creating (one I co-edited, and the other I wrote a chapter for).

But being the professional skeptic that I am, I don’t buy the GK3 secretariat’s post-event claim that “An overwhelming number of participants indicated that GK3 is the only event of its kind, is absolutely critical and worthwhile.” I have no doubt that a statistically higher number of people made nice and kind remarks about the week’s offerings, as many such people are wont to, especially if their participation was supported by travel scholarships. (I would be interested to know how many of the 1,700 people came on their own steam, as I did.)

In fact, style (and hype) over substance characterised the entire GK3 platform — the hype had actually started months before the event, with all registered participants being bombarded by endless promotional emails that I found simply intolerable. (And no, the organisers didn’t offer us the option of unsubscribing.) So much time, energy and donor funds were spent – nay, squandered – on dressing it up and inflating everything to the point of losing all credibility. If anyone was laughing all the way to their banks after GK3, it must be the assorted spin doctors!

As I have written and spoken (for example in an op ed article in i4d magazine, June 2006), the gulf between the (expensive) hype and reality in ICT circles can be wide and shocking. What is worth investigating is the development effectiveness of this whole platform, and the value for money it delivered.

Take, for example, an email circular sent out by the GK3 organisers days after the platform ended. Under ‘key initial findings’, they list the following for emerging technologies, the area that interests me the most (verbatim reproduction here):

Four future-oriented outlook involving technologies were highlighted – media, cybersecurity, low cost devices, and green technologies.
* Increased convergence of different media allows single broadcasting (one to many) to be complemented by social broadcasting (many to many), and in turn increases interactivity in the exchange of information.
* Cybersecurity, cybercrimes and cyberwaste are becoming real dangers which deserve special attention.
* More new low cost devices are needed to facilitate affordable access to information, knowledge, communication and new forms of learning.
* Demand for innovative green technologies is welcomed and growing.

I don’t see how any of this can be labelled as ‘findings’ — these are not even articulate expressions of already known trends, conditions or challenges. Is this how the ‘Event of the Future’ going to be recorded for posterity? Surely, GK3 achieved more than this – probably below the radar of its spin doctors?

GK3 to me was more evidence of the disturbing and very unhealthy rise of spin in international development circles, where both development organisations and development donors are increasingly investing in propagandistic, narcissistic communications products and processes. While publicity in small doses does little harm, it is definitely toxic in the large volume doses that are being peddled whether in relation to MDGs or humanitarian assistance or, as with GK3, in relation to Geek2Meek. Full-page, full-colour paid advertisements in the International Herald Tribune don’t come cheap — but they come at the expense of the poor and marginalised.

I was also struck by how web 1.0 the GK3 organising effort was — all official statements, images and communication products (and even social events) were so carefully crafted, orchestrated, controlled. Whatever spontaneous action came not from the Big Brotherly organisers but from some free-spirited participants who seized the opportunity to express or experiment. The defining characteristics of web 2.0 – of being somewhat anarchic, highly participatory and interactive – were not the hallmarks of GK3. Again, a missed opportunity.

Then there was the ridiculously named Moooooooooooooo – sorry, it was actually MoO, an abbreviation for ‘Marketplace of Opportunities’, which GK3 was supposed to create or inspire for all those engaged in Geek2Meek work.

The MoO turned out to be just another exhibition where two or three dozen organisations put up their ware to show and tell (and a few did brag and sing, but that’s allowed at places like this). Strangely for an ICT gathering, there was so much paper floating around — posters, leaflets, booklets, books, postcards, you name it! And very few CDs, DVDs and electronic formats being distributed.

In the last hour of the final day, I walked around the MoO (I must admit I was half curious to see if the cows have come home!). I was stunned by the massive volumes of mixed up paper lying around everywhere. The week’s events were drawing to an end, and it was unlikely there would be too many more takers for all this paper. My colleague Manori captured on her mobile phone this image of an exasperated me surrounded by mountains of paper.

The MoO exhibitors were not alone in their profligacy and wastefulness – the GK3 secretariat easily wins the prize for producing the greatest volume of glossy, expensive paper-based promotional material for at least a year preceding the event. These were often sent in multiple copies to heaven knows how many thousands of people all over the planet.

All this happened in a year (2007) when scientific confirmation of global climate change prompted governments, industry and civil society to realise that business as usual cannot continue, and more thrifty ways to consume energy and resources must be adopted. Ironically, GK3 was largely ignored by the world’s news media who focused much more attention on the UN Climate Change conference underway in neighbouring Indonesia’s Bali island.

I have commented separately on the missing link between KL and Bali. It is highly questionable what value-for-money benefit an ICT event like GK3 could derive from the abundance of paper-based materials produced to promote it. It’s revealing that the GKP’s oft-repeated claims of attracting 2,000 participants to GK3 were under-achieved despite excessive promotion.

Writing in October 2007, I said: “An informed little bird saysGK3 has milked development donors well and truly for this 3-day extravaganza. I hope someone will calculate the cost of development aid dollars per ‘Mooo’…”

Well, now is the time to ask those difficult questions. The donor agencies of several developed countries — and from Canada and Switzerland in particular — invested heavily in the GK3 extravaganza. These are public funds collected through taxes, given in trust to these agencies for rational and prudent spending. And it’s fair to say that most of this official development assistance (ODA) money is given with the noble aim of reducing poverty, suffering and socio-economic disparities in the majority world.

The GK3 organisers — that is, the GKP Secretariat — often talk in lofty terms about good governance, extolling the virtues of accountability and transparency. Here’s your chance to practise what you preach to the governments and corporations of the world: disclose publicly how much in total was collected for GK3 (from development donors, corporate sponsors, hefty registration fees), and how this money was spent. In sufficient detail, please!

We will then decide for ourselves whether GK3 provided value for money in the truest sense of that concept, and assess if GK3 was ‘absolutely critical and worthwhile’ as the organisers so eagerly claim.

It’s easy for like-minded people to become buddies and get cosy in international development networks. It’s also common to engage in self congratulatory talk and mutual back-slapping at and after gatherings like GK3. But too much manufactured (spun?) consensus and applause can blind our collective vision and lead us astray.

If we genuinely want to engage in Geek2Meek (or, ICT4D), we have to keep repeating the vital questions: what is the value addition that ICTs bring to the development process, and what is the value addition that mega-events like GK3 provide for turning geek tools to serve the meek? Answers must be honest, evidence-based and open to discussion (and dissension, if need be).

In not sharing the euphoria of GK3 organisers, I probably sound like that little boy who dared to point out that the mighty emperor had no clothes. If nobody talks these inconvenient truths and asks some uncomfortable questions, we would be going round and round in our cosy little grooves till the cows come home.

From KL to Bali: Why were ICT and climate change debates worlds apart?

Protect journalists who fight for social and environmental justice!

In June 2007, I wrote about the late Joey R B Lozano, a courageous Filipino journalist and activist who fought for human rights and environmental justice at tremendous risk to his life.

For three decades, Joey survived dangerous missions to defend human rights using his video camera in the Philippines, a country known for one of the highest numbers of journalists killed in the line of duty. Joey went into hiding numerous times, and he dodged two assassination attempts.

Last week, a leading Filipino academic and social activist called for greater protection for local level journalists who cover social and environmental justice issues risking their life and limbs.

“Things are pretty savage at the grassroots level in some of our countries. Journalists who investigate and uncover the truth take enormous personal risks – the vested interests hire killers to eliminate such journalists,” said Professor Walden Bello, executive director of the Focus on the Global South (photo, below).

He was speaking at the Greenaccord Media Forum on 10 November 2007 in Frascati, Rome, where several dozen journalists covering environmental issues had gathered for a four-day meeting.

He delivered an insightful survey of social movements across Asia on environmental and public health issues
, where he questioned the role of elites in the global South in standing up for what is right and fair for all people.

During question time, I asked him how he saw the media playing a role in social movements that he’d just described. It varied from country to country, he said, and gave several examples.

In China, most environmental exposes in recent years have been made by ‘very brave journalists’. Their investigations have compelled the local and central authorities to address the massive incidents of pollution and environmental degradation resulting from China’s economic march forward.

In South Asia, the record is uneven. Indian publications like The Hindu newspaper and Frontline magazine are at the forefront in reporting and analysing ‘almost exhaustively’ on environmental struggles in the world’s largest democracy.

In contrast, Singapore and Malaysia have no critical mass media to turn the spotlight on excesses or lapses, he said. In these countries, journalists as well as activists have turned to the web to express themselves — but even they are under pressure from their governments.

In Thailand, the two English language newspapers The Nation and Bangkok Post have both have a long tradition of covering environmental issues and supporting mass movements. A number of Thai language newspapers also have sustained coverage.

In his native Philippines, Prof Bello singled out the Philippine Daily Enquirer for persisting with environmental coverage and exposing environment related scandals. But that comes with its own risks.

“At the local levels, journalists who take up these issues face many threats, including the very real risk of extra-judicial killings. The Philippines is one of the most dangerous countries in the world today for independent journalists and human rights activists,” he added.

Journalists living in the provinces and reporting from the grassroots are more vulnerable than those based in the cities. This is precisely why local journalists need greater support and protection to continue their good work.

The local elites and officials would much rather silence such journalists. International solidarity for such journalists could make a big difference, Prof Bello said.

He had a suggestion for his hosts, Greenaccord, which annually organises what is now the world’s largest annual gathering of journalists and activists concerned about the environment: Invite and involve more local level journalists in the future forums.

That will give them a voice, and strengthen their resolve to continue the very important work they do.

Can somebody please update ‘The Development Set’ by Ross Coggins?

At the UN European Headquarters in Geneva this week, while attending a conference of humanitarian aid workers from around the world, I heard two of them compare the flat-beds in business class of two international airlines.

The conversation was more than just a passing one. They were passionately discussing the relative merits of different business class seats and perks.

I almost felt like butting in and saying that Singapore Airlines – the world’s finest airline, no argument – has just created a new product that they can now lust after: personal cabin suites in the air.

Coincidentally this week, on 25 October 2007, Singapore Airlines began operating the first commercial flights of the new Airbus380 double-decker super-jumbo.

I’m all for humanitarian aid workers being well paid, well protected and well cared for. After all, they risk life and limb for the rescue, relief and recovery of large numbers of people caught in disasters or conflicts.

Perhaps I’m being naive, but there’s something incongruent about aid workers aspiring to flat-beds and space beds in the air.

Which reminds me, it’s about time somebody updated the well known poem, The Development Set, by Ross Coggins. First published in “Adult Education and Development” September 1976, it’s now more than 30 years old — the luxuries both in the air and on the ground have evolved a bit in that time.

Graham Hancock’s book “Lords of Poverty: The Power, Prestige, and Corruption of the International Aid Business” gleefully reprinted this poem in the 1980s.

I’m no poet, but there’s a need to update this to include GPS, satellite phones, four-wheel drives, and yes, business class beds.

If you are not familiar with the original poem, here it is:

The Development Set

Excuse me, friends, I must catch my jet
I’m off to join the Development Set;
My bags are packed, and I’ve had all my shots
I have traveller’s checks and pills for the trots!

The Development Set is bright and noble
Our thoughts are deep and our vision global;
Although we move with the better classes
Our thoughts are always with the masses.

In Sheraton Hotels in scattered nations
We damn multi-national corporations;
injustice seems easy to protest
In such seething hotbeds of social rest.

We discuss malnutrition over steaks

‘Embedded’ or aloof: Media’s choice in covering emergencies

In many disaster and conflict hot spots of the world, journalists and relief aid providers work closely together. There are times when journalists play good Samaritan and aid workers dabble as reporters. In the difficult field conditions of emergencies, this is understood and accepted.

But should journalists become ’embedded’ in humanitarian operations? If so, how impartial or independent would their coverage be?

This issue kept coming up during the Global Symposium+5 on ‘Information for Humanitarian Action’ in Geneva this week (22 – 26 Oct 2007). The majority aid officials and handful of journalists present didn’t always agree.

UN agencies and other humanitarian organisations increasingly recognise the power of media, especially broadcast television, to raise public awareness on emergencies. This, in turn, influences political commitments, aid donations and relief operations themselves.

But how close can the media get to aid agencies before they lose their sense of perspective and independent analysis? If journalists becoming embedded with the military in conflicts is frowned upon, what about media’s de facto embedding with humanitarian missions?

There was no consensus on the issue, but a few of us stressed on the need for independent media — independent of governments, aid agencies and other vested interests — to take stock of crisis situations and report, reflect and analyse on what they find.

The presence of nosy reporters might be an occasional irritant to some aid agencies, especially if they have things to hush up, but at the big picture level it can serve everyone’s interest — especially those of affected groups.

Alain Modoux, a former red cross official who went on to become an assistant director general of UNESCO, reminded us how governments often stand in the way of free flow of information on emergency situations. The reasons for such suppression vary: some don’t want to admit failures on their watch, and others fear public discussion and debate, especially at international level, on what is happening in their own country.

Governments can — and often do — bring pressure upon aid agencies to fall in line (or risk being thrown out). In such situations, it’s only the independent media that can take stock of rapidly changing situations and highlight the unmet needs and any disparities in the emergency response.

Then there is the media’s traditional watchdog role. The humanitarian sector is now the world’s largest unregulated industry – billions of dollars flow through the sector every year, most of it public funds (direct donations or taxes collected by governments). Yes, the aid agencies all audit their accounts and the UN has stringent regulations on how they can spend money. But there’s nothing like a bit of media scrutiny to keep everybody clean and honest…

Follow the money! This is what journalists are taught and trained to do – and with good reason. In emergency situations following the money often brings up instances of waste, corruption and mismanagement that aid agencies would rather not talk about.

Swiss journalist Edward Girardet (photo, above), who specialises in in media, humanitarian aid and conflict issues, has been making this point for a long time.

As he has written: “Humanitarianism should not ‘belong’ to any one group. What the international aid industry urgently needs is more hard-nosed and independent reporting.”

That is unlikely to happen when individual journalists are too cosy with aid workers or their bosses.

Ed was at the Geneva Symposium this week, once again making a case for a viable media watchdog capable of reporting the real causes behind humanitarian predicaments, including how the international community responds.

In one intervention, I suggested that the media can become the ‘conscience’ of the humanitarian industry – to ensure transparency and accountability of resources, decisions and conduct.

Partnerships between media and aid workers is fine, as long as the media remain somewhat aloof and detached.

And it’s not the global media who can or will stay with the stories as recovery takes months or years. We all saw in the aftermath of the Indian Ocean Tsunami how quickly the global media’s news interest went down.

In the long term, empowering the local journalists to ask the right questions and go in search of answers.

Stop that Traffick: ‘The Girl Next Door’ becomes ‘Trade’ the Movie

When 13-year-old Adriana (played by Paulina Gaitan) is kidnapped by sex traffickers in Mexico City, her 17-year-old brother, Jorge (Cesar Ramos), sets off on a desperate mission to save her. Trapped by an underground network of international thugs who earn millions exploiting their human cargo, Adriana’s only friend throughout her ordeal is Veronica (Alicja Bachleda), a young Polish woman captured by the same criminal gang. As Jorge dodges overwhelming obstacles to track the girl’s abductors, he meets Ray (Kevin Kline), a Texas cop whose own family loss leads him to become an ally.

From the barrios of Mexico City and the treacherous Rio Grande border, to a secret internet sex slave auction and a tense confrontation at a stash house in suburban New Jersey, Ray and Jorge forge a close bond as they frantically pursue Adriana’s kidnappers before she is sold and disappears into a brutal underworld from which few victims ever return.

This is the synopsis of Trade, a feature film that opens across the United States on 28 September 2007.

Inspired by Peter Landesman’s chilling NY Times Magazine story on the U.S. sex trade, “The Girls Next Door,” (published in January 2004), TRADE is a thrilling story of courage and a devastating expose of one of the world’s most heinous crimes. The American debut of Marco Kreuzpaintner, one of Germany’s leading young directors, TRADE is produced by Roland Emmerich and Rosilyn Heller from a screenplay by Academy Award(R) nominee Jose Rivera (The Motorcycle Diaries).

Explaining the social context to this dramatised story, the movie’s website says:
“The practice of slavery in the US is something most people think ended with the 13th Amendment in 1865, but in recent years it has returned in an even more virulent form. Fueled by the collapse of the Soviet Union and other eastern European countries, new technologies like the internet, and sieve-like borders, the traffic in human beings has become an epidemic of colossal dimensions. The State Department estimates that as many as 800,000 people are trafficked over international frontiers each year, largely for sexual exploitation. Eighty percent are female and over fifty percent are minors. Many people in this country push this atrocity out of their minds, believing that it only occurs in faraway countries like Thailand, Cambodia, the Ukraine and Bosnia. The truth is that the United States has become a large-scale importer of sex slaves. Free the Slaves, America’s largest anti-slavery organization estimates that at least 10,000 people a year are smuggled or duped into this country by sex traffickers.”

The film’s makers, Roadside Attractions, says it will donate 5 per cent of the opening week box-office gross divided among four organisations participating in the release of the film; United Nations Office on Drugs and Crime (UNODC), Equality Now, International Justice Mission (IJM), and David Batstone’s Not For Sale Campaign.

On 19 September 2007, they held a benefit premiere at the United Nations headquarters in New York that included supper in the UN Delegates dining room. This marked the first film premiere event ever to take place at the United Nations, with the crusty UN officials mingling with film stars and artistes.

People Power: Going beyond elections and revolutions

“At the bottom of all the tributes paid to democracy is the little man, walking into the little booth, with a little pencil, making a little cross on a little bit of paper.”

That’s how Sir Winston Churchill summed up democracy at work. Elections – at national and local levels – give ordinary people the chance to decide who would run their affairs for the next few years. At least in theory.

In the modern world, however, elections alone cannot ensure that people’s wishes prevail. Better models of engagement are needed…and are being developed across the globe.

Historically, people responded to bad governance by rejecting governments at elections, and occasionally by overthrowing corrupt and despotic regimes through mass agitation. In the past decade, this “people power” has toppled rulers in the Philippines, Nepal and Ukraine among others, and sent a strong signal to autocratic governments elsewhere.

Yet such people power has its own limits: in country after country where one political party – or indeed political system – was replaced with another through popular vote or revolt, people have been disappointed or dismayed at how quickly the new brooms lose their bristles. The solution must, therefore, lie in not just participating in elections or revolutions, but in constantly engaging governments and keeping the pressure on them to govern well – or else.

So what is to be done, as Lenin famously asked? One challenge is to find new approaches to promoting good governance.

An example is Social Accountability practices – individuals or civil society groups getting together to demand accountability from different levels of government. This represents a significantly higher level of citizen engagement than merely changing governments at elections or taking to the streets.

It involves the careful gathering of data, their systematic analysis and knowledge-based engagement and negotiation with elected and other public officials. Crucial to this process is accessing and using critical information – about budgets, expenditures, excesses, corruption, performance, etc.

The new breed of citizen voice is about using information in a way that lead to positive change in government and society. People use knowledge as a pivotal tool to improve governance, better use of common property resources, and management of public funds collected through taxation or borrowed from international finance institutions.

The media can play multiple roles in such social accountability processes. At a basic level, media’s coverage of these processes adds momentum to citizen movements. At a higher level, some citizen groups are use media as an information tool or campaigning platform or both, optimising each other’s strengths.

Here’s an example from my own experience. In 2004, TVE Asia Pacific produced a half-hour international TV documentary titled People Power that profiled four Social Accountability projects in Africa (Malawi), Asia (India), Europe (Ireland) and Latin American (Brazil).

First broadcast on BBC World in February 2004, it has since been widely distributed to broadcast, civil society and educational users in the global South. It is still available from TVEAP on DVD and VHS video.

Hernando de Soto

We interviewed the Peruvian economist Hernando de Soto (photo, above) of the Institute for Liberty and Democracy in Lima, Peru, who said: “Supposedly in a democracy, if the majority of people are poor, then they set the criteria of what is right. Yet all those mechanisms that allow [society] to decide where the money goes — and that it is appropriately allocated — are not in place throughout the Third World. We take turns electing authoritarian governments. The country, therefore, is left to the [whims] of big-time interests, and whoever funded the elections or parties. We have no right of review or oversight. We have no way for the people’s voice to be heard — except for eight hours on election day.”

When the India story was being filmed, in late 2003, by coincidence several states were holding elections for the state legislatures. Our crew followed the election process in the northern Indian state of Rajastan to see how a citizen group was forcing social accountability for all standing for election.

Mazdoor Kisan Shakti Sangathan (MKSS) invited the people of Beawar, Rajastan, to a public meeting where the affidavits on the local candidates were made available to everyone. This process of social accountability and transparency extends beyond the political process to the village level where the MKSS has successfully lobbied for the right to information legislation to overcome the systemic corruption in the political and bureaucratic organisations.

MKSS’s struggles has led to laws to ensure people’s right to information across India.

“India is the largest functioning democracy in the world and it has significant strengths (but) it also has weaknesses,” says Dr Bela Bhatix (photographed wearing red saree), Associate Fellow of the Centre for the Study of Developing Societies, interviewed on our film. “Among the strengths is that we have been able to sustain our democracy…It’s no small matter to have regular elections and we usually have something like 60 per cent turnout — around 600 million people, or twice the size of America. But at the same time there are some very important weaknesses of our democracy which we really need to think about.”

Social activist Aruna Roy, coordinator of MKSS (photographed below), says: “In 1996, the MKSS sat in a 40-day sit-in at Beawar and we were demanding the right to access records of the Panchayat, the smallest elected body in India. We involved the entire city and made it a people’s campaign. We involved people from all over India, and the national campaign for people’s right to information was born.”
