Last week, I tried being in two places at once: executive producing an ambitious new TV debate series in my city of anchor Colombo (Sri Lanka) and participating in Asia Media Summit 2008 (AMS 2008) taking place in the Malaysian capital of Kuala Lumpur, May 27-28.

The two cities are 2.5 hours and a few thousand kilometres apart, and I just about managed being productive on both fronts. But I don’t recommend the experience: I ended up with a massive sleep deficit that I’m still trying to shake off.

According to the summit organisers, some 530 CEOs, managing directors, media experts and senior representatives of development and academic institutions from 65 countries joined the two-day event and 16 pre- Summit workshops.

The Summit had its moments — a few ‘Aha!’ ones and quite a few others where I found myself nodding (bored out of my mind, and not in agreement with what was going on). Unlike last year, when I chaired part of a pre-Summit seminar and also served as a plenary speaker, I was merely participating this year — which gave me the chance to network, take things easy and ask more questions from the audience.

Of the five Summits held since 2004, I’ve attended four (I missed the first one). The scope, content and quality of this annual event have certainly improved in this time. But I find the Summit still very much a gathering of the movers and shakers in the mainstream media, primarily radio and TV (which dominate the Asian media landscape). Very few new media practitioners – individual bloggers like myself, as well as online audio/video publishers and operators of web portals – turn up at this event.

And the Summit discussions in the past have sometimes been decidedly cynical or dismissive of new media. When this happened in the opening plenary itself at Asia Media Summit 2007, I was so disappointed that I asked if I was actually attending the Asia ‘Mediasaurus’ Summit.

Things could only get better this year – and they did. For one thing, they had invited new media practitioners to speak of their chaotic new world (unlike last time, when we heard fossilised old media worthies pontificate fuzzily on the new media). Perhaps this was the organisers heeding our critique of last year. Or it had something to do with the rise and rise of bloggers in the host country Malaysia: the March 2008 general election there saw five active bloggers being elected to national Parliament from the opposition in the biggest political upheaval Malaysia had seen in half a century.

For this reason, we were looking forward to the Summit’s opening by Malaysian Prime Minister Abdullah Ahmad Badawi, but for the second year running, he decided to skip the event. Instead, he sent his deputy Mohd Najib Tun Abdul Razak in his place to read his speech.

As Malaysia’s pro-government New Straits Times newspaper reported the next day, he urged journalists not to be too taken in by the “bells and whistles of technology”, but to hold to established virtues of accuracy, intelligence, fairness and grit as these formed the competitive advantage of the traditional press in the “anarchic environment of the new age”.

He added: “The right to freedom of speech and expression cannot be used as a pretext or excuse to violate and abuse the reputation and dignity of a people, to slander and libel or to defame religions or religious symbols. If this were the case, there would be no laws of defamation or libel and laws against those who incite racial or ethnic violence.”

During question time, the well known American blogger and media analyst Danny Schechter had an interesting exchange with the chief guest. Danny referred to the case of Malaysian blogger Raja Petra bin Raja Kamarudin who was recently charged of sedition for having written a political blog post.

DPM Najib and Schechter had very different views on the limits of freedom of speech and how far the new media can and should be allowed to comment on current affairs, especially politics. On the wider issue of human rights, Najib took the populist line and made references to America’s detention camps in Guantanamo Bay and the CIA outsourcing torture. Danny shot back saying that only 20% of the American people now support their president and his policies (and Danny certainly wasn’t one of them). He argued that human rights should be universal. With that slightly bumpy start, AMS 2008 went on to display the mainstream media’s still uneasy relationship with the new media. For sure, the Summit had sessions on user-generated content and new media business models. But for the most part, these sessions brought out the narrow perspective of mainstream media’s managers or its long-standing researchers. With notable exceptions like Danny Schechter, other speakers talked about a fast-changing, rapidly-evolving reality that they’d barely skimmed or experienced themselves.

I would belatedly write more blog posts on some of the discussions that took place in later sessions, which prompted me to intervene several times from the audience.

Telecom Without Tears: Book Review

My review of the book, ICT Infrastructure in Emerging Asia: Policy and Regulatory Roadblocks, was printed in Financial Times on Sunday, Sri Lanka, on 18 May 2008.

The book, co-edited by Rohan Samarajiva (in photo, below) and Ayesha Zainudeen, is published jointly by Sage Books and Canada’s IDRC. It is based largely on the work of my friends and colleagues at LIRNEasia.

Although the book showcases recent telecom and ICT reform experiences in five economies in South and Southeast Asia (Bangladesh, India, Indonesia, Nepal and Sri Lanka), my review takes a closer look at the Sri Lankan situation partly because I live and work there, and because the review was intended more at a Sri Lankan readership.

Here’s my opening:

“In the early 1990s, I had to wait for nearly six years for my first (fixed) telephone – I refused to pay bribes or use ‘connections’ to bypass thousands of others on the notorious waiting list. Earlier this year, when I bought an extra mobile phone SIM from Dialog GSM, it took six hours for the company to connect it. I found that a bit too long.

“How things have changed! Connectivity without (social) connections, and practically off-the-shelf, is now possible in most parts of Sri Lanka. Telecommunications is the fastest growing sector in the economy, recording 47 per cent growth in 2007 (and 58 per cent in 2006). The country’s tele-density (number of telephones per 100 persons) jumped to 54 in 2007, from 36 at the end of 2006 -– thanks largely to the phenomenal spread of mobile phones, which now outnumber fixed phones by three to one.”

One quick – albeit a bit unfortunate – way to introduce this book is that it apparently scared some sections of Sri Lanka’s state bureaucracy. When copies arrived from the Indian publisher earlier this year, they were held up at Customs for over three months for no logical or coherent reason. The editors speculated whether it had something to do with one chapter (among 13) looking at telephone use in war-ravaged Jaffna during the ceasefire (which lasted from 2002 to 2008), but this was neither confirmed nor denied.

In my review, I make the point: “It was a stark reminder, if any were needed, of the turbulent settings and often paranoid times in which telecom liberalisation has been taking place in many parts of emerging Asia.”

And I return to the larger political reality in my conclusion, as follows:
“Now that the ICT genie has been set loose, it’s impossible to push it back into the dusty lamp of the monopolist past, even under that much-abused bogey of ‘national security’ (or its new, freshly squeezed version, ‘war against terror’). Despite this, the officialdom and its ultra-nationalist cohorts don’t give up easily. While this book was in ‘state custody’, Sri Lankans experienced the first government-sanctioned blocking of mobile phone SMS – ironically on the day marking 60 years of political independence.

I just called to say….I love my mobile phone!

On this World Telecommunication and Information Society Day (May 17), I have a confession to make. I carry a murder weapon on my person every day and night, and I go to bed with it next to me within easy reach. I rely on it for my work, my leisure and my pleasure. And I won’t part with it under any circumstances.

Neither would more than 3.3 billion people worldwide — or half of humanity.

I’m talking about the humble and increasingly ubiquitous mobile phone, now the world’s most widely used and fastest spreading consumer technology item.

And if any paranoid law enforcement agency worries about its murder potential…relax, people – we are talking figuratively here!

How come it’s a murder weapon when it has no sharp edges and is too light weight to do much damage?

What the mobile has already stabbed, and is in the process of effectively finishing off, is the development sector’s over-hyped and under-delivered phenomenon called the ‘telecentre’.

For those outside the charmed development circles (which is most of humanity), the Wikipedia describes telecentre as “a public place where people can access computers, the Internet and other digital technologies that enable people to gather information, create, learn and communicate with others while they develop essential 21st century digital skills.”

So how is the mobile phone slowly killing the telecentres, into which governments, the United Nations agencies and other development organisations have pumped tens of millions of dollars of development aid money in the past decade?

Well, it’s rapidly making telecentres redundant by putting most or all of their services into literally pocket-sized units. If everyone could carry around a miniaturised, personalised gadget that has the added privacy value, why visit a community access point?

At least this is the persuasive point made by LIRNEasia researcher Helani Galpaya, who made a presentation in September 2007 at the Annenberg School for Communication in the US.

She argued that, although telecentres, which have become the bright “stars” in many e-development programs in Asian countries, do have a role to play in providing ‘higher’-end citizen services to people at the bottom of the pyramid (BOP) in India, Sri Lanka, Pakistan, Philippines and Thailand, telephones are the cheaper, immediate and ubiquitous tool for Asian governments to inform, transact and interact with almost 400 million of their most needy citizens.

And in these emerging Asian economies, when we talk of telephones it’s predominantly mobiles. In my native Sri Lanka, for example, there were 10.7 million phone subscribers by end 2007 – of them, almost 8 million were mobile users. Mobiles outnumber fixed phones by 3 to 1, and the disparity continues to widen.

Mobile kills the telecentre star‘ was the title of Helani’s presentation – it’s a play on a 1979 song celebrating the golden era of radio, “Video killed the radio star.” For the trivia buffs, it was the first music video shown on MTV.

The song has been the subject of various parodies, and Helani’s isn’t the first or last. But in this instance, I would heartily cheer the rapid demise of the telecentre, which is both conceptually and operationally flawed in many developing countries where it has been tried out. (While at it, let me repeat something that baffles me: how is it that not a single development donor or UN agency foresaw the phenomenal rise of mobile phones in the majority world, and instead bet all their ICT money on computers and internet? And why can’t some of them still appreciate the potential of mobiles, keep harping on obsolete telecentres and other troubled initiatives like One Laptop Per Child?).

It’s also worth noting that hard core development activists were initially against mobile phones, arguing instead for more public payphones, especially in rural areas. Only very recently have they started acknowledging that, just maybe, mobile phone can create or improve jobs, generate incomes and move millions out of poverty. In the humanitarian sector, as I wrote in October 2007, aid workers are still uncertain how to make best use of mobiles in their relief work.

Why are mobile phones somehow not ‘sexy enough’ for these men and women in suits who typically look at our real world problems from 33,000 feet above the ground?

But hey, why bother with doomed concepts like telecentres, when we can instead discuss about the lively and vibrant mobiles? (When the telecentres finally die after being kept on life support by gullible aid donors for a few more years, I hope to write a suitable obituary.)

Meanwhile, who’s afraid of mobile phones except the failed prophets of development and unimaginative humanitarian workers? There’s a handful of crusty, old fashioned people, usually those who can’t figure out just how to use the new fangled devices that do a lot more than just talk. Then there are tyrannical governments who fear the power of instant communication being in the hands of their own people.

The rest of us have now adjusted to Life After the Mobile Arrived. We may love it, or love to hate it — but can we imagine life without it?

And now, just when you think I’m a harmless mobile junkie, here’s my real confession:
I own more than one mobile phone (hey, doesn’t everybody?) and stashed away in my travel bag I have a collection of SIM cards with active mobile accounts in half a dozen Asian countries that I visit regularly.

One day soon, when there are enough people like myself moving across jealously guarded political borders, those ITU statistics on ICTs would become seriously skewed….

Who is afraid of Citizen Journalists? Thoughts on World Press Freedom Day

Today, May 3, is World Press Freedom Day. Proclaimed by the UN General Assembly in 1993, the day is celebrated each year on May 3 — the anniversary of the Declaration of Windhoek, a statement of free press principles put together by African newspaper journalists in 1991.

I’m holed up in a hotel in Singapore this whole weekend, attending the annual Board meeting of Panos South Asia, which works to promote greater public discussion and debate on development issues through the media. Our Board is drawn from Bangladesh, India, Nepal, Pakistan and Sri Lanka and includes leading journalists, publishers and social activists.

I’ve been busy preparing for and attending the intensive Board meeting that I’ve not had the time to do an original blog post on this important day. So like any resourceful journalist, I’m doing the second best thing – ‘recycling’ some material that I was recently associated with in producing.

First, here’s an extract from a chapter that I invited Sri Lankan ICT activist Sanjana Hattotuwa to write for Communicating Disasters: An Asia Pacific Resource Book that I edited last year. Sanjana traces the growing role played by digitally empowered citizens while disasters unfold as well as after disasters have struck. He then turns attention to the wider and more generic challenges faced by citizen journalists everywhere, especially in countries where democracy is under siege:

Who’s Afraid of Citizen Journalists?

But is it all good and positive? Put another way, merely because we now have access to a hundred times more content on a disaster than before does not mean that we get any closer to understanding it or responding to it.

Information overload is a real problem, as is the subjectivity of citizens, who only capture what they feel is important and often ignore aspects to a disaster beyond their own comfort zone and prejudices. There is still no widely accepted standard for citizen journalists, though organizations such as the Centre for Citizen Media are actively working towards such standards .

There are other challenges associated with citizen journalism, especially in a context of violent conflict. This author receives vicious hate mail, suffers public insults, is branded a ‘terrorist’ and even receives the occasional death threat – all because of the content he promotes on the citizen journalism websites he edits.

Not all citizens, even when they can do so and have access to digital devices, record disasters or human rights abuses – especially when their own security could be compromised for having done so. Governments can also clamp down hard on citizen journalism. The French Constitutional Council approved a law in early 2007 that criminalizes the filming or broadcasting of acts of violence by people other than professional journalists. The law could lead to the imprisonment of eyewitnesses who film acts of police violence, or operators of Web sites publishing the images. Sri Lanka unofficially banned a pro-Tamil nationalist website in 2007 and regularly cuts off mobile phone and Internet services in the North and East of the country.

Scared by the potential for embarrassment, political debacles and popular uprisings, countries such as Egypt, Iran, Cuba, North Korea and China vigorously censor and monitor content on blogs and exchanges through SMS, prompting Julien Pain, head of the Internet freedom desk at Reporters Without Borders (RSF) to note: “… all authoritarian regimes are now working to censor the Web, even countries in sub-Saharan Africa. The Ethiopian regime of Prime Minister Meles Zenawi has blocked openly critical Web sites and blogs since May 2006, and President Robert Mugabe of Zimbabwe is considering a law allowing security forces to intercept online messages without reference to the courts. One of the first moves by Thailand’s military rulers after their September (2006) coup was to censor news Web sites, even foreign ones, that criticized the takeover.”

When Citizens Turn on Journalists

The second extract is from my own recent essay under the above title, which was published by the Asia Media website managed by the University of California Los Angeles (UCLA). In this piece, written only a few weeks ago, I comment on a disturbing new threat to media freedom in my native Sri Lanka: misguided citizen vigilantes suspecting and attacking professional journalists engaging in their legitimate news and/or image gathering work in public places. When accredited journalists are affected by this paranoia, I point out how much more difficult it is for citizen journalists who lack the institutionalised media behind them.

Public interest blogging in Sri Lanka has been growing slowly but steadily since the Indian Ocean tsunami of December 2004, which marked a turning point for citizen journalism. According to researcher and new media activist Sanjana Hattotuwa, citizen journalists are increasingly playing a major role in meaningfully reporting deaths, the humanitarian fallout and hidden social costs of violent conflict that are often glossed over or sensationalised by the mainstream media.

Hattotuwa acknowledges, however, that the ready availability of information and communication technologies (ICTs) does not guarantee public-spirited citizen journalism.

“In Sri Lanka, the significant deterioration of democracy in 2006-2007 has resulted in a country where anxiety and fear overwhelm a sense of civic duty to bear witness to so much of what is wrong. No amount of mobile phones and PCs is going to magically erase this deep rooted fear of harm for speaking one’s mind out,” says Hattotuwa.

This makes the courage and persistence of the few citizen journalists even more remarkable. Unlike mainstream journalists, they lack official accreditation, trade unions and pressure groups to safeguard their interests. The state does not recognize bloggers as journalists; despite their growing influence online, most local news websites don’t enjoy any formal status either.

For now, the citizen journalist in Sri Lanka is very much a loner — and very vulnerable.

TVE Asia Pacific says Thank You to Sir Arthur C Clarke

In his 1992 book How the World Was One, Sir Arthur C Clarke described a dream: one day in the near future, CNN founder (and then owner) Ted Turner is offered the post of World President, but he politely turns it down – because he didn’t want to give up power!

Just three years later, the then Secretary General of the UN suggested that CNN should be the 16th member of the Security Council. Sir Arthur was fond of quoting this, and once famously told Turner: “You owe me 10 per cent of your income”.

These references – illustrating the power of globalised satellite television – are recalled in TVE Asia Pacific‘s official tribute to Sir Arthur C Clarke, who passed away on March 19 aged 90.

“With the death of Sir Arthur C Clarke, TVE Asia Pacific has lost a long-standing friend and supporter,” the tribute says.

It adds: “Since our establishment in 1996, Television for Education Asia Pacific – to use our full name – has been engaged in pursuing Sir Arthur’s vision of using the potential of moving images to inform and educate the public. Our founders chose to focus on covering development and social issues, with emphasis on the Asia Pacific region – home to half of humanity and where Sir Arthur spent the last half century of his life.”

Although he never held a formal position at TVEAP, Sir Arthur was an informal adviser and mentor to the regional media organisation whose work across Asia Pacific is only possible thanks to the comsat that invented and the web that he inspired.

By the time TVEAP was created in the mid 1990s, the satellite TV revolution was well underway in the Asia Pacific region, and the internet revolution was just taking off. In informal discussions, Sir Arthur advised us to always keep our eyes open on what’s coming up. In the ICT sector, he cautioned, being too closely wedded to one technology or system could lead to rapid obsolescence.

The tribute mentions Sir Arthur’s specific support for the Children of Tsunami media project, and the Communicating Disasters publication.

We also talk about Sir Arthur’s concerns about using information and communication technologies (ICTs) to benefit the poor and other disadvantaged groups – a process that he aptly described as ‘geek to meek’.

We end by recalling how TVEAP recorded and uploaded to YouTube Sir Arthur’s last public video address – his 90th birthday reflections in December 2007.

‘This is Arthur Clarke, saying goodbye from Colombo….’

This was the characteristic signing off Sir Arthur C Clarke used whenever he made a video greeting to an international meeting on some important issue somewhere on the planet.

From disarmament and new communications technologies to space exploration and conservation, he would offer the uniquely Clarkian take on the subject – in his witty, insightful and funny style.

I have worked with and for him for half my life – 21 years – as part of his personal office in Colombo, Sri Lanka (not to be confused with the government-run Arthur C Clarke Institute which he had nothing to do with). In that time, I helped film a significant number of video greetings to gatherings of the world’s movers and shakers.

Some of these were assemblies of sombre men and women in suits at the United Nations, Davos or Pentagon. Sir Arthur would deliberately poke fun at the pomposity and self-importance of these types, in a way that they could still laugh – even at their expense.

Other events were less formal, but no less important: glittering gatherings of Hollywood or Silicon Valley professionals – some of who have more ‘soft power’ worldwide than military generals or secretary generals. Again, he would challenge the boundaries of imagination of these professionals whose mega-billion industries were built largely on imagination.

In all these and more, Sir Arthur demonstrated another quality: the great economy of words. He hardly spoke for longer than ten minutes, or 600 seconds. The Grandmaster of the Soundbyte that he was, he knew just how to pack the right mix of power, fun and sense of wonder into each second.

Confined to a wheelchair in Sri Lanka – the country he adopted – in later years due to Post Polio, Sir Arthur used either satellite links or the web to connect to many important scientific, literary and entertainment gatherings in far corners of the planet.

And yes, he did often remind his eager listeners that he invented the communications satellite in his spare time in 1945 – and one of short stories (Dial F for Frankenstein) inspired a British computer scientist to invent the world wide web.

When Sir Arthur said his Final Goodbye from Colombo in the early hours of 19 March 2008 at Colombo’s Apollo Hospital, there was no global witness. He was in the company of just five people – comprising family and staff.

Aptly, however, the news of his demise went right around the world at the speed of light thanks to the comsat and web. In less than an hour, the whole world knew.

And now its the world’s turn to say Goodbye to its most trusted ‘Man in the Future’. The world remembers, salutes and celebrates his genius, humanity and imagination.

In doing so, many have turned to the last video greeting that Sir Arthur made, just a few days ahead of his 90th birthday (16 Dec 2007). This is about how that video was made.

For once, there was no specific invitation from anywhere. But for several weeks running up to his birthday, we had seen considerable media and fan interest on how he feels like completing 90 orbits around the Sun.

So in the last days of November 2007, I suggested to Sir Arthur that we should film a short video message – openly addressed to the whole world, sharing his reflections on turning 90. He liked the idea, and as has been the custom in recent years, asked me to draw up his speaking points.

I spent several days going through dozens of his essays and speeches, both published and unpublished. When I had a draft, we worked long and hard on it to get everything just right. I saw how he could still ‘Clarkise’ any piece of writing, which showed no sign of wear and tear for the 90 orbits.

This was a ‘no-budget’ production. Sir Arthur’s personal photographer Rohan de Silva had done many video greetings using a home video camera, but he and I agreed that this should be done more professionally. I mentioned the idea to our friends at Video Image (Private) Limited, the country’s top production company who had filmed with Sir Arthur for so many global TV channels and international clients. They immediately agreed to do it – for free.

We didn’t have a tele-prompter, but realised the importance of Sir Arthur looking straight at his audience. So in just a couple of days, Brian Ratnasekera of Video Image improvised a working unit.

I directed the shoot with Video Image crew on 5 December at Sir Arthur’s home. Allowing several breaks for him to catch his breath, our filming took the better part of that morning.

The filming got off to a bumpy start. First the improvised tele-prompter had some teething problems, but these were quickly sorted. Then, in a very rare moment of disagreement, Sir Arthur said he wanted to be filmed wearing his Nehru jacket (which he affectionately called ‘My Doctor No suit’).

We had already donned him in a colourful bush shirt and crew and I felt that this was the right attire for a message that was intensely personal and somewhat wistful. The shirt with large prints was far more characteristic of Arthur C Clarke than any formal suit. At that moment, I was the shoot’s director and not his long-standing spokesperson who would be more agreeable with his views and wishes.

A few tense moments passed. Then one of Sir Arthur’s valets had a brainwave. Why not use the casual NASA jacket that Sir Arthur often wore when he felt the air conditioning was getting a bit too cold?

That saved our shoot. He compromised, trading Nehru for NASA. Within seconds, he was back to his normal cheerful self. When the shoot got underway, he was at ease, speaking right to the camera and looking straight at millions of unknown viewers who would watch it for years to come.

Reading our text scrolling gently upward on the tele-prompter, he missed out just one word out of nearly 900. We only needed to do a single re-take. That was impressive for a man who’d recently had cataract operations in both eyes.

In the end, I knew we had a great piece – one where he looked back at a most remarkable career of our time, and looked forward to what lies in store for humanity.

Over the next two days, my colleagues at TVE Asia Pacific did a simple edit – stringing together the few segments he’d filmed with breaks in between. Our IT Specialist Indika Wanniarachchi uploaded it to TVEAP’s YouTube channel on 9 December 2007. The next day, VideoImage uploaded it to their YouTube channel.

This itself made some international news and and soon became a hit on YouTube.

After surveying what has, by all measures, been a highly remarkable life and the astounding rate of technological development he has witnessed, Sir Arthur listed three ‘Big Wishes’ that he wanted to see happen – ideally in his life time (alas, that was not to be).

Finally, he offered some personal views on posterity – a subject on which he’d been ambivalent at times.

This is perhaps the most consequential of his birthday reflections. In his own words: “I’m sometimes asked how I would like to be remembered. I’ve had a diverse career as a writer, underwater explorer, space promoter and science populariser. Of all these, I want to be remembered most as a writer – one who entertained readers, and, hopefully, stretched their imagination as well.”

He ended the message by quoting another English writer — who, coincidentally, also spent most of his life in the East — Rudyard Kipling:
“If I have given you delight
by aught that I have done.
Let me lie quiet in that night
which shall be yours anon;

And for the little, little span
the dead are borne in mind,
seek not to question other than,
the books I leave behind.”

That’s also how he ended his 9-minute birthday video – but upon reflection, it seems to me that he used that to bid a fond farewell to his millions of fans and readers worldwide. Perhaps his famous crystal ball told him something…

He signed off: This is Arthur Clarke, saying Thank You and Goodbye from Colombo!

One year of blogging: Looking back and forward

Today, 17 March 2008, this blog completes one year online.

It was a year ago today that I wrote my first blog post, Children of Tsunami go to go Washington, from Alexandria, Virginia, USA, where I was staying with a dear friend while attending the DC Environmental Film Festival.

Some 366 days, 213 posts and over 63,800 page visits later, I can say it’s been an interesting – sometimes exhilerating – ride. I will expand on this post as soon as I have a chance, but for now I want to say Thank You to all my readers, and especially those who joined in our on-going conversation.

Moving Images was not exactly my first blog – in late 2006 I had started another blog called Communicating Majority World under the name ‘Lost Alien’, which I somehow didn’t sustain for more than a few weeks and a handful of posts. For reasons that I can no longer quite clearly recall, the Lost Alien abandoned his blog – and migrated over here!

I can only hope that some alien friends are among my current blog’s visitors…

Half the sky, most of the suffering…and seeking everyone’s attention!

What’s one of the biggest reasons for suffering from violence?

Is it War? Racism? Extremism?

Or simply being born a woman?

One in 3 women is a victim of violence.

This is the powerful message in this one-minute-long public service announcement (PSA), which can be viewed here:

It was produced by the London-based advertising agency Leo Burnett for UNIFEM, the United Nations Development Fund for Women. With a striking series of images, it reveals that violence against women is one of the most common forms of violence in the world.

This PSA is part of a new global campaign on this scourge.

As UNIFEM says: “Violence against women and girls is a problem of pandemic proportions. At least one out of every three women around the world has been beaten, coerced into sex, or otherwise abused in her lifetime — with the abuser usually someone known to her. Perhaps the most pervasive human rights violation that we know today, it devastates lives, fractures communities, and stalls development.”

The campaign has elements on awareness raising as well as a call to action. The latter includes an online signature campaign that seeks to collect at least 100,000 signatures from those who oppose violence against women.

The online ‘signature book’ opened for signatures on 26 November 2007 with an appeal from actress and UNIFEM Goodwill Ambassador Nicole Kidman. She called the violence many women worldwide face “an appalling human rights violation that can be stopped”, and asked everyone to add their names to a growing number of supporters saying “NO” to violence against women at http://www.saynotoviolence.org.

She added: “The more names we collect, the stronger our case to make ending violence against women a top priority for governments everywhere.”

The UN Trust Fund to End Violence against Women , established in 1996, will receive US$ 100,000 from the United Nations Foundation for 100,000 signatures

I have just signed up, on this leap day 29 February 2008. Three months since the campaign was launched in New York, it has so far gathered a little over 58,500 signatures.

It’s certainly commendable – but not nearly enough, and still more than 40,000 needed to reach the modest target of 100,000.

Not that it’s just a numbers game, of course. The quality and sincerity of commitment matter a great deal. At the same time, UNIFEM and other UN agencies trying to engage the public through online interactive methods should study how successful activist groups do the same — with much better and faster results.

Avaaz.org is a leader among these. It is a new global web movement with a simple democratic mission: to close the gap between the world we have, and the world most people everywhere want. Set up in early 2007, it has quickly evolved into online community through which hundreds of thousands of concerned people are taking action together on urgent issues like climate change, poverty, human rights and the crises in the Middle East and Burma.

In October 2007, I joined Avaaz in its signature campaign to focus global attention on the political violence and gross abuse of human rights in Burma. In just four days, thousands of Avaaz members donated over $325,000 online to support the Burmese people’s efforts to peacefully promote political change and tell the world about their struggle.

The Burmese junta may not care for millions of people protesting or donating online, but the leaders of the democratic world – pondering their response to the atrocities in Burma – would find it hard to ignore this surge of public concern.

But it’s a long leap from Burma to the bed room or backyard. A major difficulty faced by those campaigning to focus on violence against women: they are countering actions that are widely distributed, pervasive and sustained over time. Much of it happens at personal and family level, necessarily beyond the public and media’s glare. Incidents flare up only occasionally to spill over to the public space to become news events or talking points.

So, as in many similar instances, out of sight often means out of mind.

The big challenge is how to raise public awareness on a wide-spread issue of violence that happens, to a large extent, in private. The facts and figures are compelling as they are alarming and depressing. The campaigners have lined up some of the biggest celebrities (like Nicole Kidman) and enlisted big guns like UN Secretary General Ban Ki-Moon.

All necessary, but not sufficient.

The campaign needs more than just star power or the UN’s clout to galvanize mass action. For a start, UN agencies need to get out of their fondness for coining and using endless acronyms. Even with my regular forays into the development community’s acronym jungle (read my post on the alphabet soup), I was recently puzzled when a film-maker colleague referred to GBV in an email without explaining it. It took me full five minutes to realise that she meant gender-based violence.

And some imaginative ways of raising the public profile would also help. Browsing on YouTube, I came across this video from Ireland. As one article described it:
“The ghosts and spirits of the millions of women who have been murdered, violated, oppressed, excluded, driven into exile, denied freedom of speech, denied participation in any decisions concerning their lives, because of war, religion, race, culture, age, disability, sexuality, poverty, bonded slavery, domestic violence or bureaucracy, glided in and out of the shoppers of Galway on 7 December 2007.”

Fighting for our right to ‘shoot’: A struggle in New York…and Colombo!

Photojournalists usually bear witness to unfolding events, and then share it with the rest of us. It’s not everyday that they make the news themselves.

This photojournalist, Gemunu Amarasinghe working for Associated Press in Sri Lanka, just did. Earlier this week, he was detained, questioned and released by police — all for taking photographs near a well-known Colombo school.

According to news reports, Gemunu was apprehended by a group of parents who formed the school’s civil defence committee. They had handed him over to soldiers on duty near by, and he was briefly detained by the Narahenpita police. Sri Lanka’s Free Media Movement has already protested to the police chief on this – the latest in a series of worrying incidents.

This might seem a minor incident in the context of highly dangerous conditions in which Sri Lankan journalists operate today. It was only a few days earlier that the World Association of Newspapers ranked Sri Lanka as the third deadliest place for journalists (6 killed in 2007), behind only Iraq and Somalia.

In an op ed essay published today on the citizen journalism website Groundviews, I have discussed the far reaching implications of this latest trend – when misguided citizens turn on professional or citizen journalists simply taking photos in public places. That’s still not illegal in Sri Lanka, where many liberties have been curtailed in the name of anti-terrorism.

As I write: “Gemunu’s experience is highly significant for two reasons. Firstly, it is depressing that some members of the public have resorted to challenging and apprehending journalists lawfully practising their profession which responds to the public’s right to know. Battered and traumatised by a quarter century of conflict, Sri Lankan society has become paranoid. Everything seems to be ‘high S’: practically every city corner a high security place; every unknown person deemed highly suspicious; and everybody, highly strung.

“Secondly, far from being an isolated incident, this seems to be part of a disturbing new trend. Anyone with a still or video camera in a public place is suspected – and presumed guilty until proven otherwise. This endangers everyone’s basic right to click for personal or professional purposes.”

I mention some examples of this cameraphobia. In recent months, pedestrians who filmed public bomb attacks on their mobile phones have been confronted by the police. One citizen who passed on such footage to an independent TV channel was later vilified as a ‘traitor’. Overly suspicious (or jealous?) neighbours called the police about a friend who was running his video editing business from home in suburban Colombo.

None of these individuals had broken any known law. Yet each one had to protest their innocence.

It may not be illegal, but it sure has become difficult and hazardous to use a camera in public in Sri Lanka today. Forget political demonstrations or bomb attacks that attract media attention. Covering even the most innocuous, mundane aspects of daily life can be misconstrued as a ‘security threat’.

I stress the point that, unlike journalists working in the mainstream media, citizen journalists lack trade unions or pressure groups to safeguard their interests. The citizen journalist in Sri Lanka is very much a loner — and very vulnerable.

And it’s not just in war-torn Sri Lanka that the right to take photos or film video is under siege. I cite a recent example from what is supposed to be a more liberal democracy: in the US, where New York city officials last year proposed new regulations that could have forced tourists taking snapshots in Times Square and filmmakers capturing street scenes to obtain permits and $1 million in liability insurance. The plans were shelved only in the face of strong public protests, spearheaded by an Internet campaign that included an online petition signed by over 31,000 and a rap video that mocked the new rules. Photographers, film-makers and the New York Civil Liberties Union played a lead role in this campaign, which asked people to ‘picture New York without pictures of New York’.

What’s local in our mixed up, globalised world?

I belong to what’s arguably the biggest club in the world, whose members number not in millions but billions. Everywhere I go, I meet fellow members and, sooner or later, conversation drifts to our shared membership in – parenthood.

Last weekend, I was absorbing the sights, sounds and smells of the Laguna province in the Philippines in the exalted company of academic colleagues from the College of Development Communications, University of Philippines Los Banos. At one point, we walked past some old houses designed in Spanish style – a reminder of the country’s strong Spanish legacy.

I heard how the Filipino language has absorbed or adapted hundreds of Spanish words, so much so that the younger generations don’t realise the Spanish origins of many words they use everyday.

One colleague related a story. Her daughter (now 16) had been a fan of ‘Madeline‘ – an animated series based on the popular children’s books by Ludwig Bemelmans, an American author of Austrian and German origins. Read more about Madeline animated TV series.

Happy coincidence: my daughter Dhara (still 11) and I are fans too of the smart and adventurous little French girl who lives with 11 other kids Miss Clavelle’s boarding school in Paris. Although the smallest girl, Madeline nevertheless manages to get herself into one predicament after another, giving her friends and teachers much to worry about. In the end, though, she always comes out all right.

Madeline is a good friend of the Spanish Ambassador’s son, Pepito. The young boy occasionally slips in a few Spanish words or phrases. This happened in one episode when Pepito was talking about sombreros.

The Filipino girl was excited. She exclaimed: “Mom, Pepito is talking in Filipino!”

It’s a small reminder of how delightfully mixed up our cultures are – and not just in language. Many of our metaphors, references and other expressions have been borrowed and adapted from other cultures and traditions in far corners of the planet. After a generation or two, few remember the origins.

It’s becoming impossible to discern or define what is ‘local’ anymore in this rapidly globalising and integrating world. Sociologists and communication researchers who split hairs about preserving ‘local content’ have a romanticised notion that is hard to find in the real world.

‘Content creation’ describes something that we journalists, as well as film-makers, writers and creative artistes have been doing for centuries. For much of that period, content was entirely local. It was only in recent decades that information and communications technologies (ICTs) enabled content to be swapped around the world at the speed of light.

And some ICT activists feel the need to make content more local again. No doubt an ideal. But I keep asking them: just what is local anymore in our rapidly integrating and hopelessly mixed up world?

Does it really matter anyway, except to the cultural purists who live in ivory towers?

Dewitt Wallace, the American founder of the Reader’s Digest magazine, was fond of pointing out how much his publication had become a part of the everyday lives of millions of people worldwide. One of his favourite anecdotes was about two children born and raised on a Caribbean island.

On their first visit to the United States, the kids were walking on the streets of New York, in the magazine’s home state of New York (Reader’s Digest is owned and published by The Reader’s Digest Association, a privately held company based in Chappaqua, New York, but the mailing address is actually Pleasantville, New York). On seeing the magazine on sale at newsstands, one of them exclaimed: “Look dad, they have the Reader’s Digest here too!”.

I personally think we should focus more on content that is locally relevant and locally useful. If it is also locally generated, that’s well and good — but does the point of origin matter too much in this knowledge society, when we are swapping electrons and ideas across political boundaries?
